Global Flood Alert System (GFAS) is an attempt to make the best use of satellite rainfall data in flood forecasting. The project of GFAS is promoted both by Ministry of Land, Infrastructure and Transport-Japan (MLIT) and Japan Aerospace Exploration Agency (JAXA), under which Infrastructure Development Institute-Japan (IDI) has been working on the development of Internet-based information system and just launched trial run of GFAS in April 2006 on International Flood Network (IFNet) website. The function of GFAS is to connect space agencies and hydrological services/river authorities in charge of flood forecasting and warning by providing global rainfall information in maps, text data e-mails and so on which is produced from binary global rainfall data downloaded from National Aeronautics and Space Administration (NASA) website. Although the effectiveness of satellite rainfall data in flood forecasting and warning has yet to be verified, satellite rainfall is expected to play an important role to strengthen existing flood forecasting systems by diversifying hydrological data source.

A flash flood is one of the most hazardous natural events caused by heavy rainfall in a short period of time in mountainous areas with steep slopes. Early warning of flash flood is vital to minimize damage, but challenges remain in the enhancing accuracy and reliability of flash flood forecasts. The forecasters can easily determine whether flash flood is occurred using the flash flood guidance (FFG) comparing to rainfall volume of the same duration. In terms of this, the hydrological model that can consider the basin characteristics in real time can increase the accuracy of flash flood forecasting. Also, the predicted radar rainfall has a strength for short-lead time can be useful for flash flood forecasting. Therefore, using both hydrological models and radar rainfall forecasts can improve the accuracy of flash flood forecasts. In this study, FFG was applied to simulate some flash flood events in the Taehwa river basin by using of SURR model to consider soil moisture, and applied to the flash flood forecasting using predicted radar rainfall. The hydrometeorological data are gathered from 2011 to 2021. Furthermore, radar rainfall is forecasted up to 6-hours has been used to forecast flash flood during heavy rain in August 2021, Wulsan area. The accuracy of the predicted rainfall is evaluated and the correlation between observed and predicted rainfall is analyzed for quantitative evaluation. The results show that with a short lead time (1-3hr) the result of forecast flash flood events was very close to collected information, but with a larger lead time big difference was observed. The results obtained from this study are expected to use for set up the emergency planning to prevent the damage of flash flood.

It is necessary to estimate the runoff hydrograph and peak flood discharge using law of probability for synthetic flood control policy and design of hydraulic structures. Rainfall analysis is needed in the process of peak flood discharge estimation and the time distribution of a design rainfall is a very important process in the analysis. In this study, we estimate design flood for a small urban basin and a rural basin of medium scale which have different travel times. The Huff method is widely used in Korea for the time distribution of design rainfall to estimate design flood. So, we use Huff method and a conceptual method which is suggested in this study for the comparative purpose. The 100-year frequency rainfall is used to estimate design flood for each basin and the design flood is compared with the existing design flood. As the result, the design flood is overestimated $14.6m^3/sec$ by Huff method and is underestimated $70.9m^3/sec$ by a conceptual method for the rural basin. For the small urban basin, the design flood is excessively overestimated $294.65m^3/sec$ by Huff method and is overestimated $173m^3/sec$ by a conceptual method. The reason of excessive overestimation by Huff method in the small urban basin is that the increased rate of rainfall intensity according to the decrease of duration is large and the duration exceeds the time of concentration when the increased rainfall intensity is concentrated in a quartile. Therefore, we suggested a conceptual method for the time distribution of design rainfall by considering the rainless period and duration. Especially, the conceptual method might be useful for the small urban basin with short concentration time which the design flood is overestimated by Huff method.
The purpose of this study is to estimate the critical flood discharge and flash flood trigger rainfall for alarm system providing for a flash flood in mountainous area. The flash flood need non-linear approaching method, because rainfall-runoff is nonlinear and it is difficult to explain the existing linear rainfall-runoff. Hydrological characteristics would be utilized to apply such as hydrologic modelling or basin management. This study was effectively estimated a topographic characteristic factor of basin using the GIS. Especially, decided stream order using GIS at stream order decision that is important for input variable of GCIUH. A flash floods defined as a flood which follows shortly after a heavy or excessive rainfall event, with a few hours. In this study, we gave a definition that a critical flood for alarm is the flood when valley depth judging dangerous depth is over 0.5m depth from the bottom of channel. Result that calculate threshold discharge to use GCIUH, at the Mureung valley basin, flash flood trigger rainfall was 16.34mm in the first 20minutes when the threshold discharge was $14.54m^3/sec$.

Urban flooding occurs in the form of internal-water inundation on roads and lowlands due to heavy rainfall. Unlike in the case of rivers, inundation in urban areas there is lacking in research on predicting and warning through measurement data. In order to analyze urban flood patterns and prevent damage, it is necessary to analyze flooding measurement data for various rainfalls. In this study, the pattern of urban flooding caused by rainfall was analyzed by utilizing the urban flooding measuring sensor, which is being test-run in the flood prone zone for urban flooding management. For analysis, 2019 rainfall data, surface water depth data, and water level data of a street inlet (storm water pipeline) were used. The analysis showed that the amount of rainfall that causes flooding in the target area was identified, and the timing of inundation varies depending on the rainfall pattern. The results of the analysis can be used as verification data for the urban inundation limit rainfall under development. In addition, by using rainfall intensity and rainfall patterns that affect the flooding, it can be used as data for establishing rainfall criteria of urban flooding and predicting that may occur in the future.

The recent rainfall has happened to exceed the design rainfall after 1990 often, due to the characteristic of the rain to be changed. So, it is failing the ability safety of flood defense equipments to exist. This study analyzed the rainfall of Busan in 2003 since 1961 through the FARD2002(Frequency Analysis of Rainfall Duration). The result is equal to the thing which the design rainfall increased a little since 1991. The change of design rainfall created the result to be a flood discharge increase. This study investigated about the impact to influence on the river bank according to the change of flood discharge, the rainfall pattern change as well. This study used the program of HEC-RAS with HEC-HMS and calculated flood discharge with flood level of river. The result is equal to the thing which the computation became a flood level which exceed 50year(River design criteria-Korea water resources association 2002) criteria with 30year(River establishment criteria-Ministry of construction & transportation 1993), because of an area of impermeability increased of model basin.

A flood - flow forecasting system model of river basins has been developed in this study. The system model consists of the data management system(the observation and telemetering system, the rainfall forecasting and data-bank system), the flood runoff simulation system, the reservoir operation simulation system, the flood forecasting simulation system, the flood warning system and the user's menu system. The Multivariate Rainfall Forecasting model, Meteorological factor regression model and Zone expected rainfall model for rainfall forecasting and the Streamflow synthesis and reservoir regulation(SSARR) model for flood runoff simulation have been adopted for the development of a new system model for flood - flow forecasting. These models are calibrated to determine the optimal parameters on the basis of observed rainfall, 7 streamfiow and other hydrological data during the past flood periods.

The flood-flow management system model with SSARR model(FFMM-SR,FFMM-SR(FR) and FFMM-SR(MV)), in which the integrated operation of dams and rainfall forecasting in the basin are considered, is then suggested and applied for flood-flow management and forecasting. The results of the simulations done at the base stations are analysed and were found to be more accurate and effective in the FFMM-SR and FFMM0-SR(MV).

This study proposed an equation for Rainfall Threshold for Flood Warning (RTFW) for urban areas based on computer simulations. First, a coupled 1D-2D dual-drainage model was developed for nine watersheds in Seoul, Korea. Next, the model simulation was repeated for a total of 540 combinations of the synthetic rainfall events and watershed imperviousness (9 watersheds × 4 NRCS Curve Number (CN) values × 15 rainfall events). Then, the results of the 101 simulations with the critical flooded depth (0.25m-0.35m) were used to develop the equation that relates the value of RTFW to the rainfall event temporal variability (represented as coefficient of variation) and the watershed Curve Number. The results suggest that 1) the rainfall with greater temporal variability causes critical floods with less amount of total rainfall; and that 2) the greater imperviousness requires less rainfall to have critical floods. For validation, the proposed equation was applied for the flood warning system with two storm events occurred in 2010 and 2011 over 239 watersheds in Seoul. The results of the application showed high performance of the warning system in issuing the flood warning, with the hit, false and missed alarm rates at 68%, 32% and 7.4% respectively for the 2010 event and 49%, 51% and 10.7% for the event in 2011.

Hydrologic pattern under climate change has been paid attention to as one of the most important issues in hydrologic science group. Rainfall and runoff is a key element in the Earth's hydrological cycle, and associated with many different aspects such as water supply, flood prevention and river restoration. In this regard, a main objective of this study is to evaluate design flood using simulation techniques which can consider a full spectrum of uncertainty. Here we utilize a weather state based stochastic multivariate model as conditional probability model for simulating the rainfall field. A major premise of this study is that large scale climatic patterns are a major driver of such persistent year to year changes in rainfall probabilities. Uncertainty analysis in estimating design flood is inevitably needed to examine reliability for the estimated results. With regard to this point, this study applies a Bayesian Markov Chain Monte Carlo scheme to the NWS-PC rainfall-runoff model that has been widely used, and a case study is performed in Soyang Dam watershed in Korea. A comprehensive discussion on design flood under climate change is provided.
