Purpose: This paper aims to investigate the concentration of fine particulate matter (PM2.5) in the Seoul area by predicting unhealthy days due to PM2.5 and comparing the regional differences. Methods: The extreme value theory is adopted to model and compare the PM2.5 concentration in each region, and each best model is selected through the goodness of fitness test. The maximum likelihood estimation technique is applied to estimate the parameters of each distribution, and the fitness of each model is measured by the mean absolute deviation. The selected model is used to estimate the number of unhealthy days (above $75{\mu}g/m^3$ PM2.5 concentrations) in each region, with which the actual number of unhealthy days are compared. In addition, the level of PM2.5 concentration in each region is analyzed by calculating the return levels for periods of 6 months, 1 year, 3 years, and 5 years. Results: The Mapo (MP) area revealed the most unhealthy days, followed by Gwanak (GW) and Yangcheon (YC). On the contrary, the number of unhealthy days was low in Seodaemun (SDM), Songpa (SP) and Gangbuk (GB) areas. The return level of PM2.5 was high in Gangnam (GN), Dongjak (DJ) and YC. It will be necessary to prepare for PM2.5 than other regions. On the contrary, Gangbuk (GB), Nowon (NW) and Seodaemun (SDM) showed relatively low return levels for PM2.5. However, in most of the regions of Seoul, PM25 is generated at a very poor level ($75{\mu}g/m^3$) every 6months period, and more than $100{\mu}g/m^3$ PM2.5 occur every 3 years period. Most areas in Seoul require more systematic management of PM2.5. Conclusion: In this paper, accurate prediction and analysis of high concentration of PM2.5 were attempted. The results of this research could provide the basis for the Seoul Metropolitan Government to establish policies for reducing PM2.5 and measuring its effects.

In this study, the technical level and competence of Chungbuk region manufactures were diagnosed and implications for efficiency improvement of cooperation with local universities were derived. The results are as follow. First, in Chungbuk area, 75% of the skilled workers are medium-skilled and high skilled workers. And the life cycle of production products was found to have entered middle/old age. In addition, the industries were overestimating its technology capabilities, including marketing and sales technology, and management technology. Therefore, local universities should develop differentiated program such as technology transfer and commercialization support so that companies can nurture new industries and it is necessary to improve understanding of reality and future prediction ability through various education and seminars. Second, universities in Chungbuk province have failed to meet the practical demands of industry by providing general educational programs such as lifelong education curriculum, rather than the practical training required by industry. First of all, industries needed the practical training programs such as human resource empowerment, technical education and workers' retraining for local industry development. In addition, industries were expected to provide relevant knowledge and infrastructure such as testing, analysis, participation in technology development such as commissioning and joint research. Therefore, universities should prepare customized Industry-Academia Cooperation Programs through industry demand survey in planning. Also, it is necessary to establish various connection points with industry to ensure that industry-academia cooperation will continue and achieve results. Third, the technology of the industries in Chungbuk province was found to be very unrelated to the next generation regional strategic industries. This is not shared vision between industry and local government, Industry-Academia Cooperation Programs will serve as a platform to organize various community entities. Universities will be able to play a key role in between industries and local governments.

Due to COVID-19, the importance of public medical facilities, especially hospitals specializing in infectious diseases, is rising. Despite the government's strong will, the establishment of public medical facilities and infectious disease hospitals has not been properly established. This is because the overall system related to the construction of public medical facilities does not sufficiently reflect social and economic changes and the trend of the times. The purpose of this study is to derive limitations and problems related to the guidelines for preliminary feasibility studies of public medical facilities and to present alternatives. This study proposes 'Option Value' as an alternative. Since the option value is a willingness to pay for an uncertain situation, it is theoretically reasonable and reasonable to reflect it as an additional benefit. Normally, the value of existence is not seen, but the system that is seen in a crisis is in the 'medical and health'. Therefore, it is necessary to find a system that is invisible even in the feasibility evaluation in the medical and health, and constantly improve and develop a methodology that can estimate changes in the welfare of citizens within the system. I expect this study to play a role as a catalyst.

This study emphasizes that the survival strategy of universities should be a co-evolution strategy based on ecological thinking. Therefore, the purpose of the research is to present a theoretical framework for dividing the university innovation ecosystem into four stages and building a co-evolution strategy for each step, as universities play a prominent role in regional innovation ecosystems. Thus, our research method focused on literature research, and the theoretical framework for the university innovation ecosystem used Moore's Enterprise Ecosystem Model (1996). The university's ecological innovation strategy is divided into four stages of development, and a step-by-step co-evolution strategy is presented. Findings are summarized as follows. The pioneering stage involves the creation of values of the university-led innovation ecosystem. The expansion stage focuses on the establishment of critical mass. The authority stage covers maintaining authority and bargaining power. The renewal stage features continuous performance improvement. In particular, this theoretical model of the university-regional innovation ecosystem is meaningful in that it provides a theoretical basis for enhancing the effectiveness of government financial support projects, and for individual universities, it provides a framework for strategies suitable for their ecosystem building process.
Exposure to hazardous substances occurs through multiple pathways. Aggregated risk assessment, which includes all potential exposure pathways to a single toxicant, is necessary to prevent exposure to harmful substances. We aimed to estimate cadmium and lead exposure through various media, such as food, water, air, smoking, cosmetics, and female hygiene products. This study covered 10,733 subjects from the Seventh Korea National Health and Nutrition Examination Survey(2016, 2017). Dietary exposure was estimated using 24-hour recall data. For water and inhalational exposure, regional variations were considered. Water was classified as tap, bottled, and public water. Inhalational exposure was estimated using the '2014 Time Use Survey' based on daily lifestyle and social status. The frequency and volume of cosmetic usage were randomly approximated by sex and age. Post-menarcheal and premenopausal women were assumed to use feminine hygiene products. Non-carcinogenic aggregated risks were estimated using the Aggregate Risk Index from EPAs and the Total Exposure Hazard Index from Korean government guidelines. For carcinogenic risk assessment, excessive cancer risk was estimated. Ingestion, especially food, was the major route for both cadmium and lead exposure. Smoking was also associated with high cadmium exposure. Exposure to lead from cosmetics was remarkable but not critical. In aggregate risk assessments, median cadmium and lead exposure did not exceed the reference value. Sex, age, smoking status, and income affected exposure levels, unlike to regional variations.

Domestic construction companies have difficulty in establishing strategies when entering overseas markets because they do not have an overseas construction economic sentiment index to refer to for data on overseas construction prospects. Considering that the fluctuation of overseas construction orders over the past decade has been substantial and large companies and SMEs are actively advancing overseas, this study developed an evaluation model for an overseas construction business sentiment index to grasp the economic experience of overseas construction companies. In 2021 Korean companies earned 30.6 billion in overseas construction contracts, 87% the level of the previous year, despite difficulties such as COVID-19 and low oil prices, thanks to efforts by construction companies to strengthen their strategies for entry, such as regional diversification, and government support for winning orders. Since the overseas construction industry fluctuates greatly due to changes in the international environment, it is necessary to investigate and analyze the economic sentiment index of overseas construction companies. In particular, despite the increase in overseas expansion of small and medium-sized construction companies and engineering companies, the provision of information on the overseas construction market sentiment index is insufficient, limiting the establishment of strategies for overseas construction expansion. Therefore, this study intends to develop an overseas construction market sentiment index model that can understand the economic sentiment of overseas construction companies, provide a forecast for overseas construction, and use it to establish overseas construction strategies and policies.

We aim to explore how the COVID-19 affects commercial sales of traditional market in Seoul. We obtain data for commercial sales and several spatial variables that are related to commercial sales from the Seoul Open Data Plaza. In order to estimate the effect of COVID-19 occurrence on commercial sales, we employ fixed-effect panel data analysis models. Unlike our expectation, the empirical results show that the effect of the COVID-19 on commercial sales of traditional market is not significant. However, we found that the effects are significant in some types of businesses when we did the same analyses with subsamples. For example, service sectors are mostly negatively affected by COVID-19, and retail sectors are also second mostly affected by COVID-19. However, there is no significant relationship between COVID-19 and restaurant sectors. In addition, these effects vary by size of traditional market. Our results suggest that government should have a plan to help small businesses in traditional market because they do not have sufficient abilities to adjust to the unexpected economic shock, like COVID-19. Findings also suggest that strategies for helping them should be differentiated by business type and market size.

Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that "the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism." Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.

In line with increasing interest of climate change and pedestrian rights, the city of Seoul has been implementing car-free pedestrian street policies. The government and the private sector agreed to introduce carfree streets, expecting to increase the urban vibrancy and attract customers in the streets. However, studies that empirically analyze the effects of the policy are insufficient, and there are no studies that reevaluate the car-free pedestrian street policy after the COVID-19 outbreak. Therefore, this study evaluates the car-free pedestrian street policy at the commercial street, the Jongno 52-gil, using the synthetic control method. As a result of the analysis, it was found that the car-free pedestrian street policy was valid for enhancing urban vibrancy. Also, it was found that proper time interval is required to assess the policy since the peak increase of policy was observed in 3 months after the policy implementation. However, less than a year, the increase of the de facto population density on the Jongno 52-gil was revealed to be insignificant. In addition, the Jongno 52-gil was more vulnerable in the decrease of the de facto population density in the COVID-19 period than the synthetic control region. The results of this study suggest that long-term population inflow measures and flexible counterplan to contagious diseases are necessary in the car-free pedestrian street policy.

The objective of this study was to evaluate the community's capacity and hindrance factors affecting the community's activities by exploring the process of restoring the community's environmental pollution. This study examined the community activities related to the restoration of pollution that occurred at the former Janghang smelter in Seocheon-gun. The results of this study showed that leaders, cooperative resources, and the media were elements positively influencing the recovery of the community. The starting point that became the driving force for community activities was the presence of a leader who had a small stake in it. Moreover, it required cooperation such as the continuous interest of local active groups and residents to continue this effort. Above all, the media publicized the incident and amplified the activities of members. Meanwhile, there were various conflicts hindering the activities of local communities in the process of restoring the pollution such as the internal conflicts of community groups, conflicts between residents and active groups, and conflicts with the government. The behaviors that appeared in the process of restoring the pollution revealed a form of united governance. Moreover, they changed from an initial "supportive" character to "resistant" and "defensive" activities. Later, it was transformed into "subjective" and "creative" activities.
