  • This study aims to propose a lifecycle cost model for electronic records & archival management. For this purpose, the study identified cost elements based on analysing public records & archival management activities and proposed cost factors for management by applying data gathered from records centers & archives. The study employed various methods: desk research, activity analysis, a cost information survey and interviews with experts in digital preservation, and records/archival management. The study made the first step to the cost studies in electronic records management in Korea. It is expected to update the CoMMPER model and redefine activities of electronic records management. Further case studies based on the model is required.

  • The current study aims to propose strategies for the improvement of the Standard Records Management System of Korea. Here, benefits from the system and reasons of underusage were derived based on the results taken from the analysis of interviews and answers to open-ended questions in the system usage survey. Issues related to the nine main functions of the system were also reviewed in the process. With this, the improvement strategies related to the aforementioned issues are categorized as (1) simplification of functionalities, (2) quality assurance of records and metadata, (3) strengthening user assistance and communication, and (4) trust building between the National Archives of Korea and records centers of public institutions.

  • The nursing space and sanitary space are main living spaces for children in the child care center. The purpose of this study is to examine the characteristics in terms of planning by mainly focusing on the nursing space and sanitary space of the disabled child care center in Japan. Since Japan has cultural backgrounds similar to those of Korea while providing systematic child care centers according to the symptom and grade of disability, it is anticipated that this case study on the disabled child care center in Japan will help establish standards related to disabled child care centers in Korea. To conduct the study in a more efficient way, the case study was divided into the space planning of nursing spaces and sanitary spaces and the installation of sanitary tools and handrails in the disabled child care center. The findings of investigating into actual conditions were analyzed by comparing them with Japanese laws and literary and documentary records relevant to this study. Through this study, it is expected that Korean child care centers, having constantly expanded their quantitative growth, will also improve the qualitative level of their atmospheres so that they may provide more proper conditions even for disabled children to get better used to child care centers in Korea.

Data were analyzed using $\chi^2$, F. t or/and Scheffe test. The result were as follows: 1) There were no significant differences in perceived formalization and decision -making authority of visiting nurses between the two types of health centers. 2) There were significant differences in the level of quality care and frequency of the VNS contents between the two types of health centers. 3) There were no significant differences in perceived clients' satisfaction and job satisfaction of the visting nurses between the two types of health centers. • With the revision of the Public Records Management Act in 2020, it has become possible to appraise long-term records more than 30 years old in the record center. However, there was no discussion on the appraisal process except for the revision of the Public Records Management Act. This study aimed to propose a process for appraisal of long-term records in the record center, focused on the roles and functions of the record center, archives, and central archives. To confirm the status and problems of the records appraisal process, we analyzed record management standards and interviewed 4 archivists who have been working as specialists for over 10 years. Based on the analysis results, the appraisal process for long-term records in the record center was redesigned in consideration of the functions and roles of the record center, archives, and central archives.

  • Recently, a number of record centers have reviewed the introduction of an RFID system for repository management. However, the RFID system currently in use by records management institutions is implemented with only a few functions for repository management. As such, a more efficient nonelectronic records management is required by improving the functions of the current RFID system. In this paper, the researchers proposed a method to improve its functions through an analysis of the RFID system being introduced for the management of nonelectronic records. To analyze the status of nonelectronic records management of records management institutions, the researchers investigated cases of the National Archives of Korea where RFID was introduced in 2007 and the records management institutions of local governments where RFID was introduced in 2016.

  • In order to design effective electronic records management systems, it is viable to consider both traditional principles of records management, proven to be effective, and the characteristics of digital information. ISO 15489, an international standard for records management, is acknowledged as the most useful guidelines for this goal. The present study extracted basic principles of electronic records management from its provisions of 7 functional steps. It then compared the principles to system requirements of three system design criterion, developed by Department of Defense(U.S.A.) Public Records Office(Britain). and European Union respectively. Common requirements, included in all three criterion. were then searched in the Korean standard of developing automated systems for records centers. Finally, suggestions were made to develop a Korean standard for electronic records management system, elaborating from the core requirements of the system found by the present study.

  • It has been more than ten years since the evaluation system of records management in public institutions was introduced. Over the past decade, the evaluation system of records management in public institutions has contributed to the professional deployment of records management and the expansion of the records infrastructure. However, at this time, it is necessary to introduce a new evaluation system because of various problems including ranking and insufficiency of feedback measure. Therefore, we attempted to identify the problems and suggest the direction of improvement by analyzing the status of the evaluation system for records management in public institutions and collecting opinions from various sectors. The directions of the new institutional evaluation on records management based on the analysis of the problems are a step-by-step introduction, the selection of customized evaluation indicators according to institutional characteristics, the introduction of the governance system, self-evaluation by selecting autonomous indicators of institutions, and the strengthening of the consulting function of the National Archives of Korea.
