  • 1. To define 'Korean medicine industry' through study on existing medicine related industries, Korean medicine industry means all industrial activities related to Korean medicine. It covers material resources such as herbs and products made with herbs, medical instruments, Korean medical service and related information service based on Korean medicine theories. 2. According to Korea National Statistical Office standard industrial branch, Korean medicine industry was classified as a large branch. There were industries such as agriculture, food and beverage manufacture, publishing, copy of prints and record media, manufacture of compound and chemical products, medical service, manufacture of precise optical instruments, wholesale trade and product mediation, retail trade, restaurant, research and development, education service, health preservation service, entertainment, culture and sports industry related to the Korean medicine industry. 3. If we classify this according to the industry branch of English economists Clark, Colin Grant, herb cultivating industry will be classified as primary industry, manufacture of foot and beverage related to Korean medicine, secondary industry and wholesale and retail sales of herb, research and development, education, health preservation, social welfare, tertiary industries.

A Case Study on Improvement of Records Management Reference Table by Reorganizing BRM : The case of Reorganization of Seoul's BRM and Records Management Reference Table (BRM 정비를 통한 기록관리기준표 개선사례 서울시 BRM 및 기록관리기준표 정비사례를 중심으로)

  • Unlike other government agencies, the city of Seoul experienced a three-year gap between the establishment of a function classification system and the introduction of a business management system. As a result, the city has been unable to manage the current status of the function classification system, and this impeded the establishment of standards for records management. In September 2012, the Seoul Metropolitan Government integrated the department in charge of the standard sheet for record management with the department of function classification system into a new department: "Information Disclosure Policy Division." This new department is mainly responsible for record management and information disclosure, and taking this as an opportunity, the city government has pushed ahead with the maintenance project on BRM and Standards for Record Management (hereby "BRM maintenance project") over the past two years, from 2013 to 2014. The study was thus conducted to introduce the case for the improvement of standards for record management through the BRM maintenance project by mainly exploring the case of Seoul. During the BRM maintenance project, Seoul established a unique methodology to minimize the gap between the operation of a business management system and the burden of the person in charge of the BRM maintenance project. Furthermore, after the introduction of the business management system, the city government developed its own processes and applied the maintenance result to the system in close cooperation with the related departments, despite the lack of precedence on the maintenance of the classification system. In addition, training for the BRM managers of the department has taken place twice -before and after the maintenance-for the successful performance of the BRM maintenance project and the stable operation of the project in the future. During the period of maintenance, newsletters were distributed to all employees in an effort to induce their active participation and increase the importance of records management. To keep the performance of the maintenance project and to systematically manage BRM in the future, the city government has mapped out several plans for improvement: to apply the "BRM classification system of each purpose" to the service of the "Seoul Open Data Plaza"; to reinforce the function for task management in the business management system; and to develop the function of a records management system for the unit tasks. As such, the researchers hope that this study would serve as a helpful reference so that the organizations-which had planned to introduce BRM or to perform the maintenance project on classification system-experience fewer trials and errors.

A Study on the Revision Archival Thesaurus Construction (기록시소러스 구축지침 개정에 관한 연구)

  • The thesaurus can control the headings in a classification scheme and can serve as an index of the classification scheme itself. In records management, the thesaurus controls functional terms and expands the access point of search to complement the functional classification scheme. In recent years, ISO 25964, the international standard for thesaurus construction, has been revised because of changes in the information environment and the development of thesaurus construction and utilization systems. Part 1 of ISO 15489, the international standard for overall records management, was also amended in 2016. In addition, the Integrated Public Sector Vocabulary (IPSV) in the UK, EuroVoc in Europe, and Functions of New Zealand (FONZ) in New Zealand have been effectively building and linking thesauri to reflect recent trends. In this study, we propose a thesaurus construction guideline for systematic record management in terms of related standards and cases, and suggest an improvement plan for the thesaurus construction guideline in Korea.

Selection and Classification of Bacterial Strains Using Standardization and Cluster Analysis

  • This study utilized a standardization and cluster analysis technique for the selection and classification of beneficial bacteria. A set of synthetic data consisting of 100 individual variables with three characteristics was created for analysis. The three characteristics assigned to each independent variable were designated to have different numeric scales, averages, and standard deviations. The variables were bacterial isolates at random, and the three characteristics were fermentation products, including cell yield, antioxidant activity of culture, and enzyme production. A standardization method utilizing a standard normal distribution equation to record fermentation yields of each isolate was employed to weight their different numeric scales and deviations. Following transformation, the data set was analyzed by cluster analysis. The Manhattan method for dissimilarity matrix construction along with complete linkage technique, an agglomerative method for hierarchical cluster analysis, was employed using statistical computing program R. A total of 100 isolates were classified into groups A, B, and C. In a comparison of the characteristics of each group, all characteristics in groups A and C were higher than those of group B. Isolates displaying higher cell yield were classified as group A, whereas those isolates showing high antioxidant activity and enzyme production were assigned to group C. The results of the cluster analysis can be useful for the classification of numerous isolates and the preparation of an isolation pool using numerical or statistical tools. The present study suggests that a simple technique can be applied to screen and select beneficial microbes using the freely downloadable statistical computing program R.

A Construction Case of BRM 'Danwigwaje' in Basic Local Governments : Focussing on Gangbuk District of Seoul Special City (기초지방자치단체 기능분류체계(BRM)의 단위과제 구축 사례 서울특별시 강북구 사례를 중심으로)

  • The classification scheme of records indicates a table that intends to express organic relations between records by organizing records and enabling internal order. Although the principles of organic classification have remained in traditional records management environment, they have been changed to "function and business" in the modern times. Therefore, Korea introduced a business reference model (BRM) based on function and business from 2008 and subsequently implemented its operation. However, it has been pointed out that the roles of the classification scheme of records have not been played because the analysis of "Danwigwaje," which belongs to the lowest level of business reference models, is poor. According to this indication, the Gangbuk District of Seoul Special City established a functional classification scheme by executing a business process analysis of "Danwigwaje." First, the record manager carried out analyses on the principles of "Danwigwaje," small function, and "Danwigwaje." Then, the functional classification scheme of "Danwigwaje" was modified by looking into the opinion inquiry process of the treatment department and performing a test operation. Through the case of the Gangbuk District in Seoul Special City, analytical procedures and methods of "Danwigwaje," as well as implications according to the establishment of a functional classification scheme of basic local governments, were arranged in a written format.

A Study on the Present State of Construction Records Management System through the KS X ISO 15489 : Focused on K Puplic Corporation (KS X ISO 15489를 통해본 건설기록물 관리 현황 - K공단을 중심으로 -)

  • This study was started from a critical mind for the construction records management in South Korea and examined the state of the construction records management system of the Korea Rail Network Authority which is constructing the biggest Express Railway Construction of National Project in Korea. The Methodology of this study is based on the functional requirement of the Records Management International Standard, ISO 15489, which standardized the record management process in the cases of Record Capture, Declaration, Classification, Storage, Access, Tracking and Disposition. In regard to the functional requirements from Capture to Disposition, each level(title) consists of 3 to 4 items, for a total of 22 principles in all. The estimation was created for each of the 22 categories using 4 levels: observance, partial observance, insufficiency and non observance. And pointing out the problem, suggesting the improvements for the Korea Rail Network Authority and structural improvements according to the KS X ISO 15489 principles.

Korean and United States: Comparison of Costs of Nursing Interventions (NIC과 연계된 산부인과 환자 간호중재에 대한 한국 건강보험 수가체계와 미국 ABC 코드체계와의 수가 비교 분석)

  • Purpose: This study was performed to compare the costs of nursing interventions implemented for the obstetrical and gynecological patients using Korean Reimbursement System and ABC codes system developed in the US for costing out interventions performed by health care professional. Methods: First, the narrative data on nursing interventions were extracted from electronic medical record system of a tertiary university and mapped with Nursing Intervention Classification (NIC) by two researchers until 100% consent was reached. Narrative nursing interventions mapped with NIC were then remapped with ABC codes system using the electronic program developed in the research. The mapping data were analyzed with real numbers, frequency, percentage, mean, and standard deviation. Results: More nursing interventions were mapped with ABC codes than Korean reimbursement system. Total of 97 different types of narrative interventions could be mapped with NIC, 43 NIC interventions could be reimbursed by ABC code but only 16 NIC interventions were reimbursed by Korea Reimbursement System. Conclusion: Korean medical insurance fee system needs amendment to include more comprehensively interventions performed by nurses which are very important to patient outcomes. Further study is needed to develop strategies to costing out nursing interventions.

A Methodology of Records Classification System Development Based on Functional Analysis: Case Study of The Presidential Committee for the Inspection of Collaborations for Japanese Imperialism (업무기능에 기반한 기록분류체계 개발에 관한 연구 -친일반민족행위진상규명위원회를 중심으로-)

  • There should be an integration between work management and records management in order to document the work processes thoroughly. It's proper to establish a records classification system to have the work classification and record classification table integrated for that purpose. But the conventional procedures and methodology used for records classification system development lack specific features to be used as voluntary guidelines of a common organization or group and to conduct analysis. Recognizing the problems, this study suggested the specific methods of records classification system development to link work management and records management organically. First, the functional classification was chosen as the principle of classification for records classification system development. Then concrete methods of records classification system development were suggested. Analysis and comparison were made for the DIRKS(Designing and Implementing Recordkeeping Systems), which is the standard records management and work analysis of Australia, and AS 5090. The results were used to suggest specific methods of records classification system development in conjunction with the research into the methodology employed for work analysis in information engineering and business administration to compensate for its weakness. The significance of the study can be found in that it suggested the methods of typical records classification system development in connection with records classification, and that it applied them to the Presidential Committee for the Inspection of Collaborations for Japanese Imperialism and tested them.

The Beginning of Decentralization: Seongbuk Village Archive (자치분권의 시작, 성북마을아카이브)

  • Seongbuk Village Archive is a village archive built by Seongbuk-gu Office and Seongbuk Cultural Center to contain the uniqueness and specificity of the region. It is a community archive that preserves the records of the community and a digital archive that builds a database through the digitalization of source data. The management system and home page were established through annual and step-by-step promotion through public-private governance. Seongbuk Village Archive's system is designed to facilitate data accumulation and connection between individual records based on the advanced village record standard classification system. Based on this, Seongbuk Cultural Center tried to produce convergence cultural content by linking records online and off-line. In addition, the composition of items displayed on the website has been diversified to not only preserve records but also produce and utilize content. It is a structure created after contemplating how to show the creation and existence of Seongbuk's historical and cultural resources to users in context. In addition, a richer archive platform was built through various curations and activities of the resident record group.

A Study on University's Management of the Founder's Private Records (대학의 설립자 개인기록 관리에 관한 연구)

  • This research has been conducted under the premise that private records can supplement public records. It recognized that important records of a university could be supplemented with not only administrative records, but also with private records of persons related to the university. The analysis of the founders' life history research was used to establish the classification system of private records and collection strategies. The life history of the founders of the university was analyzed and utilized for the classification system of records and the construction of the collection strategy. This research proposes a multiclassification system with function, subject, and type as the criteria of the classification system, and uses keywords derived from the classification system as a starting point of searching for future record collection and deducing them as potential collectors and producers. Although it cannot be a standard for all private records, it can be considered a significant attempt that takes the diversity of private records into account.
