A Study on the Functional Design of Classification Management System of Public Organizations (정부산하공공기관의 분류체계관리시스템 기능 설계 연구)

  • Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.

A Historical Analysis of Records and Archives Management System of Won-Buddhism (원불교 기록관리체제의 성립과 변천)

  • This study covers the transition of the records and archives management system of Won-Buddhism. The System can be reviewed in four eras. In the Bulbeopyeonguhoe regulations era(1924$\sim$1948), records and archives were managed in an elementary but more ingenious manner than in any other era. The first phase of the Won-Buddhism regulations era(1948$\sim$1965) was governed by the Won-Buddhism Regulations, though the traditional system of the Bulbeopyeonguhoe regulations era was still widely practiced. During the second phase of the Won-Buddhism regulations era (1965$\sim$1994), the system of "national regulations" was actively introduced into the Won-Buddhism system of managing records and archives. During the third phase of the Won-Buddhism regulations era(1994$\sim$present), the Won-Buddhism Regulations had their own meaning because in that they were the first regulations of Won-Buddhism established for the sole purpose of managing records and archives. This study has significance for understanding the Won-Buddhism system of managing records and archives.

A study on Improving Operation of the Records Disposition Schedule (기록물분류기준표의 운영과 과제)

  • For a good record maintenance according to organization and functions in Korea, it is required to make better use of 'Records Disposition Schedule', which is originally developed as a computerized system that can control the whole records maintenance procedure and manage every record according to organization and functions. 'Records Disposition Schedule' is only a system that allows us to maintain every record according to organization and functions and manage every information about such organization and functions. Accordingly, a well-functioning Records Disposition Schedule requires the exact modification and operation of such schedule depending upon organizational or functional changes. If the Records Disposition Schedule is not reasonably modified and operated depending upon organizational or functional changes, we won't be able to maintain any records in linkage with organization and functions and control the whole works throughout record maintenance.

  • The records management evaluation system is a system operated by the National Archives of Korea since 2007 based on the 「Public Records Management Act」. As the environment of public records management changes dramatically, there is a growing perception that fundamental improvement is necessary in the operation of this evaluation system. In particular, it is required that the most emphasized area is the customized methods based on the type and characteristics of the institutions. This study focused on the self-evaluation method, which aims to strengthen the autonomous evaluation capability of institutions as a new records management evaluation system in public institutions. In particular, the needs to change toward the self-evaluation method is described in relation to the diversity of the institutions to be evaluated, the specificity of the organizational structure of the archives, and the hierarchy and individuality of the institutions. A self-evaluation system (draft) was designed by which an institution diagnoses the records management work by itself, which aims to improve the level of performance. It also covered the development of evaluation items and indicators, the step-by-step application, and the legal and operational aspects to run the records management evaluation system in phases in public records management practices.

Analysis of Production Status of the 2017 Record (2017년도 기록물 생산현황 분석 중앙행정기관을 중심으로)

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.

Evaluation of Appraisal and Disposal Function of the Standard Records Management System (표준기록관리시스템 평가·폐기 기능 평가)

  • Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.

  • The advent of e-government following the information revolution has affected public records systems. Records management should now be changed into an environment for establishing a national records management system based on the Internet of things (IoT), cloud, big data, and mobile (ICBM), and it is time to make a fresh start toward a next-generation records management system that responds to changes in the environment. Ultimately, it is time for a records management system that ensures a proper way of dealing with new environmental changes. It has been nearly 20 years since the Public Records Management Act was enacted in 1999, and its complete amendment was made in 2006 so that electronic records could be efficiently managed. When recompliance management needs to be rechecked, a full redesign is required to enable the current legal system to respond to the new circumstances in the present day. Therefore, this study is intended to suggest ways to improve the new records management legal system as the environment changes over the next generation and lay the legal groundwork for innovation in the national records management system.

A Study on the Application of Blockchain Technology to the Record Management Model (블록체인기술을 적용한 기록관리 모델 구축 방법 연구)

  • As the foundation for the Fourth Industrial Revolution, blockchain is becoming an essential core infrastructure and technology that creates new growth engines in various industries and is rapidly spreading to the environment of businesses and institutions worldwide. In this study, the characteristics and trends of blockchain technology were investigated and arranged, its application to the records management section of public institutions was required, and the procedures and methods of construction in the records management field of public institutions were studied in literature. Finally, blockchain technology was applied to the records management to propose an archive chain model and describe possible expectations. When the transactions that record the records management process of electronic documents are loaded into the blockchain, all the step information can be checked at once in the activity of processing the records management standard tasks that were fragmentarily nonlinked. If a blockchain function is installed in the electronic records management system, the person who produces the document by acquiring and registering the document enters the metadata and information, as well as stores and classifies all contents. This would simplify the process of reporting the production status and provide real-time information through the original text information disclosure service. Archivechain is a model that applies a cloud infrastructure as a backend as a service (BaaS) by applying a hyperledger platform based on the assumption that an electronic document production system and a records management system are integrated. Creating a smart, electronic system of the records management is the solution to bringing scattered information together by placing all life cycles of public records management in a blockchain.

A Study on the Present State and Improvement of National Museum Records Management System (국립박물관의 기록물 관리 현황과 개선방안)

  • Museum Records is both a resource for the administration and for researchers. And It is necessary for the day-to-day operation of the museum's activity and it serves researchers of all kinds. This study is aimed to grasp the present condition of museum records management in a National Museum of Korea and 11 local national museums in Korea as a case study. To this end, two methods were used to collect the essential data. First, a comprehensive literature survey was conducted to investigate foreign successful museum records management system. Second, interview and questionnaire survey were conducted to collect the data of actual state of National Museum. The results show that National Museum should be a wholly responsible for the department and disposition of professional staffs and set up the comprehensive registration system, the standard of classification considering the museum's feature and the regular estimation system. And also National Museum should expand and improve the facilities according to "Archives and Records Management of Public Agencies Act".

A Study on the Development of Records Management System Using Open Source Software For Catholic Church (가톨릭교회 오픈소스 기록관리시스템 구축 방안에 관한 연구)

  • This study aims to develop a records management system for catholic churches that use open-source software to ensure systemic management and preservation of sacrament records, which accounts for the highest percentage among all records produced by catholic churches and holds great significance for them. To that end, the researcher analyzed catholic church regulations and reference materials, as well as the websites of open-source software. The researcher also interviewed members at the G Cathedral of the Catholic Archdiocese of Daegu, to examine the current status of records management at catholic churches. Based on the investigation, the researcher designed four layers of metadata and authority data that reflected the characteristics of the sacramental records. Then the design was experimentally implemented using AtoM, an open-source records management system.
