The increasing popularity of the concept of technology innovation has been driven by greater international competition in a rapidly globalizing economy. Both countries and enterprises are placing more and more emphasis on it in order to gain competitive advantages. This article gives a general introduction about the research and application of technology innovation in China. At the national level, one obvious fact is that the total R&D expenditure increased rapidly during the year 2001 to year 2005 and reached Y 245 billions, and China made 2,452 international patent applications in 2005 and became the world's 10th largest user of the Patent Cooperation Treaty. At the industry and enterprise level, much progress has also been made in China. This article uses the high-tech industry as an example to introduce the industry and enterprise technology innovation respectively. Corresponding to the practice, scholars also did a great amount of research work related to technology innovation. This article sums up all the work done from the macroscopic aspect (such as national technology innovation strategy, regional innovation system, industry technology innovation) and microcosmic aspect (such as enterprise technology innovation strategy, patterns and evaluation standards). Based on the analysis, this article discusses the limitation of current work and research trend about the technology innovation.
The new Korean government sets its main policy direction as Creative Economy. The Creative Economy can be defined as a growth strategy that establishes new companies, enhances the competitiveness of established companies and creates new markets, industries and jobs in consequence of combining of creative imagination, science and technology and ICT. In this context, the concept of innovation cluster, which aims to foster technological innovations from an organic ecosystem perspective, can be a valid policy instrument for attaining Creative Economy. Innovation cluster can and must make a contribution to achieving the Creative Economy of Korea. In particular, the ICT Convergence Innovation Cluster will be a good strategy for this purpose. Based on this conceptual background, this paper analyzes a recently notable case of an ICT Convergence Cluster in Korea, Pangyo Technovalley (PTV). We argue that the Pangyo Technovalley is a representative cluster of converging ICT and science and technology. We identify the major factors for successful development of ICT cluster: regional government's flexible response to environmental change, careful pre-planning and balance between private and public involvement. In addition, we also found that additional factors, settlement condition for securing good workforce, agglomeration of various innovation actors for promoting convergence, and cluster network revitalization are also important for implementing the creative ICT convergence cluster.

A protected area means a space designated and protected by law from development pressure and environmental pressure. It is mainly designated to protect specific ecosystems, natural landscapes, and cultural resources from irrational development (or damage), and involves policies of the public sector such as central and local governments. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has conducted conservation and restoration projects for preserving natural ecosystems and genetic resources. In order to conserve the ecosystem in the protected area, national and public organizations purchase private land and use it ecologically; in addition, ecological restoration project is carried out for the purpose of creating waterside ecological belt or preserving ecosystem. Land acquisition refers to the land where highly influenced by the water quality and need to restore, and purchased by negotiating with the landlord. Although the nation and public institution carried out ecosystem restoration project for partial purchase land in order to conserve ecosystem, it is below the expected effect due to lack of comprehensive management system and have some problems in restoration project and unification of management institutions. Land acquisition in Donggang River Basin Ecological Conservation area is initiated in 2005 for creating income of local residents and ecological restoration. However, the lack of overall management and awareness resulted in poor vegetation growth and poor response by local residents due to terrain exposure. As such, there is insufficient research on the current situation and systematic integrated management although the number of land acquisition is increasing year after year. Futhermore, overall recognition and follow-up monitoring of eco-restoration are still inadequate. Therefore, the survey on the awareness of the purchase land ecosystem restoration project is necessary for the efficient restoration project and establishment of the management strategy for land acquisition in the future. Therefore, in this study, we provide fundamental materials on further research projects by carrying out research on the awareness of ecological restoration projects in the Donggang River basin ecological preservation area.
It is widely agreed that a documentation strategy that considers the social context of fragmented records is needed for documentation of social memories. This paper examined a new methodology named Seoul Narrative Archiving Policy(S-NAP) which was developed for the documentation of social memories in metropolitan areas. Also, the paper reviewed the applicability of S-NAP through the collection cases of Seoul Metropolitan Archives. The development process of the S-NAP is as follows. First, acquisition topic domains that cover an entire metropolitan region were developed. Next, implementation units(S-NAP) were designed through extensive data analysis that encompasses social, economic, culture, and art areas and reflects outcomes of regional studies. As a result, a total of nine acquisition topic domains, 61 parents S-NAP, and 184 children S-NAP were derived from the aforementioned methodology and methods. Finally, this paper proposed the applicability of S-NAP as archival contents and as a supportive tool for archival activity networks.
In the case of Korea, policy support for shipping companies is limited, and the financial support should address the scale and period of support. Comprehensive measures are needed to boost the chances of reviving the industry. In order to secure competitiveness, the shipping companies need to make continuous efforts, prepare for the future by strengthening environmental regulations, and ensure that they have the ability to be flexible in their responses. The shipbuilding industry witnessed some improvement last year amid severe recession, but reforms are needed to address external and internal structural problems; further, to gain the characteristics of future leading industries, it is necessary to secure core technologies, as well as differentiated and specialized industrial competitiveness among rival countries through joint government intervention and joint R&D investment. Taking these steps will ensure that it has environment-friendly vessels and economic shipbuilding capabilities. The competitiveness of Busan Port should enable the utilization of the geopolitical characteristics of East Asia and contribute to: regional economic revitalization; development of its status as hub port; and securing the position of developed countries in East Asian logistics. For this purpose, it is necessary to establish a strategy to: expand the usability of shipowners/carriers; improve the quality of port operations; improve the portability of the smart system; expand the port of mega-ocean carriers; speed up port operations; and create low-cost ports. The establishment of a network of four countries will also require long-term global linkages. For example, there is a need to establish a logistics network between Eurasia and the European region, which will use the Russian Land Bridge System, as well as that of China.
Although ready meals have recently increased their market share in the Korean food industry, a literature review found that the use of ready meals triggers feelings of guilt in homemakers. Such guilt arises as a result of several factors apparently related to consumers' health. Consequently, levels of guilt might be expected to vary depending on consumers' perceived health locus. The present study aims to examine (a) how health locus affects guilty feelings about ready-meal consumption, (b) how the effect varies in relation to the consumption of different types of ready meal, and (c) the relationship between consumers' guilty feelings and willingness to buy ready meals. Three dimensions of health locus of control (HLC) -internal HLC (IHLC), powerful-others HLC (PHLC), and chance HLC (CHLC)- were presumed to influence consumers' feelings of guilt in association with ready meals. Data were collected via an online survey, and participants were randomly assigned to either of two groups: one group was instructed to heat meals in a microwave (ready-to-heat [RTH] group, n=104) and the other cooked using a pan with additional ingredients (ready-to-cook [RTC] group, n=101). The study found that guilty feelings about consuming RTH meals increased in line with increased external HLCs, namely, PHLC and CHLC. For the RTC group, guilt increased in line with increased PHLC. IHLC had no significant effect on guilty feelings in either group. Willingness to buy ready meals decreased for both groups as consumers' feelings of guilt increased. Even RTC meals, which require more time and energy in food preparation, did not reduce guilty feelings among consumers with higher PHLC. RTC meals are preferable for consumers with higher CHLC, since their sense of greater involvement in the cooking process alleviates their feelings of guilt. Cooking with already prepared and uncooked ingredients brought fun and joy, both for the participants and their significant others. This interpretation may be developed into a strategic plan by ready-meal producers to strengthen their marketing strategy.
Under 'The Design Street' Project, one of the urban environment improvement projects of Seoul, the facilities on the street have been greatly varied in terms of design. In addition, the municipal authority has pushed each district to develop its own identity based on the integrated design of the city. This study was aimed to propose a design which could solve the current problem in street furniture in terms of environmental improvement through an analysis on current street conditions in "Y" District as a part of Seoul Design Street Project. It has attempted to propose 11 street furnitures based on the basic strategy of 'Soft City' which has been promoted by Seoul City in accordance with the Seoul Public Facility Guidelines as 1. Airy Design, 2. Integrated Design, 3. Collaborative Design and 4. Sustainable Design. Among them, for the total design in Seoul six facilities - kiosk, manhole, traffic signal controller, public phone, road sign and waste receptacle were proposed by Seoul City have been accepted. For local differentiation, on the contrary, five items - planter bench, bollard, lifter, bike rack and fence have been newly designed and proposed. Furthermore, it is essential to carry out systematic supervision and continuous management on the detail design and construction of current regional design development projects.
The regional economic crises in the late 1990s and the global economic crisis in the late 2000s had reduced the differences in housing policies among the major Asian economies. This paper attempts to explain and compare housing welfare policy shifts between subsidizing home owning and subsidized renting from the perspectives of the economic and social roles of housing, the lock-in effect of policy processes, and the welfare provision strategy of the East Asian economies. It argues that the impact of economic crises on housing welfare policy in East Asia depended on the duration and the intensity of the crisis and the length and severity of the subsequent economic depression. Another important factor was the role of housing in the economic and social development, especially whether housing market development was considered as an engine of economic growth or revival, and whether the tools of housing policy caused the economic crisis. The loss of impetus for home ownership drive and the new emphasis on rental subsidy provision are new policy trends. Nonetheless, the economic revival since mid-2009 has caused the re-introduction of home ownership subsidies for quenching the housing affordability problems and enhancing home ownership making use of the strong economic conditions.
China's proposal of the CAFTA (China-ASEAN Free Trade Area) in 2001 prompted a great debate about whether China was a trade competitor of ASEAN, given their similarity in economic development levels and trade/export structures. That Beijing shifted its focus on economic cooperation from the international level to the regional level led to its proposal of the CAFTA. As the Framework Agreement (Framework Agreement on Comprehensive Economic Cooperation between China and ASEAN) showed, Beijing's careful consideration for four newer ASEAN members (Cambodia, Laos, Myanmar and Vietnam) intended not only to help all ASEAN members develop economically, but also to narrow the economic gap existing between them and the six old ASEAN members; in return, China was recognized as a full market economy, which it is not currently recognized within the framework of the WTO. The substantial rise in bilateral trade and the structural changes of the trade in goods between China and ASEAN member nations after 2001 proves that ASEAN benefited more from the CAFTA, particularly when the areas where ASEAN had the comparative advantages were designated as the priority cooperation areas between China and ASEAN. In sum, similarities existing in economic development levels and industrial structures between China and ASEAN made them natural economic competitors. However, closer studies of trade in goods of S1-7, S1-6 and S1-0 reveal that China acted as an increasingly complementary trade partner of ASEAN after 2001.

When a drought occurs in an area irrigated by multi-reservoirs, onerating a single reservoir separately to control the reservoir' storage is not a desirable solution. In order to reduce damages effectively for the areal drought, the storage of the reservoirs within the areal boundary should be managed as a group. Storage management procedures are as follows : 1. Collecting and checking the present storages of all reservoirs 2. Computing the drought frequency and depth; and finally, establishing a suitable storage saving strategy based on the estimated drought depth. For the purpose of this storage management, the RESTOMS(Reservoirs Storage Management System) was developed and the system was composed of the PRIME computer and the ORACLE as a distributed database management system, which was the host computer of Rural Development Corporation and would be on-lined with the regional offices throughout the country. Reservoirs operated by Farm Land Improvment Association were comprised in the DB system. Using the RESTOMS, the drought frequencies and drought depths were calculated with respect to the reservoir storage records(1967 to 1992). It was obvious that the results were closely corresponding to the real drought records.
