지방의회 기록물은 지방의회가 의결기능, 집행기관 견제 감시기능, 주민대표기능 등의 기능을 수행하는 과정에서 생산된다. 지방의회 기록물 중에서, 가장 핵심적인 기록물은 회의기록물이다. 지방의회의 본질적인 기능이 의원 개개인과 의원들로 구성된 회의체의 활동을 통해서 수행되며, 지방의 법률과 정책을 심의, 토론, 표결하는 의결기관, 회의기관이라는 점에서, 의사결정과정의 결과물이 회의기록물이기 때문이다. 이에 본 논문은 지방의회의 회의기록물의 가치와 중요성을 인식하고, 현 관리 현황을 파악하여 이를 토대로 제도적 측면과 기록물관리 국제표준인 ISO 15489를 준거로 한 주요 기록관리 단계별 측면으로 나누어 지방의회 회의기록물의 체계적인 관리를 위한 개선방안을 각각 제언하였다.

Managing electronic medical record is very difficult, because the currently electronic medical system is not designed standard that is uniform and proper. In this paper, in order to overcome this situation, we propose meta-data for the management of the electronic medical record as a single system. To this end, we first analyzed the research on electronic medical records and related standards. Second, we, on the basis of the analysis result, abstracted electronic medical record and entities related on electronic medical, and we designed an entity-relationship model. And finally, we have to complete the meta-data through the setting attributes in this entity-relationship model. Through this study, it was possible that we can complete metadata highly expressive medical records, and suggest an alternative for problem of current medical records systems.

2003년 개정된, 공공기관의기록물관리에관한법률 동 시행령에서는 전자문서의 생산의무와 보존의무를 지정하였으나 장기보존과 관련된 법조항이나 관련 표준은 그 내용이 아주 미미하여 보강이 필요하다. 이에 본 연구는 전자문서의 장기보존을 위한 표준요소를 제공하여 전자문서의 보존기반을 마련하는데 그 목적이 있다. 관리 전략수립을 위하여 생산시점의 장기보존요소 추출을 기본으로 하였으며 현용${\cdot}$준현용 단계 전자문서의 장기보존은 ISO 15489의 관리요소를 아카이브단계는 ISO 14721: OAIS(Open Archival Information System)참조모델을 분석하여 장기보존기능이 반영된 법률과 보다 개선된 시스템 환경을 제안하였다.

The recent Sichuan earthquake(2008) in China and Iwate-Miyazaki earthquake(2008) in Japan give Korea peninsula warning that it is no more safety zone against damage by earthquake events. So, rapid and appropriate countermeasures for dam operation and management against earthquake are needed. In Korea earthquake design standard(MOCT, 1997) has been revised after Kobe earthquake. Installation of seismometer and monitoring of earthquake for special class dams is requlated in dam aseismic design standard(MOCT, 2001). Accelerometer installation project for existing dams has been carrying out by K-water to establish an earthquake network for dam safety. Real-time dam earthquake monitoring network has also been developed to detect an earthquake efficiently and to warn to dam administrators as soon as possible. In this study, dam real-time earthquake monitoring system developed by K-water was introduced and applicability of real earthquake record measured by this system to dam safety management was illustrated.

This study attempted to estimate the degree of management of oak mushroom farms in Chungcheongnam-do and to provide information to establish oak mushroom cultivation-related policies. The oak mushroom management standard diagnostic table consists of three major categories, growing condition, inoculation management, cultivation management and management administration, along with 20 subcategories. Thus, 209 households of oak mushroom farms were surveyed from 2015 to 2018 in Gongju, Cheongyang, Buyeo and Seochun in Chungcheongnam-do. The average score for the 20 subcategories was 71.5 points (representing a significant level), indicating that these areas have excellent management conditions. The analysis of the management performance indicators revealed a high number of indicators with scores of five or above. The total score was higher, and the amount per bed log and the rate of top-grade products in the total output were also higher, indicating a significant correlation. These findings will provide consulting services to oak mushroom growers as they highlight the correlation between the higher scores of indicators in the oak mushroom management standard diagnostic table and the management performance of farmers. We found that the scores of the indicators for management administration, such as management record and analysis and fund plan were relatively lower than those of other indicators. It is assumed that the owners aging has led to negligence in recording the details on incomes, expenditures, and work and lowered the willingness to make substantial profits. Therefore, it is essential to overcome these problems for profitable oak mushroom farming.

인터넷의 발달로 개인정보의 수집 및 이용이 일상화됨에 따라 개인정보의 침해가 급속도로 확대 되고 있다. 의료분야에 대한 개인정보보호에 대해서는 '정보통신망이용촉진 및 정보보호 등에 관한 법률'등에 체계적으로 규정되어 있으나, 법적용 대상이 정보통신 서비스 제공자 위주로 규정되어 의료분야에 적용하는 데 한계가 있다. 때문에 본 논문에서는 국내 의료기관이 전자의무기록 시스템에 보안을 적용하기 위해 우선적으로 선행되어야 할 개인의료정보 보호방안에 대해 정의하고, 적용근거를 위한 법 제도의 검토사항을 제시하였다. 또한, 전자의무기록에 대한 전자서명의 구체적인 적용방안을 예시하여 의료분야에 있어서 보안적용을 위한 기준을 제시하였다.

As more and more the social environment change, the companies try to improve industrial structure. The role of enterprise changed direction from position power to communication power. Social contributed activity - representative of social responsible activities in companies - is means of communication with the community and new marketing strategy. The most important element of successful social contributed activity is member's volunteering minds. Volunteer mind based on practical behavioral philosophy. This is right people for company. In this paper, we discussed company social responsibility and suggested standard guide line for voluntary record reflection when the company hire new employees.

This study discusses the direction of legislation to strengthen the legal protection of medical records privacy in information age. The legislation trends on privacy protection of medical records in European Union and United States are analysed and the current law and regulation of Korea on medical records are compared. The issues discussed include the ownership of medical records, the patient's right of access to medical records, medical information publication for other than treatment or insurance processing use, confidentiality responsibility of provider organizations, medical information management in provider organizations, penalty for the unlawful use of patient information. This study concludes that the patients' right on medical record and provider organization's responsibility in processing patient information should be strengthened in order to protect patients' privacy and to conform to the international standard on medical record protection in the information age.

In this study, we attempted to estimate the degree of management of chestnut forestry households in Chungcheongnam-do and to provide information for establishing chestnut cultivation-related policies. The chestnut management standard diagnostic table consists of three major categories, namely, management base, management and sales capacity, and production technology levels, along with 19 subcategories. A survey of 309 chestnut forestry households was conducted from 2014 to 2019 in Gongju, Cheongyang, and Buyeo in Chungcheongnam-do. The average score for the 19 subcategories was 65.7 points, indicating that these areas have excellent management conditions. When the total score was higher, the output per hectare and the rate of top-grade products in the total output were also higher, indicating a significant correlation. These findings will be useful for providing consulting services to chestnut growers as they highlight the correlation between the higher scores of the indicators in the chestnut management standard diagnostic table and the management performance of the farmers. We found that the scores of the indicators for management and sale skill, such as management record and analysis, material purchase, and direct transaction with consumers, were relatively lower than those of the indicators for management base and production skill. It is assumed that the chestnut growers aging has led to negligence in recording details on incomes, expenditures, and work and lowered the willingness to make substantial profits. Therefore, it is essential to overcome these problems for profitable chestnut farming.

Purposes: The Common Data Model(CDM) is very important for multi-institutional research. There are various domestic and international CDM construction cases to actively utilize it. In order to construct a CDM, different terms from each institution must be mapped to standard terms. Therefore, we intend to derive the importance and major issues of terminology mapping and propose a solution in CDM construction. Methodology/Approach: This study conducted terminology mapping between Electronic Health Record(EHR) and MOA CDM for constructing Medical Record Observation & Assessment for Drug Safety(MOA) CDM at Dankook University Hospital in 2022. In the process of terminology mapping, a CDM standard terminology process and method were developed and terminology mapping was performed by applying this. The constructions of CDM mapping terms proceeded in the order of diagnosis, drug, measurement, and treatment_procedure. Findings: We developed mapping guideline for CDM construction and used this for mapping. A total of 670,993 EHR data from Dankook University Hospital(January 1, 2013 to December 31, 2021) were mapped. In the case of diagnosis terminology, 19,413 were completely mapped. Drug terminology mapped 92.1% of 2,795. Measurement terminology mapped 94.5% of 7,254 cases. Treatment and procedure were mapped to 2,181 cases, which are the number of mapping targets. Practical Implications: This study found the importance of constructing MOA CDM for drug side effect monitoring and developed terminology mapping guideline. Our results would be useful for all future researchers who are conducting terminology mapping when constructing CDM.
