  • National Institute of Korean History(NIKH) is the major collecting organization of manuscripts, records for historical research and develops a Collecting Manuscripts Management System. Manuscripts description conforms to records management system, such as provenance information and hierarchical catalog records and business process observes library management system because it is not the public records. Goal system is integrated system containing both. This study proposes development of Collecting Historical Manuscripts Management System in the NIKH and the aspects to achieve successful system operation.

The high valued BMS contains many faulty functions managing records. A purpose of this study is analyzing BMS in archival science. Morever, this study deals with resolving problems for seamless flow managing records.

  • This article introduces definition and theoretical background of the managing records for ISO 9000 compliance, especially, quality record management and describes the method of establishing efficient system for the control of quality records in engineering corporation. To establish the best control system of quality records, the organization must not only understand ISO Code requirements for quality record completely but also identify the documents to be controlled as a quality records correctly. This will provide the guidance which need to establish the system for quality control to the organization which produces documents in accordance with ISO Code requirements.

A Study on Confidential Records Management System in Japan (일본의 비밀기록관리 체제에 대한 연구 특정비밀보호법 제정·시행을 둘러싼 논의를 중심으로)

  • Japan has enacted the Public Records and Archives Management Law from 2011 in order to prevent mismanagement of records management and to fulfill accountability to the public. However, in 2013, The Designated Secrets Protection Act was enacted before the Public Records and Archives Management Law brought changes to administrative institutions. The Designated Secrets Protection Act have raised concerns that the public's right to know and the transparency of administration are being retreated, especially the development of freedom of information and records management systems. This article analyzed the background of the establishment of Designated Secrets Protection Act and the contents of legal composition. It also identified the possibility of human rights abuse in the aptitude assessment system, the lack of independent monitoring agencies, the impossibility of internal accusations, and the possibility of wide confidentiality designation. Furthermore, analyzed how the problem affects Japanese records management and freedom of information system. Through this, I suggested the improvement of the system of the secret level records management system in Korea, the establishment of the clear purpose of the secret record management, the application of the Tshwane principle, and the establishment of the independent and professional monitoring agency.

A Study on the Legislation of 'The Records Management Innovation Road-map' (기록관리 '혁신' 로드맵의 법제화 연구)

  • The Records Management Act was established by the result of the National Archive reformism in 1999. However, it could not have brought high-quality changes of recording management since recording management innovation was not continuously achieved. On the other hand, in 2006 the Records Management Act was completely revised as a part of recording management innovation. The records management innovation road map is created as an agenda in order to accommodate difficulties we face in the process of the records management reformism and to establish a norm in accord with international standards, a redesign of records management process and a development of records management system so that it can react quickly to rapidly changing situations on records management paradigms. The organization of the Records Management Act was revised by compensating the defect and applying in international standards. This is due to the fact that it is the highest priority assignment to be able to help promote those sorts of innovation to provide an institutional strategy. 'The National Records Management Advancement Strategy' of National Archives in 2009 seems to be an extension of the recording management Innovation road map. Nonetheless, this strategy cannot be considered a strategy of the consecutive national records management reform since it reflects the basis of the existing policy without any assessment with respect to the records management innovation. Government-level talks on records management innovation should be regarded so as to establish a national policy on records management and to be consistent in carrying Out the policy. This research focuses on how the records management innovation road map is reflected in the Records Management Act in 2006 and how international standards are applied in the act in the national records management regime and current records management system. Furthermore, several challenges will be illustrated to overcome a limit of the Records Management Act in the process.

  • This article shows a case of constructing appraisal system of manuscripts based on records of korean democratization movements. This appraisal system of manuscripts not only intends to select records according to value but also realizes a strategy that maximizes efficacy of resources for record management through distinction of record management process based on value of records. After all, this strategy provides manuscript repositories a beneficial benchmarking case of appraisal system of manuscripts which are confronting with disposing problem of enormous mount of records without original order, and are intending maximization of efficacy of resources for record management through distinction of record management process based on value of records.

  • Records Management Act of a country is the basis for understanding its archives management system. Germany is regarded as a country that achieved remarkable development of the system in the process of nationalism and unification based on romanticism in the 19th century. In addition, the federal and local governments enacted and operated their own laws based on the administrative system of the federal structure. Recently, the National Archives of Korea is discussing ways to improve its expertise and the system of operation in conducting national records management. Therefore, it is meaningful to analyze Germany's Records Management Act, which has a management system of long-standing historical records and examine its features. In this study, we analyzed and derived the characteristics of the Federal Records Management Act, which is the standard for the management of Federal Records in Germany.

  • The Public Records and Archives Management Law was enacted on June 24, 2009 and was in effect in April 1, 2011. This Act is different from existing Public Archives Law and National Archives Law. Before enacting Public Records and Archives Management Law, Public Archives Law and Information Disclosure Law was the backbone of Japanese Public Records management system. Public Archives Law is composed of management and access for non-active records in Public Archives. Information Disclosure Law is prescribed management of active-records in administrative agency. Public Records and Archives Management Law is the first comprehensive law of managing administrative records including historical records (nonactive-records). The law is prescribed that the public records and archives are intellectual resources shared by citizens and allows people to have more access to them. The law states that public records is basis of democracy and accountability for current and future generation. This article analyzed the relationship of law and its implementing ordinance and Guideline of administrative public records management, and analyzed the law and record-schedule. Furthermore, this article examined significance of the law and democracy, administration's transparency. In accordance with enacting the law, Japanese Public Records Management System will develop. and we must pay close attention to that situation.

  • This study investigated the applicability of the Management System for Records Standard (ISO 30301) in university archives. To examine the current state of the university archives, we surveyed 57 university archives based on the requirements of ISO 30301. We analyzed the current state of the university archives through survey results and professional interviews. Subsequently, we suggested eight things that need improvement for the adoption of ISO 30301 in university archives.

Historical Observation and the Characteristics of the Records and Archives Management in Korea (한국 기록관리의 사적 고찰과 그 특징)

  • This paper introduces the characteristics of the records and archives management of Korea from Joseon dynasty to now. This paper also explains historical background of making the records and archives management in Joseon dynasty. This paper introduces the process of establishment of modern records management system by adopting records management system and public administration of USA after liberation in 1945. The Joseon bureaucrats established systematic methodologies for managing and arranging the records. Jeseon dynasty managed its records systematically since it was a bureaucratic regime. It is also noticeable that the famous Joseonwangjosilrok(Annals of Joseon dynasty) came out of the power struggles for the control of the national affairs between the king and the nobility during the time of establishment of the dynasty. Another noticeable feature of the records tradition in Joseon dynasty was that the nobility recorded their experience and allowed future generations use and refer their experiences and examples when they performed similar business. The records of Joseon period are the historical records which recorded contemporary incidents and the compilers expected the future historians evaluate the incidents they recorded. In 1894, the reformation policy of Gaboh governments changed society into modernity. The policy of Gaboh governments prescribed archive management process through 'Regulation(命令頒布式)'. They revised the form of official documents entirely. They changed a name of an era from Chinese to unique style of Korean, and changed original Chinese into Korean or Korean-Chinese together. Also, instead of a blank sheet of paper they used printed paper to print the name of each office. Korea was liberated from Japanese Imperialism in 1945 and the government of Republic of Korea was established in 1948. In 1950s Republic of Korea used the records management system of the Government-General of Joseon without any alteration. In the late of 1950's Republic of Korea constructed the new records management system by adopting records management system and public administration of USA. However, understanding of records management was scarce, so records and archives management was not accomplished. Consequently, many important records like presidential archives were deserted or destroyed. A period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). The first distinctive characteristic of Participation Government's records management is that it implemented governance actively. Another remarkable feature is a nomination of records management specialists at public institutions. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea.
