Recently, industrial locations have faced changing trends under the influence of emerging industries as well as advanced new technologies. So the purpose of this study is to analyze the spatial distribution and locational factors of biotechnology industry formed around the Seoul Metropolitan area and Daejeon city, both of which are centers of Korean biotechnology industry, and is also to identifytheir locational characteristics. Major results of this study can be outlined as follows: First, from the mid 1990' s to 2000, Korean biotechnology industry has rapidly developed owing to central and local governmental support policies and systems as well as changes in domestic economic environment due to Korean financial crisis. Secondly, it was found that spatial distribution of Korean biotechnology industry converged on the Seoul Metropolitan area till 1990, but shifted from there to Daejeon and Chungcheong area from 1990 to 2000. Particularly after 2000, positive local governmental efforts to attract biotechnology players have driven the spatial distribution of biotechnology industry to shift from Seoul Metropolitan area and Daejeon or adjacent area gradually to other profitable locations. In terms of locational factors, it was found that the locations of Korean biotechnology industry converged primarily on university or college campus and biotechnology venture center, particularly on locations adjacent to superhighway or expressway. Locational factors varied depending on region, industrial type and business growth phase. Therefore, it is advisable that our central and local government should make and implement practical and useful policies in favor of biotechnology business depending on region, industrial type, business growth phase, rather than depending on uniform locational policies.

This study examines American geography educators' familiarity and knowledge of Korea, their perception on sovereignty education, and their knowledge on Korea's sovereignty issues using the survey conducted at the annual conference of the National Council for Geographic Education (NCGE) in the United States in 2010 and 2012. This study also analyzes how much these knowledge and perception influence on values of sovereignty education and Korea's sovereignty issues and further investigates proper educational approaches on territorial issues in Northeast Asia. Knowledge on the geography of Korea of American geography educators is higher than their knowledge on Korean culture. Both experiences attending educational programs about Korea and visiting Korea further enhance their knowledge on the geography of Korea and Korean culture. They agree the importance of sovereignty education in geography education and believe that sovereignty education should promote students' sense of patriotism and encourage students to be global citizens who promote public interests. However, they value less on teaching on the economic value of their own country's territory and students' ability to understand territorial conflicts with other countries. American geography educators' perception on sovereignty education improves their familiarity with and knowledge of Korean territorial issues. This study identifies that providing opportunities to learn about Korea and Korean territorial issues can maximize geography educators' accessibility to Korean territorial issues, regardless of their interest in territorial issues. These findings help Korean government develops better strategies for formulating and implementing future international public relations practices for Korean territorial issues.

The commerce and industry of Busan was developed because of good geographical conditions with harbor. After passing its settling-down and diffusing time, Busan has grown in the trade city. Busan has lost the competitive power of the port city since 2000, because of the weakness of its economic power which is caused by the secession of manufacturing industry and the decrease of resident population and foreign tourist. In order to overcome these weaknesses, it is necessary for Busan to take the innovative strategy for the activation of marine tourism. This goal can be achieved by the strong quality of the port city, the coastal terrain, the traditional industry and the international traffic. The aim of this paper is to explore the Innovative Strategy for the activation of marine tourism in Busan and to suggest the following proposal. First, the government must decide the base of marine tourism under the geography viewpoint of the coast and sea, and develope tourism resources after analyzing the identity of marine tourism base. Second, the core part along the selected bases of marine tourism must be constructed the tourism terminal as the landmark of Busan in order to concentrate foreign tourist. Third, after each base of marine tourism must become the resort for tourists, they are able to experience the activity of marine tourism in this resort. Therefore, each base must be specialized. Fourth, each base must be connected with the route of marine tourism Fifth, in order to overcome the off-season of marine tourism, winter tourism goods such as skates, skis, artificial sea-bathing pool, artificial swimming beach, artificial sled, artificial rock wall of coast, hot spring resort of salt water are required to be developed in the center of marine tourism base.
This study intended to examine the Korean municipal police operating system which is certain to be introduced to the nation, and verify the effect of the new appointment system presented herein from the viewpoint of police and experts in related areas, thus contributing to having the municipal police system in place stably. In particular, this study focused on the education and training in the process of a new appointment. On the basis of the discussion based on the results, it could be concluded that: First, it must be executed the adequate education and training to foster needed democratic policemen considering regional realities and different localities. Second, it must be included the open environment to train competent policement in the process of education and training. In addition, it needed to utilize the educational facilities and professor of regional universities. Third, it must be needed to secure independent education and training different from National Policemen Education. To do this, it must be developed curriculum fit for characteristics fo the municipal police system.
This research had selected current rural village development projects with the representative meaning of rural regional development projects in order to analyze results of projects and various policies of the government to enhance the quality of resident life and to develop rural regions. For the analysis, this research had selected 2 districts of the case study in Gyeongnam-province and Jeonnam-province, respectively. In the result of the satisfaction analysis on the projects, it was considerably difficult to analyze satisfaction degree by using a clear distinction of each region type when promoting overall project. However, this research confirmed that there were some differences about residents' understanding of the project and satisfaction degree in the process of projects according to the regional characteristics (rural and mountain areas). In general, two districts' residents of rural areas expressed relatively more negative feedbacks in process of the project compared to two district residents of mountain areas. This research suggested that it is needed to have residents' understanding of the project, a restoration of village community spirit to help each other and to cooperate, fostering a desirable leader, establishing effective village regulations, transition into an open and inclusive attitude, promoting rural village development project, and realization of the operating method in order to have an amicable project process in the future.
Localized heavy storm is one of the major causes of flood damage in urban regions. According to the recent disaster statistics in South Korea, the frequency of urban flood is increasing more frequently, and the scale is also increasing. However, localized heavy storm is difficult to predict, making it difficult for local government officials to deal with floods. This study aims to construct a Flood risk matrix (FRM) using ensemble weather prediction data and to assess its applicability as a means of reducing damage by securing time for such urban flood response. The FRM is a two-dimensional matrix of potential impacts (X-axis) representing flood risk and likelihood (Y-axis) representing the occurrence probability of dangerous weather events. To this end, a regional FRM was constructed using historical flood damage records and probability precipitation data for basic municipality in Busan and Daegu. Applicability of the regional FRMs was assessed by applying the LENS data of the Korea Meteorological Administration on past heavy rain events. As a result, it was analyzed that the flood risk could be predicted up to 3 days ago, and it would be helpful to reduce the damage by securing the flood response time in practice.

In order to reduce the spread of infection due to COVID-19, South Korea has established a four-step social distancing standard and implemented it by changing the steps based on the rate of confirmed cases. The implementation of social distancing brought about a change in the amount of activity of citizens by limiting social contact such as movement and gathering of people. One of the data that can intuitively confirm this is Night Time Light (NTL). NTL is a variable that can measure the size of the national economy measured using lights captured by satellites, and can be used to understand people's social activities during the night. The NTL visible data is obtained via the Visible Infrared Imaging Radiometer Suite (VIIRS) Day-Night Band (DNB) onboard the Suomi National Polar-orbiting Partnership (S-NPP) satellite. 1023 of Suomi data from 1 January 2019 until 26 October 2021 were collected to generate time series of NTL radiance change over Seoul to analyze the correlation with social distancing policy. The results show that implementing the level of social distancing generally decreased the NTL radiance both in spatial disparities and temporal patterns. The higher level of policy, limiting human activities combined with the low number of people who have been vaccinated and the closure of various facilities. Because of social distancing, the differences in human activities affected the nighttime light during the COVID-19 pandemic, especially in Seoul, South Korea. Therefore, this study can be used as a reference for the government in evaluating and improving policies related to efforts reducing the transmission of COVID-19.
Irrigated and flooded rice paddy contributes to the greenhouse gas emissions (GHG) that affect climate. This in turn affects the supply and reliability of the water needed for rice production. This dynamic makes current rice production methods foreseeably less sustainable over time while having other undesirable effects. Intermittent irrigation by a means of the system of rice intensification (SRI) and alternate wetting and drying (AWD) methods was reviewed to reduce global warming potential (GWP) from 29% to 90% depending on site-specific characteristics from flooded rice paddy and analyzed to be a promising option for enhancing the productivity of water as well, an increasingly constraining resource. Additional benefits associated with the SRI/AWD can be less arsenic in the grain and less degradation of water quality in the run-off from rice paddies. Adoption and expansion of intermittent irrigation of SRI/AWD may require costly public and private investments in irrigation infrastructure that can precisely make irrigation control, and the involvement and upgrading of water management agencies and farmer organizations to enhance management capabilities. Private and public collaboration as a means of earning carbon credit under the clean-development mechanism (CDM) with SRI/AWD for industries to meet as a part of their GHG emission quota as well as a social contribution and publicity program could contribute to adopt intermittent irrigation and rural investment and development. Also, inclusion of SRI and AWD in programs designed under CDM and/or in official development assistance (ODA) projects could contribute to climate-change mitigation and help to achieve UN sustainable development goals (SDGs).

Korea's average annual working hours are among the highest in the OECD. Such long-term work has been a factor that reduces the quality of life by discouraging workers' productivity and interrupting the compatibility of work and family, prompting the government to encourage flexible work systems, such as increasing part-time jobs, but a lack of quality part-time jobs. Part-time work enables flexible labor for workers, but at the same time, workers will involuntarily opt for part-time work as they have poor working conditions and negative social views. In this respect, the effect of the working type on an individual's life is expected to be different. In addition, for women, gender gaps exist in the labor market and the impact of part-time work on life satisfaction is expected to differ from men in terms of working and family alike. Using the data from the 2017 "Seoul Survey Urban Policy Indicator Survey", the ordered logistic regression model was used to analyze the cross-effect of working type and sex on satisfaction. The analysis of the study showed that when other factors were controlled, life satisfaction was high in the order of fulltime female, full-time male, part-time female, and part-time male. In addition, further analysis shows that the parttime female workers have the highest probability of choosing low life satisfaction, while the probability of choosing high life satisfaction is the lowest, and full-time male workers have the lowest probability of choosing low life satisfaction, while the highest probability of choosing high life satisfaction is the highest.
The article is organized as follows. The first section clarifies research questions, the purpose of the study and the methodology used when researching cultural properties & storytelling marketing of intangible cultural heritages in Korea. The Pimatgol's DNAs are liberated areas of the nation, cooked rice served in soup, a broth to chase a hangover, makgeolli, so forth. The second section deals with methods of study, the literature review consisting of previous research, the author's previous research and the theoretical background of cultural heritage's storytelling marketing. The third section presents select storytelling marketing cases about our regional cultural heritage as well as some foreign cases. The fourth section provides a few examples and cases of cultural heritage about government officials, the 'Pimatgol' peddler, the story of Chunbo and Okseom and the idea for fostering storytelling marketing. The last section concluded the study. The findings support the importance of understanding the characteristics and differences of cultural heritage & storytelling marketing because if the stories are well told, the cultural heritages will be successfully promoted.
