This paper introduces the process in which the Center for Freedom of Information, founded for the public's right to know by disseminating public information, was created . Building archives with scarce resources and capacities has resulted in a number of troubles and frustrations, and the need for reorientation. However, through the contributions of many people empathizing with the unique needs and meanings of citizen-led archives, difficulties were overcome, and archives were built. This paper summarizes the specific difficulties and capabilities required in this process, especially the knowledge and assistance needed in the field of records management. Although much research is necessary, the archives serve as an example of remembering and reconstructing the past when the 1997 Crisis Archives had shaken all the foundations of people's lives, and a tool to guide decision-making.

Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives management was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment. In this paper, I examined specific characteristics of the Tables of Transactions for Records Scheduling(TRS) (記錄物分類基準表 ; Kirokmul-Bulyukijun - Pyo) system by Public Records and Archives Act(PRA Act, No. 5709, 1999). All staffs and employees in governmental agencies of Korea must register, classify and dispose of their official records according to TRS by the Presidential Regulation for the application of PRA Act(No. 17050, 2000). Namely, the criteria of TRS is applicable to all stages of records lifecycle from creation to disposition(transfer to Archives or legal destruction). In the theoretical and methodological area, therefore, it is absolutely important that records managers and archival professionals in Korea make analysis on functions and characteristics of TRS by PRA Act. In the first, my examination take notice of possibility of 'adequate and proper documentation' about activity of the executive organization in TRS system. Other attention is that records management according to TRS means managing of records not only as physical entities but as logical entities which imply content and context of creation and use. In other hand, I wish to account for reasonable separation consideration for continuing utility of archives from current use of records throughout agencies duration Another theme of discussion in this paper is the theoretical framework which give account of TRS's characters. In conclusion, accountability for characteristics of TRS system could have been found in counterproposal view including the concept of Records continuum and the notion of Recordkeeping regime in Australia based on rethinking about Records lifecycle model. In the extent of practical area, more or less, it is imbalanced method that compare TRS by PRA Act to Recordkeeping regime based on Records continuum. Nevertheless, the concept and notion is suitable framework that give account of the prospect of recordkeeping system under PRA Act.as well as the meaningful characteristic of TRS.

It is an important issue in Korea archive field to prepare for systemic management of electronic records and transferring of electronic records in 2015. The purpose of this research is to come up with implication for Korea through the analysis of ERA of NARA. First of all, this study analyzed that the current status and history of electronic records management of NARA, the requirements document for electronic records, and use procedure of ERA. This paper suggests on the basis of these analyses that major considerations such as organization, gradual progression, and improvement of operation system are important and necessary to make a solution for electronic records management.

This study aims to examine the limitations of status that describe archives based on the Archival rules, and to propose a new method using the Records in Context - Conceptual model (RiC-CM) as a solution. Given this, the study conducted literature reviews and case studies. The solutions based on RiC-CM and its effects on the limitations of the existing environment are as follows. First, RiC-CM can describe multiple provenances about archives. This can be solved by defining individual records and provenances as "entity" and expressing their associations as relationships. The interrelation of entities alone can more accurately represent the information of provenances associated with a particular archive, making it easier to identify the overall context that makes records. Second, RiC-CM can link related files. Those that belong to a specific records group (fonds) can be resolved by assigning them to individual entities and making interrelation according to the context that makes records. This method makes it possible to serve information about the context that makes records. From the user's point of view, more options are available for searching records. Third, RiC-CM can link all relevant producer-made records related to a specific production organization. If organizations are related to each other, they can be defined as "entity," and their relationship can be expressed as "associated with." It helps to comprehensively examine the context of provenances. The findings of this study are expected to be used as a basis for future research on RiC-CM, in response to the paradigm shift for electronic records management systems.

Destruction appraisal system improved with the enactment of the 1999 Public Records Management Act has the strategic concepts to prevent loss of important records with prohibiting the destruction in creation organization of records. But destruction appraisal carried out in record center realistically has the big difference with destruction appraisal system intended by Public Records Management Act. Therefore this article intends to explore the importance of destruction appraisal system through a review of the record appraisal system, and investigates operation status of destruction appraisal system in record center and operational issues. And it intends to explore scheme for practical application of destruction appraisal system based on actual cases of destruction appraisal which operates as a model.

The relocation project of the US military base in South Korea is a large-scale national project aimed at ensuring a stable presence of US troops stationed in South Korea and strengthening the future-oriented Korea-US Alliance by relocating the US military base scattered across the country to Pyeongtaek. The purpose of this study is to examine the classification of records produced by various agencies involved in the relocation project, including the MND USFK Base Relocation Office that is the main body of the project, and provide basic data for systematic records management in the future. This study aims to ensure the people's right to know and achieve the objective of the transmission of the military documentary heritage at a macro level.
Since presidential overseas trips are carried out as the head of state representing the Republic of Korea, the resulting records of such trips have high academic and historical significance and value both in contemporary times and for future generations. This study analyzes the status of production and service of overseas trip records, focusing on whether the records of the president's overseas trips are being produced properly and provided sufficiently to the public, and examines development plans for improvement. Currently, as a result of examining a total of 282 overseas trips provided by the Presidential Archives website, it is difficult for users to understand which records are being produced for even the basic records regarding the trips are not posted. In addition, the website is provider-centered, making users feel alienated rather than being considered in terms of search and provided records. In this study, for the production of high-quality overseas travel records, the "Presidential Overseas Trip Records Production Guidelines" established during the 'Participatory Government' will be supplemented, improved and applied. This archive policy will not be subject to any external variables, including changes in the government, and is suggested that it be consistent and unaffected. In addition, in order to improve the service provided, the following is proposed: first, provision of 'comprehensive information' that allows users to understand the overall context of the trip; second, use of the "file-record" layer and hyperlink function; third, a system that allows the stages of production and service of overseas trip records to be interconnected. In order to carry out these tasks, it would be essential to establish and operate an organization dedicated to records, such as the Secretariat of Archives and Records Management during the 'Participatory Government' period.

This study aims to identify the relationship between commitment to the profession and commitment to the organization, and the effect of professional development on the dual commitments to the organization and the profession. After establishing concepts through a literature review, the study designed a questionnaire survey in which 104 out of 135 (77.0%) record management field officials responded. This study provides a firm basis for urging the army to change its perception toward record management professionals' specialty and their commitment to the profession. Furthermore, this change will ultimately lead to a higher commitment to the organization.
The foremost priority for establishing record management of public institutions is strengthening the function and role of the records centers in the institutions and creating the foundation of the organization and personnel for demonstrating professionalism of archivists. However, concept of current records center is not clear and there is no substance of the organization. It also says that once a records manager is deployed, a records center is founded since appointment criteria for archivists is prone to be interpreted subjectively by the institutions. Therefore, it's time for more concrete improvements to resolve these issues. This research analyses some problems found in the system of records centers in the main office and district offices of education focusing on the environment of them. The problems are centers without substance in district offices of education because of the organization structure that all authority has been assembled in the main office, and the reality of records managers who have fallen into records discarders, etc. To solve these problems, this paper proposes changing the appointment criteria for archivists, operating an integrated records center reflecting the intensive working system, and legislating special act on record management of educational institutions.
