The purpose of this study is to analyze human safety culture of the railway driver in domestic railway industry. This study proposes safety culture improvement of domestic railway by intensively comparing railway safety system overseas to reinforce domestic railway safety. Domestic railways well known the well-organized railway safety culture has brought up safety issues on their process of private management. With this process, also, domestic safety culture is requested by increasing sense of the safety for general public. This study expects Korean railways to become a well-organized that as removing insecure factors of domestic railway based on result comparing and analyzing the manual, factors and requirements of guideline for internal and external safety culture.

This study suggests a new paradigm to build the identity of railway culture design, since it plays a critical role in enhancing competitiveness of culture and design. It is considered to be a valuable factor to improve users' satisfaction and to have a new effect on the railway industry. This study is focused on systematic study on the culture ＆ design and competitiveness for railway industry, that emphasizing on making necessary strategic scenarios accordingly. Consequently, it is going to make higher added values to secure a footing and advanced images of railway industry.

The purpose of research will establish the foundation to enhance the skills of Railway Color Design in the future by accurately analysing the Railway Color characteristics. The emotion and demnds of times influences trend of Railway Color Design, the contents of this research also reflects trend in society and culture. The research contains the history of Railway Design and advance research of Railway Color trend especially influenced by society and culture in the from the 1960's to the year 2005. The study is based on the concept of Railway Color Design. it analyzed the related current of society, culture and Railway Color. Collected Railway Color samples(Railway 46 images) were studied by using visual sensation. The Munsell Color System was used as references. This research analyzed railway introduced as railway models by top 4 nation (United Kingdom, Germany, France, Japan) and Korea in the past years(1960-2005) for their Railway Color Design trend by Munsell Color System. Although the Railway industry has rapidly risen according to life style in society and culture, there has been a lack of organized data for Railway Color Planing. this research on the basis will offer the significant information for Railway Color Design.

The railway has been developed largely by the characteristic factors of the railway through change of the society and culture. The railway trends has been changing from instinctive methods to settle the mass transport of the early days, to sensitive methods to pursue the railway culture centering around human being. As dividing by period according to the changes of railway trends into the external nation, there are to analyze the development history of the railway design. Accordingly each nation (United Kingdom, Germany, France, Japan) and the style's change, to confirm the changes into the design applied in society and culture needs, and to analyze by a year in changes of the environment and the railway history from the 1800's to 2005, so there contribute in the development of railway design to present the paradigm of the future railway by analyzing the trend according to the changes of railway design and the life environment in this paper.

It is important to safety culture in railway industry because they variously refer to the safety-related values, attitudes, beliefs, risk perceptions and behaviours of railway employees. So this study tried to figure out the assessment criteria for safety culture at Korean National Railway. For the achieve the goal, we have the literature review, some assessment criteria have been founded by intensively comparing safety culture questionnaires in other industries to establish domestic railway safety. This study expects Korean railways to become a well-organized that as assessing safety culture with reasonable criteria or requirements.

공공교통기관인 철도에 요구되는 가장 기본적인 요건은 수송의 안전을 확보하는 것이다. 타 교통수단보다 철도가 비록 안전하지만 대량교통수단에서 일단 사고가 발생하면 그 피해규모는 크다. 철도운영자 및 국가에서는 이러한 철도의 사고발생을 사전에 방지하기 위하여 많은 노력을 기울이지만, 사고를 근절시키는 것은 불가능하다. 따라서 사고발생을 최대한 줄이기 위하여 다양한 방안들이 강구되고 있는데, 본 논문에서는 최근 들어 그 중요성이 부각되고 있는 인시던트 보고제도와 안전문화에 대하여 살펴보고자 한다. 본 논문에서는 미국 및 영국 등 선진외국에서 항공분야에서의 인시던트 보고 제도에 대한 사례를 분석하여 보았으며, 또한 철도분야에서도 인시던트 보고 제도가 도입된 영국사례를 중심으로 이에 대한 분석을 통하여 우리나라에서의 철도분야 인시던트 보고 제도의 필요성과 방향에 대하여 논의하였다. 또한, 사고방지 및 안전향상을 위하여 필요한 것이 철도운영회사 및 관련기관의 철도안전에 대한 문화의식이다. 올바른 철도안전문화의 정착이야말로 가장 확실하게 철도사고를 예방하고 철도안전을 향상시킬 수 있는 방안인 것이다. 따라서 철도기업에서의 철도안전문화에 대한 이해 등에 대하여 본 논문에서 검토하고자 한다.

This study tried to figure out the framework of safety culture in railway industry to analyze root causes of railway incidents and accidents at Korean National Railway. Through the literature survey, authors found some critical dimensions common to railway safety culture such as employees' belief in the managers' management weight on safety and productivity, recognition of safety importance, risk taking attitude, practice of safety meeting before and after doing work, communication between management and employees and among drivers, traffic managers and infrastructure maintenance workers, safety reporting practice, safety and performance appraisal, effectiveness of safety audit, safety training, work place arrangement, incidents and accidents investigation, and safety knowledge management.
