The rail reform in Korea is to separate passenger transportation from freight transportation as a way to vitalize rail freight. The author review the problems rail freight faces, the aims of rail reform, the possibility to introduce competition into the rail freight operation, foreign cases of rail freight and make suggestions about the vitalization of rail freight transportation such as industry structure possible for door-to-door service and low cost operation, freight transportation policy of government, capacity expansion, preparedness for internationalization, mechanism for increasing transparency between users and operators and transfer to commerciality of the carrier.

After the establishment of 'Staggers' Rail Legislation' in 1980, which established an atmosphere of free competition in rail freight transportation market, freight railway in America became larger and the proportion of freight railway in the market increased. In 2008, it took up 43% of the transportation market based on tonne/mile unit and the productivity of freight rail increased. On the other hand, in the case of Korea, the competing atmosphere is being set up under the influences of the renovation of the rail transportation industry in 2004. However, to make the rail transportation market more active and become more advanced, a lot of efforts are required to build a stronger foundation of free competition atmosphere. In this paper, we have deducted the political implications on the establishment of strengthened competition in Korean rail transportation industry from reviewing what kind of changes the rail transportation market in America went through and how it was developed. In this case, we have focused on the changes in industrial trend towards the restriction policy. Also influences of the deregulation policy after 1980 on the enhanced market efficiency were reviews.

Transportation Efficiency Act of 2009 System National Integrated Transportation System Efficiency Act and the revised Road Traffic in the center of the Intelligent Transportation Systems rail, sea and air transport sector is expanding in various areas to promote business and Industry is planning to. Accordingly, the introduction of Intelligent Transportation Systems Outlook and Direction of the railway sector and to provide a comprehensive introduction of Intelligent Transportation Systems rail sector has raised the need. In this paper, the introduction of Intelligent Transportation Systems rail sector strategy is presented as follows. First, the rail users a convenient rail-centric information system used. Second, the reliability and value-added operating system built for the creation of high-tech rail. Third, crime and accidents are implemented in a safe railway. The results of this paper, the railway sector through the national Intelligent Transportation Systems to develop and introduce strategies to provide operational direction is expected to be present.

This article analyzes Chinese railways transportation management system, uses the experiences of other countries' railway transportation management system for reference, as well as discusses the necessity of reform of railway transportation management system based on separating train operation with rail equipment management. Moreover, the article also puts forward an imagination on the reform scheme of railway transportation management system based on separating train operation with rail equipment management.

Honam area is one of the under-industrial areas in Korea and because of this it has low weight in the total container transportation in Korea. Also the railway distance from honam area to the main container ports like Busan port and Gwangyang port is so short that the portion of rail container transportation occupies about 10 percent in total container transportation amount in Honam area. But on the contrary of those situations, 1st step Jangsung inland container depot (ICD) was finished as one of the main logistics facilities in Korea and 2nd Jangsung inland container depot is under construction. To promote rail container transportation in Honam area which has shortage of container transportation demand, it is necessary to give adequate transport service to the client. So, this research studied some methods for promoting rail container transportation in Honam area. The subject of survey is freight agent and survey items are selected to find the present situation of rail container transportation in Honam area. And from the survey results various strategies will be suggested to promote rail container transportation in Honam area.

This paper discusses the necessity, strategy and objectives of the rail transportation recently developed in Shanghai. The objective should not be regarded just as a term project, but should be taken as an urgent mission with the 21st century, Shanghai should possess a network of about 100km of rail transport lines. To this end, the following measures are suggested : grade separation of all lines on elevated structures ; developing the rail car industries ; full utilization of all available transportation facilities ; optimizing the use of the space resources of highways ; bringing into play the initiatives of all parties concerned. Recently, it has become a popular consensus that the development of high-speed, safe, punctual, comfortable, non-pollution rail transport with large capacity is the best and only solution to Shanghai urban transportation. In this respect, this dissertation deals with the development strategy for current Shanghai rail construction, together with the infractructure in Shanghai, positioning the developing target; meanwhile, some proposals and solutions to hit this target will be put forward for the reference of leaders and experts.

The nonlocal static bending, buckling, free and forced vibrations of graphene nanosheets are examined based on the Kirchhoff plate theory and Taylor expansion approach. The nonlocal nanoplate model incorporates the length scale parameter which can capture the small scale effect. The governing equations are derived using Hamilton's principle and the Navier-type solution is developed for simply-supported graphene nanosheets. The analytical results are proposed for deflection, natural frequency, amplitude of forced vibration and buckling load. Moreover, the effects of nonlocal parameter, half wave number and three-dimensional sizes on the static, dynamic and stability responses of the graphene nanosheets are discussed. Some illustrative examples are also addressed to verify the present model, methodology and solution. The results show that the new nanoplate model produces larger deflection, smaller circular frequencies, amplitude and buckling load compared with the classical model.

본 연구는 중장기적 고속철도망 계획을 위한 투자우선순위를 전통적인 평가기법에서 벗어나 지속가능 한 교통의 관점에서 이를 분석할 수 있는 방법론을 제안하고, 다원-개준 의사결정기법 중의 하나인 다원-속성 효용이론(MAUT)을 이용하여 이를 분석하였다. 지속가능 한 교통지표는 경제지표, 사회지표 및 환경지표로 구분하였으며, 지속가능 한 고속철도망 지수 분석 결과 경부와 호남 고속철도 이후에 건설되어야 할 우리나라의 고속철도망 노선축의 투자우선순위는 동서축, 남해축, 서해축 등의 순서로 분석되었다.

The hub-and-spoke strategy is widely used in the field of transportation. At the field of rail transportation, however, it is difficult that we find an application case of this strategy because of modal characteristics. According to the fast growth of containerization and the development of transshipment technology, presently, the hub-and-spoke strategy is introduced by operators on actual European rail freight transportation. However, it is hardly to find empirical studies evaluating the applicability of transportation strategy. In this context, this study analyzed the applicabilities of hub-and-spoke strategy in the actual network of European rail freight. For the application and evaluation of the characteristics of hub-and-spoke strategy, it utilized a service network design model for rail freight. Utilizing this model, it analyzed the efficiency of furnished rail freight services, the potential locations of hubs, the characteristics of O-D flows by the types of trains and service links, and the types of paths of O-D flows. Finally, it proposed some implications and the further study topics.

일반적으로 철도는 환경적 측면에서 대단히 우수한 수단이며 도로보다 환경적으로 우위성을 갖고 있다고 인식되어왔다. 하지만 아직 우리나라에서는 철도의 환경적 우위성에 대하여 대부분 외국 사례를 인용하여 온 것이 대부분이며 우리의 자료를 바탕으로 정량적으로 분석한 연구가 부족한 것이 현실이다. 이에 본 연구에서는 철도는 철도통계연보와 한국철도공사의 전기업무자료를, 도로는 에너지 총조사보고서를 활동도 자료로 이용하여 여객과 화물의 에너지 소비량을 산정하고 IPCC 2006 가이드라인을 적용하여 Tier1 수준의 온실가스 배출량을 산정하였다. 최종적으로 환경적 영향을 파악하기 위한 차종별로 여객과 화물의 에너지 소비 및 온실가스 배출 원단위를 산정하여 보았다. 또한 철도와 도로 여객수송의 대표적인 수단으로 고속철도와 승용차의 산정결과를 비교하여 보았다.
