Rail network authority have to do the safety ensuring activities including the maintenance of railway facility, integrated performance verification between the facilities and related rolling stock and safety inspections, etc. When constructing the new lines or revising the conventional lines, full system commissioning should be done before the revenue service with railway operator. To develop the optimal full system commissioning model, the status of domestic and foreign railway facility and railway accidents are analysed and the problems of the safety management are derived. As one of countermeasures for the problems, the procedures and criteria for the full system commissioning are developed.

Safe, fast, efficient and effective railway is a main factor of economic development level of every country. This paper uses the DEA method to evaluate and compare the efficiency of 12 Regions of RAI. In addition, we introduce the reference(s) unit(s) for every inefficient region, and determine the amount of input decrease and/or output increase need to become them efficient. Findings indicate that in 2006, 4 regions of 12 are in Constant Return to Scale (CRS) status and 7 of them in Variable Return to Scale (VRS), and the average efficiency is 0.730 and 0.888, respectively. In other words, RAI works 27 percent under its capacity. More over results indicate that Hormozgan, Khorasan, Tehran and Isfahan Regions have the most efficiency respectively. The results show that the 8 regions, have been working in Increaser Return to Scale and 4 reminder Regions in Decrease Return to Scale. According to this results, we submit the suitable suggestion for improve the efficiency of the inefficient regions.

In railway signalling system, there are several kinds of signal system such as signals, signs, marker. The signals allows train to go or not, the signs permit to communicate between railway men, and the marks indicate status of railway lines. In KNR, the application of the signal systems are defined in railway operational regulations, operational related regulation, Operation safety critical system manipulation manual, and so on. In this paper, we extracted regulations for signalling system operation from related regulations, reviewed compatibility and contradiction for signalling system operations. We tried to check logical integrity of informal signalling operation regulation using formal method.

The urban railway system is a convenient public transportation system, as it carries many people without increasing traffic congestion. However, air quality in urban railway environments is worse than ambient air quality due to the internal location of the source of air pollutants and the isolated space. In this paper, characteristics of particulate matter (PM) pollution in urban railway environments are described from the perspective of diurnal variation, chemical composition and source apportionment of PM. PM concentrations in concourse, platform, passenger cabin, and tunnel are summarized through an analysis of 34 journal articles published in Korea and overseas. This information will be helpful in developing effective policies to reduce PM pollution in urban railway environments.

The algorithm for relation of contact status, track shift, and contact force caused from wheel/rail contact geometry is presented. Grafting this algorithm into a algorithm of general program analyzing mechanical system, the program for time domain simulation of railway vehicle dynamics, called CASOTD, was developed. In addition, as applied example of CASOTD, the dynamic simulation of railway vehicle running on a rail joint and a irregularly alinemented rail is done in this paper.

This paper presents a Rotem's methodology for the establishment of train operation plan in Railway system. Train operation plan is the key prior plan to proceed the design of the civil and E&M relevant subsystem. But, due to the limitation of the environmental and project condition, common consensus to the key factors which make up the operation plan have not been accomplished. So, as a result of this comparative review for the general approaching method of train operation plan and application status of the major key factors being performed by Rotem, we will get the opportunities to improve the accuracy of the train operation plan.

2018년 9월 19일 남북정상의 평양공동선언에서 남북한은 철도 및 도로연결을 추진하기로 합의하였고, 이에 따라 2018년 12월 북한철도 현대화 사업을 위한 남북한 공동조사를 착수하였다. 조사 결과 선로상태는 운행이 불가할 정도로 심각하게 노후화되어 있고, 철도망은 주요도시를 잘 연결하는 구조로 되어 있는 것을 확인하였다. 따라서 새로운 철도망을 건설하기 보다는 기존 철도망의 노후화된 선로를 현대화하는 것이 타당하다고 판단되었다. 본 논문은 남북철도 연결에 대비한 상호운용성 및 철도사고 예방을 위한 안전성 강화를 위하여 노반과 궤도의 현황 분석을 통한 단계별 철도선로 개선 그리고 철도무선통신망 구축을 위한 철도통신분야 정책을 제안하였다.

As accident rate have been reduced into half since 2005, no train accident fatality occurred in recent year. Level crossing accident also been reduced that no more than 5 fatalities occurred every year. As a result 98% of accident fatalities occurred in station and track. So railway station safety measures are more and more important but only few research have been done on railway station safety. In this study status on safety measures on railway stations are reviewed and basic research have been done based on expert interview for the development of new safety measures.

Community noise has been serious social issues in Korea. This paper reviews current statistics and status on railway noise, with practical engineering tools in order to reduce the noise level from railway traffic noise sources. At the beginning, guidelines of the current environmental policy are discussed, with the new policy on railway noise to be enforced beginning in 2007 with 5 year schedule. Then, a noise reducer is proposed as a tool to reduce noise levels protecting people living near at the railway. Details on the acoustic effect in field test are discussed with the result of implementation in the street. We propose noise reducers as an effective and practical tool for the people who are exposed to rail traffic noise in cities.

Railway noise has been a social issues nowadays in our community. This paper discusses the environmental noise problem along railway lines. We overview the noise level and noise exposed populations due to conventional and high speed train operation at first. Then we introduce variety of noise reduction schemes to protect the community based on an engineering approach. Some applicationcases to reduce the noise will be demonstrated. Finally, we propose the noise barrier tunnel as a tool of a generic solution to reduce the community noise along railway lines.
