A Study on the Source and History Management of Records According to Administrative Organizational Changes-Focused on D Regional Local Government (행정조직의 변동에 따른 기록물 출처 및 이력 관리-D광역지방자치단체를 중심으로)

  • A source of records is critical and highly valuable for records management. The compositions and functions of an administrative organization, which is the source of public records, are changing according to its frequent reorganizations. In particular, changes in local governments are frequent, and the possibility of change increases over time. The processing department is responsible for various records management tasks as the source and producer of records; however, its scope of qualifications is unclear. As such, this study aims to clarify these sources of records and suggest ways to improve their management. For the objective, this study selected D regional local government and analyzed the forms and frequency of its administrative organizational changes. In particular, the processing department's modified organizational functions and compositions due to reorganizations were also examined. Through the analysis, problems concerning records sources that could arise from changes in the administrative organization and processing department were identified, and improvement plans for records management were suggested.

A Study on the Research Trends of Records and Archives Management in Korea through an Analysis of Journal Articles (국내 기록관리학 분야 학회지 논문 분석을 통한 연구동향 연구)

  • This study presents the research trends of Records and Archives Management in Korea by analyzing the articles of the Records and Archives Management in Korea according to subjects, issue periods, journals and researchers. For the study, 374 articles from 3 academic journals published between 1999 and 2009 were analyzed. As a result, several research trends in this field were discovered. The summary of the study is as follows: Firstly, it has been proven that the productivity of the articles of Records and Archives Management in Korea increases as time goes by. Secondly, there are differences in the subject fields among journals in Records and Archives Management. Thirdly, there are differences in the subject fields among researchers' institutions. Fourthly, there are no differences in the subject fields among researchers' specialized areas.

Plan to Improve the System According to the Change of Records Preservation Place : Focused on the Regulation for Public Records (기록물 보존장소 변경에 따른 제도개선 방안 공공기록물법령을 중심으로)

  • It becomes possible to conserve and manage the records also which the Head of Archives(National Archives of Korea) designated at the Records Center(Special Records Center) based on the amendment of the Article 30 of the Enforcement Ordinance of the Public Records Management Act on Nov. 2014. However, the right for the decision for above is given to the National Archives of Korea and other operation and preservation management system different with existing ones such as that relevant Records Centers prepare preservation countermeasure of subject for the amendment and additionally perform all sorts of works about the management should be prepared when the amendment treatment is executed. However, there is only the contents about the change of the preservation place is regulated in the Enforcement Ordinance of the Public Records Management Act and no legal basis to support the repositories for these change, so additional improvement is necessary. In this paper, present condition of preservation place change of the National Archives of Korea and the operation condition of relative records centers and suggest the supplementary and improving items with the Public Records Management Act.

A Study on the Analysis and Improvement Plans of Curriculum Operation for Archives and Records Management in Korea (국내 기록관리학 교과목 운영 현황 분석 및 개선 방안)

  • Different environmental changes involving records management increased the need to improve the curriculum of archives and records management in terms of practice. Given this, the study aims to propose improvement plans for the curriculum by analyzing its operation in domestic graduate schools and determining how the courses are necessary and useful in practice. To achieve this goal, a survey was conducted to records managers in fields, who were asked about the subjects they took, the prerequisites, whether subjects are necessary to be reformed or not, and so on. The results showed the importance of courses related to electronic management for records and practice of records management. Hence, the following insights and methods to improve the curriculum were proposed: (1) the operation of the extension of courses related to electronic management for records and practice of records management; (2) the standardization of courses and the designation of compulsory subjects; (3) the reinforcement of courses; and (4) the offering of diverse courses. This study is significant in gathering the perceptions of field records managers regarding the proposals of the improved curriculum and can serve as preliminary data to develop specific courses for records management.

A Study on Core Competencies of Archivists & Records Managers (기록관리전문직의 핵심역량에 관한 인식 연구)

  • The purpose of this study is to survey the importance and holdings of competency of Archives and Records management Professions and compare the difference between the quantum. For these purposes, I derived six competencies(tasks, knowledge, skills, interests, work values and attitudes) from O*NET and used this by questionnaire. Survey is conducted to archivist and records managers in National Archives, central government agencies, municipalities, school districts and universities. Through this analysis, I seized core competencies and holdings of archivists and records managers and the difference between the quantum by organization and career. In addition, I suggested the difference between Korean's and American's competency importance.

  • The issue of how to manage the existing records at an archives is very important from the aspects of principle and practicality in record management since it is deeply related with the system of managing new records. Although there are a few studies on filing and criteria on organizing records, they do not often help in the actual site of record and archives management. Therefore, we need to raise the issues that could develop in actual sites and find the ways or resolving these issues, other than the general criteria proposed. Refiling is a very important task for recovering the original order and needs to be a task that should be done according to the overall system and process of record management at an archives. Furthermore, it is very important to objectify and regulate the contents and methods of the task of refiling through the refiling criteria with the content of criteria being specific. From the arguments presented until now, we could tell that refiling falls in the area of record management at an archive directly related with the department of reproducing records at public organizations. Moreover, the role of archivists relates with the task of refiling is critical. Especially, distinguishing job according to chief object is a critical issue in the status and role of archivists at record and archives institutions. This process is important not only at the level of simple job makeup but also in record management. Archivists should be responsible for preparing refiling criteria, reviewing of problems developed in job process, classifying records for refiling, reviewing and refiling of catalogs and key words, selecting equipment and tools, and establishing various forms.

Collection Status of Modern Public Records and Cooperation Issue: in the Museum, Archives, and Libraries (근대 공문서 소장 현황과 협력 과제 - 박물관·기록관·도서관을 중심으로 -)

  • This study investigated collection status, characteristics of their collections, and service of five institutions holding modern public records such as museums, archives and libraries in Korea. Investigation found out that most of them lack total catalog of their collections and provide limited on-line service. In addition, there was a case that one record group from the same provenance is separatedly preserved at two to three institutions. As a result of the investigation, it is suggested that cooperation among museum, archives, and research institutes will be necessary in order to arrange and use modern public records scattered in each institution.

  • This study investigated the intellectual structure of records management and archives field in Korea and America using author cocitation analysis. Major journals in the field from 2000 to 2004 are used to select frequent cited authors. Cocited authors are analyzed in details by means of multi-variate statistical techniques such as multidimensional scaling. To the analysis of this intellectual structure, main research topics in Korea were laws and policies related to records management and archives whereas information technology based electronic records management in America.

  • Since the paradigm of records and archives management has been shifted toward the digital records world, information science, which is related to electronic record information's creation, management, preservation, and usage, has became increasingly significant. In the context, this article studies a research trend of information science in the records and archives management field. For the study, 99 concerned articles from five academic journals published between 2000 and 2008 are analyzed. As a result, the article finds out several research trends in this field, including researchers' preferred research subjects.

  • This study aims to analyze the factors affecting the transfer effect of continuing education in the National Archives of Korea and suggest ways to improve the education. To do that, the study grouped the factors that affect the transfer effect of continuing education into learner characteristics, educational program characteristics, and organizational transition climate. An online survey was conducted with records managers. In total, 272 responses were received and statistically analyzed. Based on the records managers' opinions, this study suggested ways to improve the transfer effect of continuing education from the perspectives of learners, the educational program, the organizational transition climate, and the roles of the National Archives of Korea.
