  • The purpose of the study is to find out how laws related to the nursing profession can be improved by analyzing the rules and regulations concerning nursing. Furthermore, to help settle legal matters in the process of doing nursing work. The data used for the study are the Health and Medical Act, the Maternal and Child Health Act, the School Health Act, the Special Act for Health and Medical Service in Rural Areas, the Industrial Health & Safety Act and the Notice on Nursing Professional Courses analyzed by age and content. The results of the study are as follows : First, basic nursing practice includes 'nursing care for recuperation and assistance in medical treatment and in special areas including the pre-vention of disease, maintenance of health, control of environment, and other therapeutic activities. It is suggested that the phrase 'assistance in medical treatment' should be eliminated as it limits the basic nursing practice to the assistance of the medical treatment. Second, Article 56 of the Health & Medical Act prescribes a special nurse but it does not prescribe a specific job. Accordingly, the new provison concerning the specific jobs of a special nurse should be added or a job guide should be inseated. Third, it is prescribed that those who have completed the training course after obtaining a license are qualified to be a midwife, a special nurse and a nurse practitioner working in special areas. However, school nurses, occupational health nurses and maternal and health workers are required to obtain a nurse license, but not to take an additional training course. Nurses working in special areas should be legally recognized as nurse specialists. The regulations to control various qualification standards consistently should be established. Fourth, the qualifications and types of nurses by area prescribed by Article 54 of the Health and Medical Act are not consistent with those of special nurses as recognized by affiliated organizations of the Korean Nurse Association and some hospitals. Accordingly, the qualifications and types of special nurses should be adjusted in consideration of special nurses. Fifth, as Article 16, Paragraph 2 of the Health and Medical Act does not prescribe the type and scope of first - aid treatment that nurses can provide, the first-aid treatment of nurses might be considered as an unlicensed practice. The specific regulations regarding these matters should be established. Sixth, the contents of the nursing record, which are prescribed by Article 21 of the Health and Medical Act as a duty, include 1) matters concerning body temperature, pulse, breath and blood pressure 2) matters concerning drug prescription 3) matters concerning input and output 4) matters concerning the treatment and nursing care (Article 17 of the Enforcement Regulations, Health and Medical Act). However, these matters are limited to basic nursing care and assistance in medical treatment. The new recording methods on nursing process are suggested to be adopted legally. Seventh, the prescription right entrusted to nurses which are prescribed by the School Health Act, the Special Act on Health and Medical Service for Rural Areas, and the Industrial Health and Safety Act are not consistent with the rights of nurses as prescribed by the Health and Medical Act. New regulations prescribing the partial right for medical treatment entrusted to nurses in consideration of the restraint of time and place in emergency situations should be established.

  • This study examined from "SangHanChangHwaHunJiJip" how medical exchange between doctors of Joseon and Japan affected medical science of Japan. "SangHanChangHwaHunJiJip" is a record that organized the written conversation between doctors and scholars of the Joseon and Edo period when the delegation so-called Joseon Tongsinsa visited Japan in 1719. Even though "SangHanChangHwaHunJiJip" was written by Japanese, but it was comprised of Joseon's advanced medical ideology, especially "DongEuiBogam" that has occupied an important part of the Joseon medical ideology. As a matter of fact, "SangHanChang HwaHunJiJip" contains general theme and medical subject. But until now, it has been hardly studied by medical historians. Many studies were generally made related to Joseon Tongsinsa, a governmental delegation, focused on literary and cultural exchange between Joseon and Japan by historians. "SangHanChangHwaHunJiJip" is no exception to this trend. We can find that doctors of the Joseon and Edo period entered into colloquium, a form of group discussion, about the clinical theme in "SangHanChangHwaHunJiJip". Concretely, the conversation between doctors of Joseon and Japan was about infant disease, infectious disease, folk remedies, medical herbs, moxa cautery, acupuncture, the study of nature, the study of medical books, etc. For example, when doctors of Japan ask a confirmed disease, doctors of Joseon explained it particularly. They had a great effect on in every cultural aspect of Japan, especially its medical field. Through this study of the medical questions and answers in "SangHanChangHwaHunJiJip", I came to know that the doctors of GiHae envoys gave great influence to the medical knowledge of Japan and the GiHae inherited and developed the medical tradition of SinMyo envoys. Through the examination of this study, I could deduct that "JeongJeongDongEuiBogam" which was published by the government of the Edo period is due to not only the contents of DongEuiBogam's advanced medical thought, but also the doctors of GiHae envoy. Also, "SangHanChangHwaHunJiJip" gives us an idea that doctors of GiHae envoys have medical trend of the OnBoHakFa and a group of Japanese doctors has medical trend of the study of nature. I am confident that the improvement of medical science and natural history of the Edo period is due to influence of medical exchange between Joseon and Japan. "SangHanChangHwaHunJiJip" confirms that medical exchange between two countries affected doctors and scholars of the Edo period.

  • The World Wide Web has become one of the major services provided through Internet. When searching the vast web space, users use bookmarking facilities to record the sites of interests encountered during the course of navigation. One of the typical problems arising from bookmarking is that the list of bookmarks lose coherent organization when the the becomes too lengthy, thus ceasing to function as a practical finding aid. In order to maintain the bookmark file in an efficient, organized manner, the user has to classify all the bookmarks newly added to the file, and update the folders. This paper introduces our learning agent called BClassifier that automatically classifies bookmarks by analyzing the contents of the corresponding web documents. The chief source for the training examples are the bookmarks already classified into several bookmark folders according to their subject by the user. Additionally, the web pages found under top categories of Yahoo site are collected and included in the training examples for diversifying the subject categories to be represented, and the training examples for these categories as well. Our agent employs naive Bayesian learning method that is a well-tested, probability-based categorizing technique. In this paper, the outcome of some experimentation is also outlined and evaluated. A comparison of naive Bayesian learning method alongside other learning methods such as k-Nearest Neighbor and TFIDF is also presented.

  • Objectives : The purpose of this study was to analyze dental records performed through a dental hygiene process and provide basic data on clinical training education for dental hygienists. Methods : The dental hygiene records of 440 senior dental hygiene students in Y University from March 2005 to September 2008, were examined. The needs of the clients confirmed by the dental hygiene diagnosis was based on Human Need Theory. The client's needs and the number of visits were analyzed according to the general characteristics(gender, age). The contents of the dental hygiene implementation performed according to the needs were divided into dental hygiene care and oral health education. The dental hygiene evaluation was classified into 'Met of Goal', 'Partially Met of Goal', and 'Unmet of Goal' according to the dental hygiene diagnosis. Data analysis was performed for the Frequency statistics and a Fisher's exact test using SPSS 12.0K for Windows. Results : 1. The clients were mostly aged in their 20's(307 clients). 2. The dental hygiene care usually performed was 'Scaling' and 'Recommendation to visit a dental clinic', and the education performed was 'How to brush teeth'. The implementation result from the need to Freedom of Stress was as simple as 'Be careful when treating' and 'Explanation of medical treatment and tools'. 3. The dental hygiene evaluation showed a higher met rate in the field of education than in that of the dental hygiene care. The reason for unmet the goal was 'Lack of the client's efforts and they didn't visit dental clinic'. Conclusions : The search for a range of clients for dental hygiene process should be made through effective connections between the local community institutions and schools. It was suggested that they should be strength the practical exercises for clients suffering dental anxiety and stress in dental treatments. • This study was conducted to analyze how appropriate the on-line nutrition information was externally as a web information. Four-hundred-ninety-seven web sites from 5 internet search engines (Yahoo, Empas, Nate, Hanmir, Naver) were selected on the basis of April 25th, 2004. The skillful personnels monitored them about 8 evaluating categories: clarity, purpose, authority, durability, advertisement, privacy and/or security, responsibility, and contents. Forty percent of the selected web sites were operated by the companies which had commercial purpose like internet shopping malls and 5.6% by academies, societies, research institutions, schools/colleges and public institutions. Most of web sites (76.1 %) were managed for advertisements and sales of companies' commodities, and 32.6% had the food and nutrition information as first purpose. Ninety-three percent of web sites were targeted to healthy individuals through whole life cycle. Specifically, there were lots of web sites for the obesity which were offered by diet related companies. Of the 497 web sites, 193 mentioned the name providing the nutrition information, but only 1/3 had reliability on their specialty. As a source of nutrition information, 52.7% of web sites were using 'books of the major field' and 42.0% 'newspapers' and 23.7% 'broadcasting', respectively. Most web sites mentioned 'setting-up date' but not 'renewal date'. Thirty-six percent of web sites took '2 - 3 days' for the operators to answer the questions through the bulletin. Forty-seven percent of web sites answered' 1 - 10 questions' per 1 week, but 40.1 % of them didn't answer for a week at all. There were 118 web sites (23.7%) to record the connected frequencies and 36.0% of them put the advertisements. Around 96% of web sites mentioned feedback addresses. Among the menus of web sites, 68.0% were about self-advertisement and 64.0% about nutrition information. Each web site was scored to judge its external quality according to the operators by selecting 13 items. Web sites managed by public institution had highest scores (9.5), and lowest in private vendors', food companies' and individual web pages. Among search engines, Naver got the highest score of 7.0 and Nate the lowest one of 6.1. As it was only the pilot study, there were several limits in evaluating tools, time and monitored quantity. To make monitoring of on-line nutrition informatiions actively, standardized monitoring forms might be developed under the integrated studies.

  • According to statistics, drunk drivers who repeatedly violate the DUI (Driving under influence) regulation have been continuously increased, and now the habitual drunk drivers become a societal problem. Employing a confirmative factorial analysis of structural equation model to analysis psychological characteristics of habitual drunk drivers and also seek countermeasures, this study identify the difference among three different groups of drivers: 1) sober drivers, 2) drivers with a DUI violation record, and 3) drivers with more than two records. The results of this study are as follows: First, remedies and educational contents to rectify drunk drivers can be differentiated according to their drunk driving records. Second, using defense mechanism (e.g., rationalization, projection, sublimation), drunk driving psychology (such e.g., sense of guilt, shame, embarrassment) and self-esteem (e.g., affirmation, denial) as theory variables, a Structural Equation is constructed to represent Psychological Characteristics of drunk driving according to records on drunk driving. Third, as a result of analysis of the Psychological Characteristics Model, measures for prevention and reduction of drunk driving suitable for the characteristics of respective group are also suggested. Forth, drunk driving measures based on drinking individuality are complemented by concurrence analysis on records of drunk driving records and National Alcoholism Screening Test (NAST) score. Also, two or more times recorded drunk drivers are classified as inveterate drunk drivers.

  • Owing to recent advanced techniques in information and communication technology(ICT), our daily life has been changing very quickly and our life style has also been affected greatly. In the current knowledge and information society, the disabled can have a right to enjoy benefits of advanced ICT technologies. However, there is a barrier called digital divide so that the disabled have some difficulties to communicate to the world with ICT technologies. In this sense, our job is to close digital divide and let the disabled enjoy benefits of ICT technologies. Recently there have been some research works to close digital divide between the disabled and the non-disabled. Among various attempts to close digital divide, improving web accessibility for the disabled is the biggest concern since web is a still representative tool among ICT tools. The purpose of this paper is to propose some practical guidelines for improving web accessibility for the disabled. The proposed improvement guidelines are developed based on the existing web accessibility guidelines and are upgraded for more adaptable to the disabled. Our principles are based on the following philosophy. First, any input transmission must be more confirmed. Second, prevent any instant request. Third, allow the disabled to record or store the contents if necessary. Fourth, reduce physical movement for the disabled. Fifth, provide more interaction tools for the disabled.

  • Common dental procedures(dental extraction & minor operation) are potentially stress-inducing in many patients, especially medically compromised patients. The body's response to dental stress involves the cardiovascular system(an increase in cardiovascular workload), the respiratory organ and the endocrine system(change in metabolism). To minimize the stress to the medical risk patient, the stress reduction protocol was established. The obtained contents were as follows: (1) Recognize the patient's degree of medical risk (2) Complete medical consultation before dental therapy (3) Schedule the patient's appointment in the morning (4) Monitor and record preoperative and postoperative vital signs (5) Use psychosedation during therapy (6) Use adequate pain control during therapy (7) Short length of appointment : do not exceed the patient's limits of tolerance (8) Follow up with postoperative pain/anxiety control (9) Telephone the higher medical risk patient later on the same day that treatment was given Though the stress reduction protocol above was applied to the dental extraction in medically compromised patients with the advanced infected teeth, the final responsibility for the complications(syncope, bleeding & infection, etc.) in a patient rests with the dentist who ultimately treats him. For the prevention of postextraction complications & poor prognosis, the authors treated the advanced infected teeth with the pulp extirpation, opening drainage through the canal and complete occlusal reduction. The final extraction and wound closure were then done after $1{\sim}2$ weeks. The final prognosis was comfortable without common complications.
