This study considers an approach for subregional fisheries organization in Northeast Asia. The fishery resources in the Northeast Asian waters surrounding Korea are among the most productive in the world because of their extremely high biological productivity and the natural features of the sea. However, the fishery resources of the region have long been subject to heavy fishing pressures, and many stocks are now believed to be seriously depleted or even in danger of extinction because of overfishing. To move to a run sustainable fishery in Northeast Asia waters area, cooperative fisheries management between Korea, China and Japan for common resource is probably necessary. Cooperative fisheries management is likely to be more effective in fishery resources management than individual fisheries management by countries. The effects of fisheries management by regional cooperation can be divided into resource management and economical performance. Cooperative fisheries management as RFO will bring satisfactory results. Currently these jurisdictional extensions and resulting disputes over maritime space and resources were thrust upon an already transitional and unstable political environment. However, They have to have a strategic approach for RFO establishment step by step. Cooperative fisheries management using the RFO can mitigate these disputes, and cooperative bilateral fisheries arrangements have been proliferating over the past 10 years and may provide the basis for possible trust-building multilateral agreements.
The world views the sea newly for the supplementation of the limited land resources and extension of the national territory especially the sea is changing from the period of the free availability to that of the sea control y the coastal nations in step with the announcement of the marine laws in November 16.1994. Rural areas have been faced with various problems such as aging and population decline, and in these circumstances, the activation of local communities is suggested as a solution. Agricultural producer organizations are a powerful means of maintaining rural society. The purpose of this study is to understand the characteristics of agricultural community activities by region by comparing the status of organization and activities and analyzing Location Quotient(LQ) based on the regional survey data in the 2015 census of agriculture, forestry, and fisheries. As the results of the analysis, it was found that 38.35% of villages participated in economic organizations and 32.22% of villages were having urban-rural exchange activities. The crop clubs were actively operated in the Gyeongsangbuk province, and other economic organizations were organized in Jeju, Haenam-gun, and Dangjin-si more than other regions. And the urban-rural exchange activities were found in Chungcheongnam province mainly. The results of detailed LQ analysis by organization and activity showed that specialized regions for each community or activity were different. These results could be used for regional planning or the establishment of strategies for community activation.
This study analyzed the structure of imported fisheries, focusing especially on the following factors of live fisheries import : First of all, it is confirmed that the import of live fisheries expands when domestic production decreases. To put it concretely, the structure of domestic live fish supply is based upon the production of aquaculture, the shift from export to domestic use, and imported live fisheries. These all coexist, expand, and grow together. Secondly, the structure of the consumer's market - the background of expanding and growing live fisheries-is currently diversifying with quality and quantity from a local area consumer system based upon regional markets, to a wider ranged system based upon the food industry and retailing market. The existence of the consumer markets is premised upon a stable supply structure, in terms of material and price. Thirdly, in terms of trade policy, control of imports instantly reduces import goods. But it is reasonable to say that there is not any logical effectiveness of denying the stable growth of low market capital under the background of strong consummer expansion. Fourthly, the attitude of the import related managener organization is directly related to the degree to which it is connected to live fish import. It is demanded that such a managing organization possess suitable facilities, specializaed knowledge, and management skill of live fisheries. So it is predicted that newly introducing the importing of live fisheries is not simple. It indirectly shows that the capital which relates to live fisheries are connected with the importing og live fish fisheries.

After the United Nations Convention on the Law of the Sea (UNCLOS) and the United Nations Fish Stocks Agreement (UNFSA) came into effect, international cooperation through Regional Fisheries Management Organizations (RFMOs) was required, and each RFMO established and adopted the Conservation and Management Measure (CMM) for the regional Observer Programs to collect data on fishing activities and biological information and to monitor compliance with its CMMs. The observer coverage required by RFMO is set differently for each organization, ranging from 5% to 100%. In addition, tuna-RFMOs recommend increasing observer coverage in longline fisheries by at least 20% for reliable quantitative analysis of not only target species but also bycatch species and ecologically related species such as sharks, seabirds, sea turtles, and marine mammals. Therefore, in this study, we discussed ways to improve the national observer programs of Korean distant water fisheries that should be addressed in the future to respond to the RFMO trends.
This article's aim is to review the jurisprudence which has emerged pursuant to the international dispute settlement provisions and to provide a provisional expectation as to the future of international dispute settlement under "UNCLOS". Globally, marine fisheries play an important role in ocean biodiversity and the food security of millions of people, providing a vital source of high-quality dietary protein and supporting individuals' livelihoods and income. In the 1982 Convention, the establishment of co-operative mechanisms for effective monitoring, control, surveillance and enforcement, decision-making procedures facilitating the adoption of such measures of conservation and management, and the promotion of the peaceful settlement of disputes are called for. In this study, 'Northeast Asian Sea' means that the Yellow/East China Sea, the East Sea, the Ohotsk Sea, the Kamchaka Sea, the Alaska Sea, and the Bering Sea surrounded by Korea, China, Japan, Russia, U.S.A. and Canada including their EEZs. There are several bilateral fisheries agreements existing in Northeast Asian area, the Fisheries Agreement between Republic Korea and Japan, between Republic of Korea and China, between China and Japan, between Republic Korea and U.S.A., between Republic Korea and Russia, between Russia and Japan, And there are several regional fisheries organizations existing in Northeast Asian area, for example NPAFC(Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean), CBSPC (Convention on the Central Bering Sea Pollack Conservation), PICES(North Pacific Marine Science Organization), NPFC(North Pacific Fishery Commi-ssion) etc. It analyzed the proliferation of bilateral treaties and multilateral treaties due to the adoption of the EEZ in Northeast Asia reviewed the strengthening of management rights on the high seas marine living resources and marine environment preservation of regional fisheries organizations. In view of the changes in the international fisheries mechanism this paper suggested the future direction of the country in overseas fisheries. We concluded as follows. We shall apply bilateral treaties first, regional fisheries organizations' treaties secondly, and provisions under "UNCLOS" for dispute settlement last.
This study raises the question about why do many international fisheries organizations or regional fisheries agreements come into existence, sustain, and develop prior to the internationally recognized institution such as United Nations Convention on the Law of the Sea(UNCLOS). In oder to solve the problem, I will investigate the characteristics of fisheries as renewable resources and propose the collusion model where it is based on the cost-benefit analysis. Especially, if once a fooall large number of fishing is implemented, they are immediately depleted. Consequently they are extinct and no longer exploitable. Thus each interest nations or participants will be better off if they are cooperative and will be worse off if they are competitive or noncooperative in a resource management. Therefore, many of the internationally recognized fisheries institutions and agreements have been made and developed in these days.
The sea of north-east Asia is biologically interrelated and one country's mishap in the management of fisheries could have a critical effect upon the other. Accordingly under the TAC system adopted by all the countries of Korea, Japan and China, the mismanagement o( trans-boundary fish stocks under the provisional fisheries agreement prior to the delimitation of EEZ could lead to the irrevocable depletion of fisheries resources in case of absence of close cooperation among the countries concerned. To tackle the problems above, it is necessary, from a short term perspective, to promote the combined efforts to do researches on fisheries resources, find ways to improve the transparency of fisheries management, adjust the fisheries management regulations of each country, standardize fishing gears and methods, and exchange fisheries-related statistics and data for socio-economic analysis and strengthen joint research activities for the mutual benefits. From a longer term prospective, regional fisheries organization need to be set up to oversee the whole area of north-east Asian sea. The organization as such could play a role in adjusting the conflicting interests of Korea, Japan and China, and efficiently manage the fisheries resources, which is complex and challenging in nature. In addition, unlike China, the historical fisheries relationship between Korea and Japan, spirit of reciprocity and the Article 62 of the United Nations Convention On the Law Of Sea need to be taken into account when seeking for fisheries cooperation between the two countries through the international specialization. In other words, the data obtained through the joint researches on the fisheries resources for the specific ocean along with such factors as capital, labor, fisheries technology and consumption of fish products could be used to assign the specific sector of fisheries to the country who has a comparative advantage, thus achieving the mutually benefiting results Up to the present, concerted efforts by Korea, Japan and China on the fisheries cooperation have been consistently made, but the results have yet to be materialized, It is also beyond doubt that governmental consultations among the countries should be made on a consistent basis, but non-governmental organizations' exchanges and related joint researches will more likely help bring about the desired fruition in a shorter time.
Around the 1980s, with government's promotion and dissemination policies for FRP (Fiberglass Reinforced Plastics) of the government as a main material of fishing boats, approximately 97% of the entire fishing boats in Korea have utilized FRP until now. Nevertheless, diverse social and environmental issues have emerged due to the susceptibility to fire and the generation of substances detrimental to human health during the construction process of FRP fishing vessels. Especially, the high disposal cost and the limitation of recycling technology in the disposal process of FRP fishing boats have elicited attention to circular economy. This research intended to grasp the management status and problems of disposed FRP fishing boats in Korea, and to assess the level of competitive advantage of FRP fishing boats' recycling technologies of FRP fishing boats based on VRIO (Value, Rarity, Imitability, Organization) analysis through domestic and foreign management policies and related recycling examples. According to the survey of 161 respondents, including the industry, stakeholders and experts related to the collection, treatment and recycling of fisheries wastes, it was revealed that FRP fishing boats' recycling technologies of FRP fishing boats are at the level of 'unused competitive advantage' that satisfied the level of value, rarity and imitability, but not the level of organization.

According to the marketing concept fishermen's cooperative should try to satisfy customer's needs through a coodinated set of activities that allows the organization to achieve its goal. Providing satisfaction to customers is the major trust of the marketing concept. To do this, a business must find out what will satisfy customers. With this information the cooperative sells to the greatest possible number of customers through the most efficient sales and marketing channels. Economic rationality of fishermen's cooperative marketing lies in reduction of marketing cost and elimination of intermediate institutions. Cooperative marketing and direct marketing are both indispensable marketing factors for a new cooperative organization among the manu ways. The cooperation between the fishermen's cooperative and the others cooperative, and vertical marketing system are the most necessary ones. Propulsion of cooperative marketing system could not be successful without the support of the marketing instituion's help. Consequently, successful cooperative marketing ought to lead to the necessity not only for the improvement of marketing organization, but for the application of a new marketing concept in the fishermen's cooperative.
