  • For a real-time flood forecasting and reservoir control problem of a multipurpose dam, the online acquisition of hydro-meteorological data and computerized analysis of the acquired data are absolutely necessary for the prompt decision of reservoir discharges which can minimize the possible damages and simultaneously maximize the utilization of the runoff. By introducing a man-machine interface such as condensed color graphics of the analyzed results, it is much easier and faster to transform the information to the decision maker who can decide the reservoir discharge. The newly developed PC-REFCON, which represents the PC based real-time flood forecasting and reservoir control, can easily handle the above problems by adopting a innovative decision support system. The system has three principal components of, a data base subsystem which acquires and manages real-time data, a model subsystem which forecasts the flood runoff and simulates the reservoir operation, and a dialogue subsystem which helps decision maker and system engineers using various graphics and tables with renovative methodologies. The developed PC-REFCON will be utilized from the coming Summer of 1992 for the flood control of all the nine multipurpose reservoirs in Korea.

  • Flooding is one of the most serious and frequently occurred natural disaster at many regions around the world. Especially, under the climate change impact, it is more and more increasingly trend. To reduce the flood damage, flood forecast and its accuracy analysis are required. This study is conducted to analyze the accuracy of the real-time flood forecasting of a coupled meteo-hydrological model for the Han River basin, South Korea. The LDAPS (Local Data Assimilation and Prediction System) products with the spatial resolution of 1.5km and lead time of 36 hours are extracted and used as inputs for the SURR (Sejong University Rainfall-Runoff) model. Three statistical criteria consisting of CC (Corelation Coefficient), RMSE (Root Mean Square Error) and ME (Model Efficiency) are used to evaluate the performance of this couple. The results are expected that the accuracy of the flood forecasting reduces following the increase of lead time corresponding to the accuracy reduction of LDAPS rainfall. Further study is planed to improve the accuracy of the real-time flood forecasting.

  • Although long-term runoff analysis is important as much as flood analysis in the design of water works, the technological level of the former is relatively lower than that of the latter. In this respect, the precise estimation model for the volume of successive runoff should he developed as soon as possible. Up to now, in Korea, Gajiyama's formula has been widely used in long-term runoff analysis, which has many problems in applying in real situation. On the other hand, in flood analysis, unit hydrograph method has been exclusively used. Therefore, this study aims at trying to apply unit hydrograph method in long-term runoff analysis for the betterment of its estimation. Four test catchment areas were selected ; Maesan area in Namlum river as a representative area of Han river system, Cheongju area in Musim river as one of Geum river system, Hwasun area in Hwasun river as one of Yongsan river system, and Supyung area in Geum river as one of Nakdong river system. In the analysis of unit hydrograph, seperation of effective rainfall was carried out firstly. Considering that effective rainfall and moisture condition of catchrnent area are inside and outside of a phenomenon respectively and the latter is not considered in the analysis, Initial base flow(qb)was selected as an index of moisture condition. At the same time, basic equation(Eq.7) was established, in which qb can take a role as a parameter in relating between cumulative rainfall(P) and cumulative loss of rainfall(Ld). Based on the above equation, computer program for estimation model of qbwas seperately developed according to the range of qb, Developed model was applied to measured hydrographs and hyetographs for total 10 years in 4 test areas and effective rainfall was estimated. Estimation precision of model was checked as shown in Tab- 6 and Fig.8. In the next stage, based on the estimated effective rainfall(R) and runoff(Qd), a runoff distribution ratio was calculated for each teat area using by computerised least square method and used in making unit hydrographs in each test area. Significance of induced hydrographs was tested by checking the relative errors between estimated and measured runoff volume(Tab-9, 10). According to the results, runoff estimation error by unit hydrograph itself was merely 2 or 3 %, but other 2 or 3 % of error proved to be transferred error in the seperation of effective rainfall. In this study, special attentioning point is that, in spite of different river systems and forest conditions of test areas, standardized unit hydrographs for them have very similar curve shape, which can be explained by having similar catchinent characteristics such as stream length, catchinent area, slope, and vegetation intensity. That fact should be treated as important factor ingeneralization of unit hydrograph method.

  • Flood forecasting in Korea has been based on the off-line parameter estimation method. But recent flood forecasting studies explore on-line recursive parameter estimation algorithms. In this study, a simultaneous adaptive estimation of system states and parameters for rainfall-runoff model is investigated for on-line real-time flood forecasting and parameter estimation.   • Many rainfall-runoff model, which is applied discharge calculation for effective water-resource planning and management needs topographic and parameter of basin character. But it is very difficult to apply real a phase. Accordingly in this study filling up these problems. Applying GIS(geographic information system) through environment creating input data or concerning with GIS and rainfall runoff model. We built environment that analyze hydrograph showing discharge variation by time. GIS software for constructing input data is used by ArcView. For analysis of hydrograph in Basin, TOPMODEL applied topographic index. Besides for estimate of appliance to rainfall-runoff model, simple storm event and complex storm event are applied rainfall data which was before.

Application of Urban Stream Discharge Simulation Using Short-term Rainfall Forecast (단기 강우예측 정보를 이용한 도시하천 유출모의 적용)

  • In this study, we developed real-time urban stream discharge forecasting model using short-term rainfall forecasts data simulated by a regional climate model (RCM). The National Centers for Environmental Prediction (NCEP) Climate Forecasting System (CFS) data was used as a boundary condition for the RCM, namely the Global/Regional Integrated Model System(GRIMs)-Regional Model Program (RMP). In addition, we make ensemble (ESB) forecast with different lead time from 1-day to 3-day and its accuracy was validated through temporal correlation coefficient (TCC). The simulated rainfall is compared to observed data, which are automatic weather stations (AWS) data and Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis (TMPA 3B43; 3 hourly rainfall with $0.25^{\circ}{\times}0.25^{\circ}$ resolution) data over midland of Korea in July 26-29, 2011. Moreover, we evaluated urban rainfall-runoff relationship using Storm Water Management Model (SWMM). Several statistical measures (e.g., percent error of peak, precent error of volume, and time of peak) are used to validate the rainfall-runoff model's performance. The correlation coefficient (CC) and the Nash-Sutcliffe efficiency (NSE) are evaluated. The result shows that the high correlation was lead time (LT) 33-hour, LT 27-hour, and ESB forecasts, and the NSE shows positive values in LT 33-hour, and ESB forecasts. Through this study, it can be expected to utilizing the real-time urban flood alert using short-term weather forecast.

Development of a shot noise process based rainfall-runoff model for urban flood warning system (도시홍수예경보를 위한 shot noise process 기반 강우-유출 모형 개발)

  • This study proposed a rainfall-runoff model for the purpose of real-time flood warning in urban basins. The proposed model was based on the shot noise process, which is expressed as a sum of shot noises determined independently with the peak value, decay parameter and time delay of each sub-basin. The proposed model was different from other rainfall-runoff models from the point that the runoff from each sub-basin reaches the basin outlet independently. The model parameters can be easily determined by the empirical formulas for the concentration time and storage coefficient of a basin and those of the pipe flow. The proposed model was applied to the total of three rainfall events observed at the Jungdong, Guro 1 and Daerim 2 pumping stations to evaluate its applicability. Summarizing the results is as follows. (1) The unit response function of the proposed model, different from other rainfall-runoff models, has the same shape regardless of the rainfall duration. (2) The proposed model shows a convergent shape as the calculation time interval becomes smaller. As the proposed model was proposed to be applied to urban basins, one-minute of calculation time interval would be most appropriate. (3) Application of the one-minute unit response function to the observed rainfall events showed that the simulated runoff hydrographs were very similar to those observed. This result indicates that the proposed model has a good application potential for the rainfall-runoff analysis in urban basins.

  • Recently, though damage caused by intensive rainfall and typhoon happens frequently, we could not forecast or predict a disaster, due to the difficulty of obtaining exact information about it. For efficient disaster management, the most urgent need is the preparation of a flood forecast-warning system. Therefore, we need to provide a program that has the ability of inundation analysis and flood forecast-warning using a geographic information system, and using domestic technology rather than that from foreign countries. In this research, we constructed a FDMS(Flood Disaster Management System) that is able to analyze real-time inundation data, and usins the GIS(Ceographic Information System) with prompt analyzing of hydrologic-topographical parameters and runoff-computation. Moreover, by expressing inundation analysis in three-dimensions, we were able to get to the inundation area with ease. Finally, we expect that the application of this method in the (food forecast-warning system will have great role in reducing casualties and damage.

  • Runoff Characteristics has been Analysis Using geomorphologic Instantaneous Unit Hydrograph(GIUH) and geomorphoclimatic unit hydrograph(GCUH) on an ungaged vary small basin about $5km^2$ scale in Kyungbuk gampo area. First, we estimated hydrology Factor using Geographic Information System(GIS) tool and then, calculated the characteristic velocity using the real rainfall-runoff data. It is compared with several velocities derived from GCUH theory and several other concentration time formulae. Kerby and Braby-Williams seems to be more applicable as characteristic velocity formula. Second, We compared the GCUH peak discharge with the probable flood, also compared the unit hydrograph as like the Clark, the Nakayasu and the S.C.S and GCUH with the observed discharge using the real rainfall events. The comparison results showed that GCUH could be applicable on an ungaged vary small basin. We expected that the result can be used as for estimation of a flash flood standard rainfall as well as emergency management plan.

  • Growing needs for efficient management of water resources urge integrated management of whole basin. As one of the tools for supporting above tasks, this study aims to indicate a hydrologic model that can simulate the streamflow discharges at some control points located both upper and down stream of dams. For the development and utilization of non analysis model, relevant basin information including historical precipitation and river water stage data, geophysical basin characteristics, and water intake and consumptions needs to be collected and stored into the hydrologic database of Integrated Real-Time Water Information System. The well-known SSARR model was selected for basis of continuous daily runoff model for forecasting short and long-term national river flows in this paper.
