Regional flood frequency analysis has been developed by employing the nearby site's information to improve a precision in estimating flood quantiles at the site of interest. In this paper, single site and regional flood frequency analyses were compared based of the 2-parameter Weibull model. For regional analysis, two approaches were employed. The First one is to use the asymptotic variances of the quantile estimators derived based of the assumption that all sites including the site of interest are independent each other. This approach may give the maximum regional gain due to the spatial independence assumption among sites. The second one in Hosking's regional L-moment algorithm. These methods were applied to annual flood data. As the results, both methods generally showed the regional gain at the site of interest depending on grouping the sites as homogeneous. And asymptotic formula generally shows smaller variance than those from Hosking's algorithm. If the shape parameter of the site of interest from single site analysis is quite different from that from regional analysis then Hosking's results might be better than the asymptotic ones because the formula was derived based on the assumption that all sites have the same regional shape parameter. Furthermore, in such a case, regional analysis might be worse than single site analysis in the sense of precision of flood quantile estimation. Even though the selected sites may satisfy Hosking's criteria, regional analysis may not give a regional gain for specific and nonexceedance probabilities.

It has been considered only with the concerned regional damage costs whenever the restoration and flood control measures were established in Korea. If the relationship between regional flood frequency and damages is quantitatively analyzed, more resonable and reliable countermeasure for flood protection and restoration can be proposed. Historical data ('70~'07) about flood damage in Korea were utilized and analyzed to present such relationship using the point frequency analysis. Also, the quadrant analysis was employed to divide into 4 categories: high frequency-high damage, high frequency-low damage, low frequency-high damage, and low frequency-low damage. If the results from this study were utilized well in specific cities and counties in Korea, it would be helpful to establish the countermeasures and action plans for flood protection because it was possible to compare with the relationship between flood frequency and damage of each region. And it would be the fundamental data for estimating the effect of future flood protection plan.

For the design of infrastructures controlling the flood events at ungauged basins, this study tries to find the regional flood frequencies using peak flow data generated by the spatial extension of flood records. The Chungju Dam watershed is selected to validate the possibility of regional flood frequency analysis using the spatially extended flood data. Firstly, based on the index flood method, the flood event data from the spatial extension method is evaluated for 22 mid/smaller sub-basins at the Chungju Dam watershed. The homogeneity of the Chungju dam watershed was assessed in terms of the different size of watershed conditions such as accumulated and individual sub-basins. Based on the result of homogeneity analysis, this watershed is heterogeneous with respect to individual sub-basins because of the heterogeneity of rainfall distribution. To decide the regional probability distribution, goodness-of fit measure and weighted moving averages method from flood frequency analysis were adopted. Finally, GEV distribution was selected as a representative distribution and regional quantile were estimated. This research is one step further method to estimate regional flood frequency for ungauged basins.

This study assessed the impact of uncertainties in flood data on the results of flood frequency analysis for Han river basin. To meet this aim, this study quantified assessment focused on the index flood and quantile by regional flood frequency analysis using the flood data from 17 water level gauges in Han river basin. We analysed the results categorized by three cases according to the characteristics of the measured data. Firstly, we analyzed the regional flood frequency for the water level gauge in the Pyungchang river basin to investigate the impact of water level data. The results has the error of 0.240 with respect to the mean flood. Secondly, we examined the impact of uncertainty in measurement data generated by the application of rating on the results of regional flood frequency analysis. We have compared the results by applying the rating estimated for each year to the one by the recently estimated rating. The results showed that the mean error has 0.246 in terms of the mean flood. Finally, we have inferred the regional flood frequency analysis results with the regulated flow in the downstream area of dams. The regulated specific discharge in the downstream area of dams controlled by dam operation showed a large difference to the estimated specific discharge in the downstream area of dams by extension of the natural specific discharge in the upstream area using the regionalization method.

In this study, flood quantiles were estimated at ungauged watersheds by adjusting the flood quantiles from the design rainfall - runoff analysis (DRRA) method based on regional frequency analysis. Comparing the flood frequency analysis (FFA) and DRRA, it was found that the flood quantiles estimated by the DRRA method were overestimated by 52%. In addition, a practical method was suggested to make an flood index using natural flows to apply the regional frequency analysis (RFA) to ungauged watersheds. Considering the relationships among DRRA, FFA, and RFA, we derived an adjusting formula that can be applied to estimate flood quantiles at ungauged watersheds. We also employed Leave-One-Out Cross-Validation scheme and skill score to verify the method proposed in this study. As a result, the proposed model increased the accuracy by 23.2% compared to the existing DRRA method.
The estimation of the probability precipitation is essential for the design of hydrologic projects. The techniques to calculate the probability precipitation can be determined by the point frequency analysis and the regional frequency analysis. The regional frequency analysis includes index-flood technique and L-moment technique. In the regional frequency analysis, even if the rainfall data passed homogeneity, suitable distributions can be different at each point. However, the regional frequency analysis can supplement the lacking precipitation data. Therefore, the regional frequency analysis has weaknesses compared to parametric point frequency analysis because of suppositions about probability distributions. Therefore, this paper applies kernel density function to precipitation data so that homogeneity is defined. In this paper, The data from 16 rainfall observatories were collected and managed by the Korea Meteorological Administration to achieve the point frequency analysis and the regional frequency analysis. The point frequency analysis applies parametric technique and nonparametric technique, and the regional frequency analysis applies index-flood techniques and L-moment techniques. Also, the probability precipitation was calculated by the regional frequency analysis using variable kernel density function.

In this study, flood records from 79 sites across Thailand were analyzed to estimate flood indices using the regional frequency analysis based on the L-moments method. Observation sites were grouped into homogeneous regions using k-means and Ward's clustering techniques. Among various distributions evaluated, the generalized extreme value distribution emerged as the most appropriate for certain regions. Regional growth curves were subsequently established for each delineated region. Furthermore, 20- and 100-year return values were derived to illustrate the recurrence intervals of maximum rainfall across Thailand. The predicted return values tend to increase at each site, which is associated with growth curves that could describe an increasing long-term predictive pattern. The findings of this study hold significant implications for water management strategies and the design of flood mitigation structures in the country.

Confidence intervals of growth curves are calculated to assess the uncertainty of index flood method as a regional frequency analysis. The asymptotic variance of quantile estimator for the generalized logistic distribution is introduced to evaluate confidence intervals. In addition, the variances of at-site frequency estimator and regional frequency estimator are used to evaluate an efficiency index. The efficiency indexes for 14 homogeneous regions based on 378 stations show that index flood method estimators are more efficient than at-site frequency estimators. It is shown that the number of sites in a region needs to be limited for regional gain.
Flood frequency estimate is an essential index for determining the scale of small and middle hydraulic structure. However, this flood quantity could not be estimated directly for practical design purpose due to the lack of available flood data, and indirect method like design rainfall-runoff method have been used for the estimation of design flood. To give the good explain for design flood estimates, regional flood frequency analysis was performed by flood index method in this study. First, annual maximum series were constructed by using the collected data which covers from Japanese imperialism period to 1999. Wakeby distribution recommended by WMO(1989) was used for regional flood frequency analysis and L-moment method by Hosking (1990) was used for parameter estimation. For the homogeneity of region, the discordance and heterogeneity test by Hosking and Wallis(1993) was carried for 4 major watersheds in Korea. Physical independent variable correlated with index flood was watershed area. The relationship between specific discharge and watershed area showed a type of power function, i.e. the specific discharge decreases as watershed area increases. So flood quantity according to watershed area and return period was presented for each watershed(Han rivet, Nakdong river, Geum river and Youngsan/Seomjin river) by using this relation type. This result was also compared with the result of point frequency analysis and its regionalization. It was shown that the dam construction couldn't largely affect the variation of peak flood. The property of this study was also examined by comparison with previous studies.

In order to infer regional flood frequency for ungauged watersheds, index flood method was applied for this study. To pursuit this given purpose, annual peak flood data for 22 watersheds located at the upstream of the Chungju Dam watershed were obtained from the spatial extension technique. The regionalization of mean annual flood was performed from extended flood data at 22 points. Based on the theory that flood discharge and watershed size follows the power law the regionalization generated the empirical relationship. These analyses were executed for the full size of the Chungju Dam watershed as one group and three different mid-size watersheds groups. From the results, the relationship between mean annual flood and watershed sizes follow the power law. We demonstrated that it is appropriate to use the relationship between specific flood discharges from the upper and lower watersheds in terms of estimating the floods for the ungaged watersheds. Therefore, not only the procedure of regional frequency analysis but also regionalizaion analaysis using finer discretization of the regions interest with respect to the regional frequency analyisis for the ungauged watersheds is important.
