The purpose of this study is to analyze human safety culture of the railway driver in domestic railway industry. This study proposes safety culture improvement of domestic railway by intensively comparing railway safety system overseas to reinforce domestic railway safety. Domestic railways well known the well-organized railway safety culture has brought up safety issues on their process of private management. With this process, also, domestic safety culture is requested by increasing sense of the safety for general public. This study expects Korean railways to become a well-organized that as removing insecure factors of domestic railway based on result comparing and analyzing the manual, factors and requirements of guideline for internal and external safety culture.

It is important to safety culture in railway industry because they variously refer to the safety-related values, attitudes, beliefs, risk perceptions and behaviours of railway employees. So this study tried to figure out the assessment criteria for safety culture at Korean National Railway. For the achieve the goal, we have the literature review, some assessment criteria have been founded by intensively comparing safety culture questionnaires in other industries to establish domestic railway safety. This study expects Korean railways to become a well-organized that as assessing safety culture with reasonable criteria or requirements.

This study proposes a model for railway safety assessment with which the safety of whole railway system can be evaluated. The purpose of the assessment model is to generate safety indicators which quantitatively represent the degree of railway safety. Safety indicators were proposed as three indicators according to their functions; accident indicators, safety management indicators, and safety culture indicators. This paper describes the first result on the safety target which will be a key starting point toward the development of safety assessment model. It is recommended that the safety target to be composed of several sub-targets are apportioned to constituent components. It is concluded that the classification of safety target has influence on deciding components or attributes that constitute each sub-indicators; accident indicators, safety management indicators, and safety culture indicators. Based on this study, a railway safety assessment model will be developed in the following study.

Safety is an essential requirement for public transportation, especially for railway. Railway are more safety than other means of transportation, but railway accident that is mass transportation result catastrophic result if an accident occurred. Railway operators and government are many prior efforts to prevent accident, but it is impossible to eliminate accidents. Therefore, various measures to reduce accidents as possible, and they have taken, this paper will review incident report system and safety culture which are most important factors for preventing accident. In addition, incident reporting system and an independent accident investigation and accident prevention and safety systems would be needed to improve train operating companies and related agencies for the safety of the railway is a cultural ritual. Indeed, the settlement of avalid railway safety culture will most certainly prevent railway accidents. Therefore, in the railway company and the correct understanding of railway safety culture and against the settlement plan would be reviewed in this paper.

This study tried to figure out the framework of safety culture in railway industry to analyze root causes of railway incidents and accidents at Korean National Railway. Through the literature survey, authors found some critical dimensions common to railway safety culture such as employees' belief in the managers' management weight on safety and productivity, recognition of safety importance, risk taking attitude, practice of safety meeting before and after doing work, communication between management and employees and among drivers, traffic managers and infrastructure maintenance workers, safety reporting practice, safety and performance appraisal, effectiveness of safety audit, safety training, work place arrangement, incidents and accidents investigation, and safety knowledge management.

The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behaviour that determine the commitment to, and the style and proficiency of, an organization's health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.
