Enhancing Business Continuity in the Oil and Gas Industry through Electronic Records Management System Usage to Improve Off-Site Working: A Narrative Review

  • The primary function of an electronic records management system (ERMS) is to support organisations in providing effective records management services by enabling efficient remote access to the organisations' records. This helps the organisation to continue running during emergency events, such as the COVID-19 pandemic. The need to study ERMS for accessing records remotely has increased dramatically, due to the increase in daily use. The situation arising from the COVID-19 pandemic has increased the need for implementing proper digital systems, such as ERMS, to enable efficient work processes and enhance business continuity. An ERMS has the potential to allow organisations to create records and workflows off-site. During a pandemic, the ability to structure processes digitally helps in maintaining operations remotely. This study aims to provide a narrative review of the ERMS literature with an emphasis on explaining the primary components of ERMS that act as enablers for the implementation of the system in the oil and gas sector of developing countries. The current study proposes ERMS roles and responsibilities that could enhance business continuity. The authors use a qualitative narrative review and analyse the literature related to this study and its findings. The results show that, in cases of risk or crises, staff members need to have easy access to their records and documents to remain productive. An ERMS allows professionals to remain active and work off-site. Thus, ERMS play a significant role in protecting an organisation's content through the monitoring and control over who has authorisation to access its records.

A Study on Current Status of Central Government's Cloud-System Adoption (공공기관의 클라우드 도입 배경 및 현황)

  • The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts government resource integration. In the early days, it was attempted as Infrastructure as a Service (IaaS) for cloud service for HW, but now it is being converted to Software as a Service (SaaS) for ordinary service. General tasks of the system are document creation for government service as well as public records management. To this end, government cloud systems were deployed to central government agencies from 2015 to 2018 and planned to be gradually deployed in 2018. Nowadays, records management is conducted with cloud RMS, the cloud RMS system is distributed to the central government from 2016 to 2018, and the dissemination to local government is scheduled to be carried out considering the adoption of On-Nara system.

A Survey on Usage of Korean Standard Records Management System (표준기록관리시스템의 활용현황 연구)

  • The present study aims at investigating the current usage patterns of Korean Standard Records Management System. The Korean Standard Records Management System has been designed and distributed by the National Archives Korea in order to support records management of public agencies. An email survey has been sent to 4 types of public agencies: central government agencies, provincial governments, provincial education offices as well as city and county offices. While all agencies are included in the survey for the first three types, only two provincial districts are selected for city and county offices, Out of 101 email questionnaires sent, 65 are returned(63.73%). The results show the usage patterns of 240 functionalities aligned to 9 main functions: accession from records creators, preservation, appraisal, accession to the national archives, reference management, access and tracking, retrieval and use, system management as well as freedom of information management by public institutions. Since its launch in 2007, the system has been distributed to 707 public agencies as of late 2014. The problem is that there has been no attempt to evaluate the functionalities and usabilities of the system. Only grievances from those agencies implemented the system have never been ceased. The present study is expected to offer the levelled ground for productive discussion between the national archives and the agencies.

  • Korea's public institutions produce mandatory production records under the "Public Records Management Act" and submit statistics on production status to the National Archives of Korea every year. However, there is a difference between the actual status of compulsory records produced by local governments and the status statistics submitted to the Archives. Based on this, an improvement plan was proposed after identifying problems with the production management system of the production obligation records. In particular, the scope of the production obligation records is ambiguous, and the person in charge lacks an understanding of the specific scope. In addition, only certain work-oriented records are being produced. As such, the improvement plan shall clearly determine the target of the local government's production obligation records, and the person in charge of the affairs shall understand it and implement an ordinance on the production and management of the local government's production obligation records.

  • This paper proposes a cloud system model for incorporating the existing Records Management System (RMS), Archives Management System (AMS), and Central Archives Management System (CAMS) into a cloud-based national records management system. To do this, research on concrete and stepwise ways to transform AMS, including CAMS, into a cloud computing environment was carried out. This study developed a cloud system design strategy and goal model to integrate national records-related systems into a single cloud system to share and utilize information resources, manage them efficiently, and reduce costs. In particular, this study analyzed technical security and operational security that are exposed in the cloud environment and suggested measures to solve them. As a result, cloud computing technology can be applied to achieve low-cost and high-efficiency effects.

  • This study analyzed the problems that occurred while constructing and operating the cloud record management system at the record management workplace and suggested ways to improve the system. In the study, the cloud record management system has the following problems: first, it has not been accompanied by the change in the legislative system. Second, it has not been utilizing the benefits of cloud technology. Third, it has not been considering the changes after the system construction. Given this, the study suggested three improvement plans to solve these problems: first, in relation to the reformed legislative system, the study proposed the diversification of records management units (file-item structure) and the restriction on access to records. Second, the study suggested a system redesign by improving the current work process based on paper documents. Third, to solve records management issues, the study presented the establishment of the governance body and the proactive countermeasure of the National Archives of Korea.

  • The Retained documents disposal project, promoted in 1968 and 1975, was executed as part of administrative plans for prompt movement of the government in case of national emergency. It was main contents that archival documents were re-appraised and reduced the least, and then moved rearward. The Retained documents disposal project denied The Records Management System of Korean Government that had been founded in 1964, promoted reduction of documents physically for convenience to dispersion of the government. Korean Government had completed these projects and then reorganized records management system to reduce creation of archival documents systematically in 1979.

The Association between Safety Care Activity and Documentation of Nursing Records among Nurses in General Hospitals (병원간호사의 안전간호활동과 간호기록 수행간의 관계)

  • Purpose : The purpose of this study was to identify the association between safety care activity and documentation of nursing records among nurses working in hospitals and to provide basic data for developing hospital policy for the documentation of nursing records. Methods : By using a self-reported questionnaire, data were collected from 212 nurses working in six general hospitals in Jeju province from November 2015. Data were analyzed using descriptive statistics, t-test, ANOVA, Pearson correlation coefficients, and stepwise multiple regression with the SAS WIN 9.2 program. Results : Safety care activity was positively correlated with the documentation of nursing records (r=.83, p<.001). The documentation of nursing records was significantly predicted by safety care activity, working department, and nursing delivery system, and 70.9% of the variance in the documentation of nursing records was explained (F=172.31, p<.001). Conclusions : In this study, safety care activity was the most influencing factor for the documentation of nursing records. Improving work circumstances and building a system are required for nurses' safety care activity to lead to good documentation of nursing records.

Typical and common business is a document creation for government service and records management. Document creation is produced on cloud On-Nara system, and such system is deployed to central government agencies from 2015 to 2018, as well as the deployment to local government plans is to be gradually implemented after 2018. Currently, the records management is performed with the cloud RMS system, and such system is distributed to the central government from 2016 to 2018, as well as the dissemination to the local government is scheduled to be carried out, considering the adoption of the On-Nara system.

A study on the management of drawings of Metropolitan Rapid Transit (도시철도 도면 관리에 관한 연구 -서울시 도시철도공사를 중심으로-)

  • Metropolitan rapid transit system plays an essential role in the public transportation system of any large city, and its managing agency is usually charged with the responsibility of storing and managing the design drawings of the system. The drawings are important and historically valuable documents that must be kept permanently because they contain comprehensive data that is used to manage and maintain the system. However, no study has been performed in Korea on how well agencies are preserving and managing these records. Seoul Metropolitan Rapid Transit Corporation(SMRT) is the managing agency established by the city of Seoul to operate subway lines 5, 6, 7, and 8 more efficiently to serve its citizens. By the Act on Records Management in Public Institutions(ARMPI), SMRT should establish a records center to manage its records. Furthermore, all drawings produced by SMRT and other third party entities should be in compliance with the Act. However, SMRT, as a form of local public corporation, can establish a records center by its own way. Accordingly, the National Archives & Records Service(NARS) has very little control over SMRT. Therefore, the purpose of this study is to research and analyze the present state of storage and management of the drawings of metropolitan rapid transit in SMRT and is to find a desirable method of preservation and management for drawings of metropolitan rapid transit. In the process of the study, it was found that a records center is being considered to manage only general official documents and not to manage the drawings as required by ARMPI. SMRT does not have a records center, and the environment of management on the drawings is very poor. Although there is a plan to develop a new management system for the drawings, it will be non-compliant of ARMPI. What's happening at SMRT does not reflect the state of all other cities' metropolitan rapid transit records management systems, but the state of creation of records center of local public corporation is the almost same state as SMRT. There should be continuous education and many studies conducted in order to manage the drawings of metropolitan rapid transit efficiently by records management system. This study proposes a records center based on both professional records centers and union records centers. Although metropolitan rapid transit is constructed and managed by each local public corporation, the overall characteristics and processes of metropolitan rapid transit projects are similar in nature. In consideration of huge quantity, complexity and specialty of drawings produced and used during construction and operation of metropolitan rapid transit, and overlap of each local public corporation's effort and cost of the storage and management of the drawings, they need to be managed in a professional and united way. As an example of professional records center, there is the National Personnel Records Center(NPRC) in St. Louis, Missouri. NPRC is one of the National Archives and Records Administration's largest operations and a central repository of personnel-related records on former and present federal employees and the military. It provides extensive information to government agencies, military veterans, former federal employees, family members, as well as researchers and historians. As an example of union records center, there is the Chinese Union Dangansil. It was established by several institutions and organizations, so united management of records can be performed and human efforts and facilities can be saved. We should establish a professional and united records center which manages drawings of metropolitan rapid transit and provides service to researchers and the public as well as members of the related institutions. This study can be an impetus to improve interest on management of not only drawings of metropolitan rapid transit but also drawings of various public facilities.
