시스템 엔지니어링을 적용한 국가 안전관리 체계 구성 방안 (A constitution plan of national safety management system applied by systems engineering)

  • As technologies are developed and systems are complicated, hazards embedded in the system are also increasing. proving safety and managing the safetyis more scientific and organizational domain so that safety management system is pursuing to be activeformation detecting the factors of hazard and managing them beyond passiveway. In the future, in order to establish and manage national safety management system, it is important to have effective system and manage it and also more important that all the people related to target system has to change their recognition and to playroles in it. Many railway safety measures reduce railway fatalities into half for last 10 years. But more improvement in railway safety is required to meet the social need after railway fire accident in Daegue. After the Daegue subway train fire accident, the Korean government has been trying to prepare a nation-wide railway safety program, a safety organization, and a Safety Act. To construct a nation-wide railway safety management program, system architecture was established.

  • Many developed countries use risk based safety management system. Currently many research efforts are made for the application of risk concept in safety management within the boundary of the railway safety act 2005. But results of these efforts can be applied around 2008 due to many background data and analysis techniques. For the prompt and efficient construction of mid and long term safety plan$(2006\~2010)$ various reports on safety issues and expert opinions are analysed in this study without risk analysis. Identification of railway safety issues are summarized and effective measure are proposed in this study.

  • Typical railway systems are composed of the various sub-systems, such as tracks, structures, electricity supplying systems, signal systems and vehicles. The roles of the sub-systems are clarified in the railway regulations in terms of their whole life cycle, as like design, operation and disposal stages. The regulations express clearly the basic specifications and requirements that need to accomplish their own performance and also state the standards and procedures for the normal operations and emergency conditions. In this paper the current railway regulation systems are analyzed and average revision periods are presented as the results of the analysis on revision history of railway safety regulations. This paper also presents the requirements for national safety standards based on Railway Safety Act and the necessity of application of system computer aided system engineering (CASE) tool for the improvement of legislation tasks. By exemplifying the cases of high speed rail system and Japanese cases that had developed softwares for supporing regulation revision management, the methodologies was studied for reconstruction of railway safety regulation system. As the results, it was presented such as the considerations for actual implementation and systematic safety regulation revision.

  • Safety Management of Korean railway industry has been rapidly changed into a risk-based approach adopted by developed countries since Railway Safety Act 2004, Rolling Stock Risk Assessment Guidance and its following regulations came into force. The fundamental requirements for the risk-based safety management is to carry out a systematic hazard identification and quantified risk analyses including cost-benefit analyses, but there has been rare a serious discussion over risk acceptance criteria and value of life in order to be able to judge the results of risk analyses and carry out cost-benefit analyses. This study presents the results of a review of risk acceptance criteria and value of life which may be adoped to Korean railway industry through the analyses with comparison of risk accepatnce principles and risk accepatnce criteria which have been already applied to other countries or other railway operators.

철도 운행선로 작업자와 열차 접촉사고 위험도 평가에 관한 연구 (Risk Estimation Study on Railway Track Worker Hit by Train)

  • The accident fatality rate has decreased by more than 90% compared to 2006, due to the safety management and safety investment based on the Rail Safety Act. Most railway safety indicators, including fatality rates, have improved significantly from 60% to 80%, reaching the level of developed countries in terms of most railway safety indicators. However, the only staff fatality rate at work is not improved, and it is 3 to 5 times higher than that of developed countries. Most of the fatality occurred during employee's work recently occurred due to accidents hit by train while track work. In principle, when operating track need to check or maintenance, the operation of the train should be stopped and the work carried out. However, in Korea, due to the highest passenger density and train operating density in the world, it is caused by a structural problem that requires workers to enter the track while the train is running and perform various tasks such as maintenance and inspection. In this study, we analyzed the risk of accidents caused by hit by trains on the track, which is the biggest cause of staff fatality, using the main statistics of the last 10 years. In detail, the scenarios of the main causes of hit by trains and workers were formed to suggest the effectiveness of the current preventive measures and supplementary.

  • According to separation policy between rail infrastructure and operation, the National Railroad Administration was converted to Korea Railroad Cooperation on Jan, 2005. That makes railway service assessment regarded as essential. About this matter, Section 15 of the Framework Act on Rail Industry Development and section 26 of the Rail Business Act shows that the railway service assessment should be conducted every 2 years. The government can officially announce the result and give orders operation company to improve service level. In the first railway service assessment in 2006, the principal railroad lines and stations were investigated. Rail supply service index and customer satisfaction index are introduced. It includes service items of supply, reliability, convenience, safety and customer satisfaction. This study presents the contents of 2006 rail service assessment. Some points of assessment which should be improved are analyzed as well.

데이터 기반 철도 위험도평가 기준에 관한 연구 (Research on Data-Driven Railway Risk Assessment Criteria)

  • 2014년 철도운영자들과 철도시설관리자의 자발적인 안전관리를 정착시키기 위하여 철도안전법에서 '철도안전관리체계'를 강화하였다. 이에 따라 위험도를 평가하고 위험도를 관리하기 위한 안전대책을 수립하고 시행할 것으로 판단하였으나 현재 위험도 평가 체계는 개별 분야 내 단편적인 안전관리 수준으로 진행되고 있다. 또한 안전관리체계의 기술기준에서 철도 운영기관의 위험도 평가에 관한 내용이 의무사항으로 명시되어 있어 철도시설 및 철도차량유지보수의 위험도 평가를 위한 표준화된 기준이 필요하다. 따라서 본 논문에서는 최근 10년간 철도사고 데이터를 분석하여 먼저 철도 위험도 수준을 검증하였고, 철도차량유지보수 부분에서 데이터를 기반으로 개발된 상태기반 스마트 유지보수 시스템 사례를 통해 위험도를 효과적으로 평가하고 관리할 수 있는 표준화된 프레임워크를 제시하였다.

  • 트램은 1900년대 초중반 대중교통으로서 많이 이용되어 왔으나, 이 후 교통체계가 자동차 중심으로 발전됨에 따라, 도시교통난 유발과 도시환경미관을 저해하는 등의 이유로 활용성이 낮아졌다. 최근에는 친환경적 최첨단 트램기술이 개발되어 트램에 대한 수요가 점차 증가하고 있는 상황이다. 이러한 트램 교통시스템이 철도와 도로교통의 두 가지 특성을 갖고 있음에도 불구하고 우리나라에서는 관련 법령에 트램 운전자의 자격에 대해서 규정하고 있지 않다. 트램은 도로 교통과 인접하거나 연계되어 운영되기 때문에 자동차와의 사고발생 가능성이 높으므로, 우리나라에 효과적으로 도입하기 위해서는 운전자의 자격요건을 정립함으로써 사고 시 피해를 최소화하고 신속한 대응이 가능하도록 해야 할 필요가 있다. 본 연구에서는 이를 위하여 해외 트램 운전자격제도를 조사, 검토하였고 이를 통해 철도안전법 및 하위법령 등 관련 법에 대한 보완방안을 고찰하였다.

효율적인 철도안전관리 체계 구축에 관한 연구 - 한국철도공사 안전관리체계를 중심으로 - (A Study on the establishment of effective Railway Safety Management System focused on KORAIL's SMS)

  • Advanced Safety Management System(SMS) of Korea Railroad Corporation for risk management should be established applying contents-centered domestic standard according to Railway Safety Act and process-centered international standards suggested by Lloyd's Register Company. Besides, laws, regulations, guidelines and manuals which are optimized for each sector should be systematically integrated to strengthen the consistency of SMS of KORAIL. New safety regulations and guidelines for safety management/train operations/maintenance should be established according to the safety policy of KORAIL to boost effective field work by regulations, guidelines, manuals, etc. The advanced Safety Management System will lead KORAIL as a competent global enterprise with its boosted reputation in the international railway market.

  • 안전한 철도운영환경을 조성하기 위해 개정된 철도안전법은 사고예방 및 사전적 철도안전관리를 위해 철도종합안전관리체계 구축 및 안전승인 심사 제도를 필요로 하고 있다. 그러나 아무리 좋은 제도와 시스템이 있어도 조직 내에 적절한 수준의 안전문화가 정착되지 않고서는 그러한 제도와 안전관리체계가 성공적으로 자리 잡기 어렵다. 국내 철도분야의 안전문화성숙을 측정할 수 있는 모델과 방법론이 부재한 상황에서 본 연구는 안전문화 성숙을 평가할 수 있는 모델과 그 절차를 검토하고 국내 철도운영환경에 적합한 안전요소 위계 설정과 적절한 설문구성 방법 및 통계적 절차를 제시 하였다. 향후 이러한 절차를 활용한 철도안전문화 성숙 평가 결과는 2014년부터 시행될 철도안전운영 사전승인제도와 결합하여 취약한 안전문화 분야와 그에 적절한 처방을 찾는데 기여할 것이다.
