The most serious problem in oil stockpiles with artificial underground cavern is maintaining the stability of ground water system. In order to understand the ground water system around K-1 site, we determined the regional flow direction and level distribution of groundwater, and investigated the major geologic factors influencing their flow system. Reactivated surface along the contact between granite and gneiss, and fractures and faults along the long acidic dyke may contribute as important pathways for groundwater flow. Within K-1 site, groundwater level fluctuation is closely related to the rainfall events and injection from surface or influx water. In this project, the effect of groundwater pumping from the southern wells was examined. Based on equations relating water level drawdown to pumping rate at those wells, their pumped outflow of groundwater ranged from $80\;m^3$/day to less than $250\;m^3$/day. The modeling results with MODFLOW imply that the previous groundwater pumping at distance of 1.2 km may not affect the groundwater level variations of the K-1 site. However, continuous pumping work at quantity over $250\;m^3$/day in this area will be able to affect the groundwater system of the K-1 site, particularly along the acidic dyke.
The purpose of this study is to explore the suitable creative class in korea as the core capital of creative urban growth under creative economy era. We are test to find it for two types of creative class. One is Richard Florida(2002)'s creative class, the other is Mcgranahan & Wojan(2007)'s recasting creative class. Data on 2010 for this paper are generated from Statistics Korea. As a result, we find that the economic geography of creative class is highly concentrated. Furthermore, the geography of creative class is strongly associated with innovation index and high-technology industry location. And Mcgranahan & Wojan(2007)'s creative class is more strong relationship between all dependent variables than Florida's. We also find that it has better power of explanation than Florida's with all of them in regression analysis. According to the results, this study suggests some solutions. First, this study can be provided to government and local policy makers as basis data and practical policy guide to attract creative class. Second, this paper presents standard about a diversity of definitions for creative class in Korea. Third, this research also facilitates follow-up studies about regional economic growth and creative climates.

Agrometeorological information is essential in many agricultural decisions if it reaches the user in a timely and appropriate manner. Agriculture is the backbone to local, regional, and global economic development. Thus, strengthening agrometeorological application to diverse agricultural sectors will benefit economic development. This paper discusses three distinct organizational minions that all share the same need for improved information technology. The World Meteorological Organization's (WMOs) Commission for Agricultural Meteorology (CAgM) has global responsibility for improved agrometeorological services of Members to aid agricultural production and to conserve natural resources. The United States Department of Agriculture, World Agricultural Outlook Board, publishes monthly World Agricultural Supply and Demand Estimates, considered to be a benchmark for both government and industry in production and trade decisions. The National Drought Policy Commission (NDPC), created by an act of the United States Congress, formulated a national drought policy based on preparedness rather than on crisis management. All three organizations recognize the need for IT applications in agricultural meteorology and have been active in implementing this technology. The development of information technology offers new means of dissemination of agrometeorological products. World Agrometeorological Information Service (WAMIS) has taken advantage of the global Internet application to offer WMO Members a dedicated web server to host agrometeorological bulletins and training modules.
This study characterizes aquifer system and hydrogeologic property in the western half of Jeju Island where wells were drilled for regional water supply in three sub-areas (northwestern, western, and southwestern sub-areas). The aquifer system of the northwestern sub-area is largely composed of upper high-permeability layer, upper low-permeability layer, lower high-permeability layer, and lower low-permeability layer. On the other hand, the aquifer systems of the western and southwestern sub-areas are mostly composed of upper low-permeability layer, high-permeability layer, and lower low-permeability layer. Transmissivity and specific capacity decrease in the order of the northwestern, western, and southwestern sub-areas. The relationship between specific capacity and the top surface of tuff is negative with a high correlation coefficient of -0.848, indicating that the tuff acts as the bottom of the aquifer. Groundwater level change due to the 2004 Sumatra earthquake is an average of 23.74 cm in the northwestern sub-area, an average of 9.48 cm in the western sub-area, and none in the southwestern sub-area. Further, it is found that groundwater change due to the earthquake has a positive relationship with transmissivity and specific capacity.

Korea introduced the cooperation charge on conservation of ecosystem for minimizing damage of ecosystem due to development projects and their effects and for preparing resources for natural environment conservation projects. Advanced countries have made efforts by expanding investment in natural environment conservation and restoring projects to promote prevention of global warming and improvement of biological diversity, are establishing nationwide strategies and plans. To examine the reality of projects by returns of the cooperation charge on conservation of ecosystem, microsite projects in schools and public facilities take the largest share while their project budgets are only about 100~300 KRW, relatively small, which might be attributable to budget restrictions in accordance with the calculating method of levying cooperation charge on conservation of ecosystem and problems of project proceeding in the system of returning fund for projects in general. The conclusion which this study suggests on invigoration of cooperation charge on conservation of ecosystem and its operation are as followings. First, although the cooperation charge on conservation of ecosystem has been introduced in 2001, the amount of imposition per unit area remains unchanged. It is desirable to increase the amount into $1,400KRW/m^2$ as of August, 2011 as the price index has been continuously rising for the past 10 years and the upward adjustment of imposition per unit area should be notified by the decree of the Ministry of Environment every January. Second, the ceiling amount of the cooperation charge on conservation of ecosystem should be abolished. Now the ceiling amount is defined as 1 billion KRW but it was found that there was not any ceiling amount specified according to the comparative analysis of similar systems with the Korean environmental improvement fund. The ceiling should be abolished so that medium level businesses are carried out and ecosystem recovering projects in the true sense of the word can be made smoothly. Third, weight should be introduced in calculating amounts in accordance with ecologic and economic values. Harmony between development and environment can be achieved by applying differentiated weights of constant regional coefficient by use zone and ecologic and economic values. Continuous efforts of improving cooperation charge on conservation of ecosystem should be made more than anything else so that projects by returns of cooperation charge on conservation of ecosystem get effectiveness.
Globally branded culture festival in the region as a key component to the originality and distinction and with local residents and visitors to share experience and has succeeded in branding through Mind. Than mimics festivals in competitive and differentiated cultures containing festivals create a unique festival brand, and through the cultural and economic competitiveness, as well as the phase of the World Festival and preserve local culture and identity. Developing The best areas will be an asset. In order to build this world-class festival brand differentiation strategy above all, must be a top priority, Discrimination discovery and development of the local culture and sensibility in the age of the most powerful marketing tool that is being presented through storytelling brand assets to be passed on to visitors should. Thus the creation of storytelling festivals. Sensitivity of the festival right direction and in an era of paradigm key drivers of the local economy, such as image enhancement, and building long-term regional development and differentiation based on quality of life by creating a local culture can improve will Region's cultural and economic areas, the most important resource for the success of the festival is uniformly short-term planning and configuration, tube-driven operating as a one-sided non-participation. Sharing. Communication with an emphasis on the application of storytelling that is essential is considered.
This study introduces integrated approach on detection of a leakage in a sea wall based on remote sensing, electric resistivity survey, electromagnetic survey, and borehole survey for the Seosan A-Region sea wall. The satellite temperature distribution from Landsat ETM+ data identifies water leakage distribution and period by analyzing temperature mixing patterns between sea water and fresh water. Electric resistivity survey provides both horizontal and vertical anomaly distributions over the sea wall showing below average electric resistivity. Electromagnetic survey(electrical conductivity survey) reveals the potential possible leakage areas with minimal background impact by comparing electrical conductivity values between high and low tides. Borehole image processing system confirmed the locations of anomalies identified from the other survey methods and distributions of vertical fracture zones. The integrated approach identified 41.7% of the sea wall being the most probable area vulnerable to water leakage and effectively approximated both horizontal and vertical distribution of water leakage. The integrated analysis of remote sensing, electric resistivity survey, electromagnetic survey and borehole survey is considered to be an optimal method in identifying water leakage distribution, period, and extent of fractures knowledged from the boreholes.

Film-induced tourism in Gyeongbuk and Korea is concentrated on the on-location set, one-off events and film tourism as part of a holiday(visiting film locations or studios as an activity within a larger holiday) among several forms of film-induced tourism. Film-induced tourism in Gyeongbuk has been increased since the opening of the KBS on-location set of Mungyeong. The on-location set has brought the growth of film-induced tourism and thus many local governments have competed with one another for the construction of the on-location set without considering the management of the on-location set. This study is aimed at suggesting ways to minimize these negative problems and to boost film-induced tourism. First of all, we should find ways to sustain each characteristic of the on-location set. Second, we should develop the new tourism destinations by diversifying the forms of film-induced tourism through the opening of the film-related events and the construction of the film-related facilities. Last, film-induced tourism should be enlarged to contents tourism. It needs to enlarge the role of the Gyeongbuk Film Commission. The Gyeongbuk Film Commission should take exclusive responsibility of developing the film-related tourism commodities.
Recently, the rankings of Korean container ports in terms of container handling cargo volume were plunged down due to the emerging Chinese ports. The efficient container ports strategies which increase container port competitiveness were requested. In this respect, it is urgently required to draw out constituent factors for Port Logistics, weigh these factors, and finally focus on improving the suggested factors. The aim of this paper is to evaluate weight and priority values for 'inner consisted factors' and 'outer requested factors' of port logistics by using the AHP(Analytic Hierarchy Process) method. As for the analysis regarding the inner consisted factors, the results were shown as follows: a storage and handling system (0.288) as the first rank; an information system of port logistics (0.210) as the second rank; an inland intermodal system (0.189) as the third rank; a ship's entering and departuring system (0.184) as the fourth rank, and a ship's berthing system (0.129) as the fifth rank. In terms of analysis regarding outer requested factors, the results came out as follows: a logistics cost (0.360) as the first rank; a port service (0.128) as the second rank; a connectivity (0.118) as the third rank; a hinterland condition (0.116) as the fourth rank; an convenience (0.106) as the fifth rank; a regional center (0.095) as the sixth rank, and an availability (0.077) as the seventh rank. For analyzing the priorities changes in constituent factors, the comparison of results between the year 2007 and the year 2011 was done. As the results, among inner consisted factors, 'information system of port logistics' was ranked first in the year 2007 while 'a storage and handling system' became the most important factor in the year 2011. Among the inner consisted factors, however, the logistics cost was the important factor in 2007 and 2011, respectively.
In order to solve the current problems and inefficiencies within the Port Authorities(PA) in Korea, this study introduces the concept of the integration of PA and analyses the intention of integration. This study is based on analysing the surveys participated by the members of PA. The surveys consist of six main factors which could influence the intention of integration of PA; contribution, autonomy, strategic factor, financial factor, marketing factor and environmental factor. The two main implications from this study can be categorised as follows. First, this study identifies the structural problems such as regional self-centredness of PA, obscurity of organisations' roles and their rights, limitations on diversification of business and restrictions within PA. Second, this study extensively discusses the option of improving the inefficiency whilst maintaining the current system or to switch to the integration of PA. In addition, it has been found that individual PA recognise the little need for integration. Since the results show that the strategic, financial, marketing and environmental factors would cause both significant and little significant impacts, it would be too haste to decide on a conclusion. However, it is possible to say that the rapid integration of PA can neither improve the efficiency nor improve the characteristics of each region. Therefore, the significance of integration of PA must be further discussed from many different perspectives. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.
