철도투자평가를 위한 운영.유지보수비용 합리화 방안 - 고속철도를 중심으로 - (A Study on the Rationalization of Management and Maintenance Cost for Railway Investment Assessment - Focus on High Speed Railway -)

  • This study is objected by suggesting rationalization method of management and maintenance cost for railway investment assessment. The estimate of rational benefit and cost are a work of vital importance to decide railway investment as preliminary feasibility investigation is institutionally reinforced since January 2007. In particular, railway management and maintenance cost have to be applied to realistic and detail cost as railway investment assessment guide. For example, types of railway, construction of new line, improvement of conventional line, double tracking, railway electrification. However, railway investment assessment is inconsistency because of estimating the railway management and maintenance cost using existing unrealistic management and maintenance cost. Therefore, this study is performed parametric analysis effecting on the railway management and maintenance cost considered new technique, enhanced facilities and improved standard. Also, it suggests the itemized standard management and maintenance cost. Finally, it will be helped to establish the base of railway investment through the rationalization method of management and maintenance cost.

  • This article introduces the benchmarking methodologies, the results of comparative analysis on the railway electricity maintenance management - preventive maintenance, corrective maintenance, upgrade maintenance. This article also compares the Korean railway electricity maintenance management with the results mentioned above and analyses the situations of each country - France, Germany, Japan. Lastly this article tries to find the comparative position of the Korean railway infrastructure costs and discusses the direction of cost reduction in railway electricity maintenance management.

  • A lot of manufacturing knowledge and method have applied to increase manufacturing efficiency in industry field. DES(Discrete Event Simulation) is one of solution to deal with manufacturing problems in factory. Beginning of research, old maintenance system of KNR ( Korea National Railroad) and its technical problems are basically investigated. KNR has maintained railway vehicle with their own solution based on experience. Very advanced railway vehicles such as KTX (Korea Train Express) and TTX(Tilting Train Express) will be difficult to maintain with their old maintenance method. In order to apply knowledge of DES, maintenance field of railway must be considered. Imaginary maintenance machine are selected to variable of DES. Maintenance capability of each machine will be evaluated base on imaginary data from imaginary machine. The machine could be very expensive as well as difficult to replace. Target of research is minimization of number of machine in railway workshop. So basic knowledge of discrete event simulation is introduced. Then five essential stages of discrete event simulation are provided. Each maintenance case defined as event. Each event is discrete and simulated base on different case such as one maintenance line with one machine and one maintenance line with two machines in railway workshop. simple maintenance method, discrete event simulation, will be come out very powerful in complicate maintenance system and will be helpful to reduce maintenance cost as well as maintenance labor.

  • Governments seek to advance public industry had planed to decreased by 50% of KORAIL management deficit in 2010, The transition to a profit in 2012. In addition. The government will not achieve the goal by 2010, management announced plans to review the case, and privatization. Office of unprofitable station and vehicle maintenance, maintenance work to make cost savings through outsourcing hed discussed how to create KORAIL advancement. April 2011 the government, "A study on th Efficiency of Conventional Railway Infrastructure Maintenance R&D Report" progresses, conventional railway infrastructure maintenance has focused attention on the field. However, the general maintenance of railway facilities without the knowledge and safety awareness, as compared to foreign railway personnel, and productivity has pointed out the contradiction. Economy and efficiency of the railway in order to pursue a public awareness and safety and professionalism is required. In this study, the conventional railway infrastructure maintenance in accordance with Facts would like to introduce efficiency measures.

  • Railway vehicle is very important to implement the effective maintenance in proper to prevent any failure during operation period. Many railway authorities are making efforts to maintain the railway vehicle through scientific and systematic procedure. To achieve this, Reliability Centered Maintenance(RCM) is partially applied. The efficiency of RCM has proven and its terminology was familiar with nuclear power, military and chemical plant etc. since the commercial aircraft's industries has introduced the maintenance program based on the target of reliability. The application of RCM on railway vehicle can be utilized with systematic analysis method to select the best effective maintenance period and action to prevent the failures by selecting the equipment affecting the its safety and reliability. This paper is presented that the procedure of adequate and effective maintenance for railway vehicle by comparing among the related standards in example IEC60300-3,11, MIL-STD-2173, and technical documents or papers. In accordance with above result, RCM procedure is proposed to apply effectively for maintenance of railway vehicle. That is, (1) Analysis of data and Calculation of criticality per equipment (2) Selection of equipment to analyze (3) Analysis of failure mode and effect (4) Evaluation of maintenance method and period (5) Optimization of maintenance program through renewal of maintenance method and period.

  • This paper is about the maintenance CALS system development and construction for the urban transit railway. The operation companies of urban transit railway are driving to construct the maintenance CALS system individually. So, there are concerned problems of duplication investment and waste of budget in the national aspect, inefficient CALS system construction, and etc. In order to resolve that, the KRRI is driving to development and construction of the standardized maintenance CALS system for the urban transit railway. This paper describes the result of basic design of the standardized maintenance CALS system using the CBD development method.

  • Recently the study related to life cycle cost analysis of railway structure consisted of a complex is proceeded covering several range, which is considering the methodology of efficiency and rationalization for maintenance and analysing long-time behavior of the structure of looking at standpoint from asset management and safety. But LCCA(life cycle cost analysis) of railway structure was almost impossible as there were not anything datum for maintenance plan, such as maintenance periods related to each of components(painting and corrosion of steel, and cracking of elements, etc)and maintenance proportion, despite of its 100-year history. According, for collecting data related to railway truss bridge, bridge record cards and testing safety papers, and researching question, etc are surveyed and classified for LCC Analysis. Especially, LCC assessment on the side of assets-maintenance considering about initial cost, maintenance cost, and indirect cost is constructed. Maintenance period and complementary measure rate are very important in maintenance. To decide maintenance period, Baysian updating method is applied.

  • In these days, private investment for railway business has been expended and the importance of asset management arose. Especially new concept and effective management for the maintenance of railway have been developed. RCM(Reliability Centered Maintenance) is suggested to optimize the maintenance task and the proper maintenance decision logic for each system has been needed. But there are a lot of difficulties to apply the maintenance decision logic which has been developed in Aviation fields to railway. In this paper, the study on the development of the maintenance decision logic will be introduced through the risk analysis which has been applied to analyze the safety of railway.

  • Generally, in the railway vehicle the driving force of gravity happens by the high-speed running and the repetitive impulse cause the degradation and the malfunction phenomenon shows differently because the durability of each component changes according to the internal and external causes. The maintenance of propulsion control device which is played the very important role as to the stable service of the railway vehicle is greatly important among them. Therefore maintenance training propulsion control device simulator is needed to maximize learning through repetition and improve the maintenance practical skills training. This paper designed the railway vehicle running device with a miniature for the railway vehicle maintenance training and developed a propulsion control device simulator equipped the imitation steering wheel.

  • Railway signal system has been more complex, larger and required high reliability. So, maintenance by experience must be changed to optimize maintenance program or introduced systematic method for estabilish new maintenance program. In this paper, we introduced the maintenance period decision method which are Age based method and Block replacement method based on the failure distribution for the equipment. So, we allocated optimum maintenacne period for the railway signal equipment using block replacement method.
