철도 사상사고 위험도 평가를 위한 사고 시나리오 모델 개발에 관한 연구 (Development of Accident Scenario Models for the Risk Assessment of Railway Casualty Accidents)

  • The objective of this study is to develop accident scenario models for the risk assessment of railway casualty accidents. To develop these scenario models, hazardous events and hazardous factors were identified by gathering various accident reports and information. Then, the accident scenario models were built up. Each accident scenario model consists of an occurrence scenario model and a progress scenario model. The occurrence scenario refers to the occurrence process of the event before the hazardous event. The progress scenario means the progress process of the event after the hazardous event. To manage a large amount of accident/incident data and scenarios, a railway accident analysis information system was developed using railway accident scenario models. To test the feasibility of the developed scenario models, more than 800 domestic railway casualty accidents that occurred in 2004 and 2005 were investigated and quantitative and qualitative analyses were performed using the developed information system.

  • 도시철도는 1974년 1호선 개통이후 그 이용이 꾸준히 증가하는 추세이다. 이에 따라 도시철도 역사내에서 이용객의 안전사고의 위험이 높아졌다. 이러한 철도안전사상사고를 줄이기 위하여 철도운영시스템이 대부분 자동화되어 있다. 그럼에도 불구하고 여전히 철도안전사상사고의 사고의 가능성은 존재하고 있다. 본 논문에서는 서울메트로의 내부자료를 활용하여 철도안전사상사고의 유형, 연령별사고, 성별사고, 보행자 시설물별사고, 이용객별 사고, 그리고 철도안전사상사고의 사고원인을 분석하였다. 이를 기반으로 철도안전사상사고를 예방할 수 있는 대안으로서 철도안전교육프로그램 구축과 철도안전체험센터 구축방안을 제시하였다.

  • Recently, in the national railway industry there has been interested in the methodology of hazard analysis and risk assessment. The need of safety management system based on the technology of hazard analysis and risk assessment is being extended to identify in advance the weakness and threat factors causing the accident and cope with the accident actively. It is important to manage the risk of railway casualty accidents having a majority of railway accident. Especially, a hazard event of people struck takes the highest proportion of the railway casualty accidents. This paper describes the result of analysis for environment properties such as an age of casualty, time happened, day, month and weather conditions being concerned in the hazard event of people struck.

로지스틱회귀분석 모델을 활용한 도시철도 사상사고 사고예측모형 개발에 대한 연구 (Study on Accident Prediction Models in Urban Railway Casualty Accidents Using Logistic Regression Analysis Model)

  • 본 연구는 사고심각도 분류 및 예측을 위한 철도사고조사 통계기법에 관한 연구이다. 그동안의 선형 회귀분석은 사고 심각도 분석에 어려움이 있었으나 로지스틱회귀분석은 이를 보완할 수 있었다. 데이터마이닝 기법인 로지스틱회귀분석을 활용, 서울지하철(5~8호선) 역사 내 전도사고 중 에스컬레이터 전도사고 발생에 영향을 주는 사고예측 모형 변수는 사고자 연령, 음주여부, 사고 당시상황 및 행동, 핸드레일 잡음 여부였다. 분석의 정확도는 76.7%로 설명되었고 분석방법 결과에 따르면 정확도와 유의수준 측에서 로지스틱회귀분석 방법이 도시철도 사상사고 예측모형을 개발하는데 유용한 데이터마이닝 기법으로 판단된다.

  • 본 연구에서는 승객, 공중 및 직원의 철도 사상사고를 대상으로 위험도 평가모델을 개발하였다. 이를 위해 철도 사상사고의 위험요인을 분석하여 관련 위험사건을 정의하였고, 위험사건의 발생을 초래하는 위험요인들의 논리적 연계성을 사건발생 시나리오로 구성하여 사건발생빈도 평가모델을 고장수목(Fault Tree)을 이용하여 개발하였다. 또한 사건수목(Event Tree)을 이용하여 인명피해를 초래하는 영향인자를 사건진전 시나리오로 구성하고, 위험사건별 사고 심각도를 등가사망지수로 환산하여 계산하는 위험도 평가모델을 개발하였다. 본 연구의 결과는 비용효과 분석, 안전대책의 민감도 분석 등에 다양하게 활용될 수 있다.

  • This study shows risk-based evaluation results of casualty accidents for passengers, railway staffs and MOP(Member of public) on the national railway in South Korea. To evaluate risk of these accidents, the hazardous events and the hazardous factors were identified by the review of the accident history and engineering interpretation of the accident behavior. A probability evaluation model for each hazardous event which was based on the accident appearance scenario was developed by using the Fault Tree Analysis (FTA) technique. The probability for each hazardous event was evaluated from the historical data and structured expert judgment. In addition, the severity assessment model utilized by the Event Tree Analysis (ETA) technique was composed of the accident progress scenarios. And the severity for the hazardous events was estimated using fatalities and weighted injuries. The risk assessment model developed can be effectively utilized in defining the risk reduction measures in connection with the option analysis.

  • In this study, railway accidents from constructing or maintaining works on/near operating line were reviewed during 2005-2007 years. Causes and hazards analysis of these accidents was performed to make an accident scenario for risk assessments. And the risk of worker casualty on/near operating line was quantitatively assessed. Also a constitution method of Risk Matrix for manage tolerable risk level was proposed.

Development of Safety Equipment using Laser Radar Sensor for Railway Platform

  • Many casualties are being occurred due to many misses the railway platform, and the accident occurrence is being increased. Recently in Korea, efforts to prevent casualties fundamentally are being made by installing and operating the PSD(Passenger Screen Door) as to prevent these casualties of passengers. However, in case of the PSD system, although it can solve the problem of public casualties at platform fundamentally, it is impossible to install it at whole railway platforms. This paper proposes the safety equipment using LaserRadar sensor for the prevention against casualties of passengers at platform. The safety equipment using novel sensor is the safety equipment making an approaching train stopped if the falling object is a person by detecting the obstacle at platform, and it has the merit possible to apply it to platform since it may detect accurately under ambient environmental elements such as the snow, rain and yellow dust, etc. also. We manufactured a prototype of the safety equipment to reduce public casualties at platform by using LaserRadar sensor and carried out its performance test, and the result is presented in this paper.

Analysis of Safety Alarm Mechanism for RF -based Equipment for Casualty Protection by Railway Maintenance Vehicle

  • When doing maintenance works at the trackside of railway, the method which delivers information on approaching of train to maintenance workers through alarm devices such as the flag or indication light, etc., is being used by locating persons in charge of safety alarm in addition to the maintenance workers at fixed distances in the front and rear of the workplace. Workers maintaining at the trackside may collide with the train since they cannot recognize the approach of train although it approaches to the vicinity of maintenance workplace because of the sensory block phenomenon occurred due to their long hours of continued monotonous maintenance work. The clash or rear-end collision accidents between many maintenance trains called motor-cars can be occurred since there are cases where the signal systems for safe operation of motor-car such as track circuit etc. are blocked or not operated normally. We developed the new safety equipment for protection of trackside maintenance workers using radio frequency signals and bidirectional detection mechanism. The developed safety equipment must analyze the several operational mechanism for each different operation situations. In this paper the analysis results are represented.

  • Generally a road vehicle's wrong entry into level crossing gives rise to hazardous events, the eventual collision with a approaching train depends on the effective operation of safety barriers such a abnormal condition detecting or emergency braking. In this paper, the risk assessment models developed for the level-crossing accidents will be introduced. The definition of hazardous events and the related hazardous factors are identified by the review of the accident history and engineering interpretation of the accident behavior. A probability of the hazardous events will be evaluated by the FTA, which is based on the accident scenario. For the severity estimation, the critical factors which can effect on the consequence will be reviewed during the ETA. Finally, the number of casualty for the public(vehicle drivers) and the train passengers are converted into an equivalent fatality.
