This study also aims to present any implications for the development of the classified record management system of Korea. To this end, the previously issued EO concerning the classified records management were reviewed in terms of its classification, safeguard, and declassification. The analysis results showed that the EO by the president established and prescribed the special access program for national secrets, the system to exempt and suspend the automatic declassification, and the sanctions for protecting national secrets. The EO also established and prescribed the appointment system for the person with the authority to classify record, automatic declassification program, and Mandatory declassification review system, as well as the procedures for historical researcher and certain former government personal to access the classified records with the purpose of guaranteeing people's right to know. As a result, this study identified implications for the development of Korea's classified record management system, as follows : First, it is necessary to restructure the current classified record management system, by changing the operations that is dependent on the director of the National Intelligence Service to the one that is dependent on the President. Second, it is necessary to legislate a separate special law for the classified record management system. Third, a standing supervisory body should be established for the integrated management and for the consistent and routine supervision of the classified record management. Fourth, it is necessary to establish procedures to further review the classification of classified record to correct the defects of the current classification system, which has been abused and mismanaged by the national agencies and organizations that produce classified record.

In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

By the law, "Public Records Act", all public agencies should have at least one record manager. However, education support offices and military related agencies currently have a low recruitment rate than other agencies. To overcome the absence of records manager, several education support offices ran the 'CoP(Community of Practice)s of Records Management'. To determine the current state of operation of the CoPs, a preliminary analysis was conducted on all national education support offices by information disclosures. And then the detail survey was performed by dividing the institutions with/without the CoPs, At the results, the CoPs of record managements help to perform practical task and improve individuals'skills. Meanwhile, even if the CoPs temporarily substitutes record management tasks, the record manager specialist must be recruited. In addition, we proposed an activation plan to identify and solve the obstacles in the operation of the CoPs of records management.
The purpose of production status report is figuring out the amount of records produced by departments and record centers and establishing plans for transfer and collect of archives. These are the main functions of production status report clarified by Public Records Management Act. Production status report is introduced as the means to control the record management in public institutions which lack the understanding of the record production and management. Up to now, public institutions carry out production status report. However, it only has been done as a formal procedure and records collected unsurely transfer to Archives. The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.
