Analysis of Radio Spectrum Policy for the Creative Usage of Radio Waves (창의적 전파이용을 위한 전파정책 분석)

  • With the rapid development of radio technologies, there have been actively researching the convergence between radio technology and other industry as well as wireless communications itself. In this paper, we investigate the paradigm shift of radio policy as radio technologies such as small cells and cognitive radio advance, and analyze the directions of spectrum policy and radio technology to promote the creative use of radio waves. In particular, we propose the spectrum policy for the expansion of open spectrum policy, technology development of interference management, and restructuring of the Korean radio law.

  • As the unlimited natural source of a country, radio waves are widely being used in the daily life toward knowledge based information society. Therefore it is necessary to provide a long term policy of radio waves management policies based on market situation to cope with rapidly changing wireless technology and effective use of radio resources. Literary survey and analysis were accomplished for the rules and regulations in the radio station approval system and post-approval policies for mobile communication service. In conclusion, this study propose an blanket radio approval policy as well as self declaration of conformity(SDoC) of radio waves technical regulation and advanced radio inspection procedure. This study has significance in providing reference for introducing deregulation policy in the radio communication imdustry.

  • Since the demand for radio wave due to proliferation of radio wave communication is increased rapidly, policy for efficient use of radio wave is a challenge of sustainable research for technology development in this field with focus on service supply and distribution. Therefore, this paper analyzed and reviewed radio wave related international agreements and overseas institutions and policies, and proposed the improvement method for systematic and efficient countermeasure on radio wave management policy and system according to radio wave promotion policy circumstance changes, radio wave environmental change and technology development.

  • In this paper, we studied a policy direction for promoting radio industry by analyzing the ecosystem. For this, we drew the growing structure and mechanism of radio industries according to wireless technology and service development. We suggested policy elements for radio industry promotion, which is composed of technology development, service development, advancement of law and regulations, business model development, assistance of production and use, publicity enforcement for promotion. The concept and radio industry sector practices of the ecosystem analysis are analyzed by survey of experts. From this result, the 5 policy options are proposed.

  • In January, 2019, the Ministry of Science and ICT announced the third edition of Master Plans for Radio Wave Promotion, effective from 2019 to 2023. The focus of this plan is to implement market based radio wave policy and horizontal regulatory framework. Although it appears to be past due, such change in the radio wave policy is not only fair and structured, but also unprecedented and ground breaking in legality. In order to successfully implement market based radio wave policy and horizontal regulatory framework, we must implement identical radio wave license based on license with consideration and time-limited usage. Through this, efficient distribution of finite radio wave resource may come to reality. Furthermore, there must be an effort to include life style regulation on license into radio wave act in the future.

Improving Inspection Systems for Radio Stations: An Emphasis on the ISO 2859-1 Sampling Method (무선국 검사제도 개선방안에 관한 연구: ISO 2859-1 샘플링 검사기법을 중심으로)

  • Purpose : This research aims to develop a data-driven inspection policy for radio stations utilizing the KS Q ISO 2859-1 sampling method, addressing potential regulatory relaxations and impending management challenges. Methods : Using radio station inspection big data from the past six years, we established a simulation model to evaluate the current policy. A new inspection sampling policy framework was designed based on the KS Q ISO 2859-1 method. The study compares the performance of the current and proposed inspection systems, offering insights for an improved inspection strategy. Results : This study introduced a simulation model for inspection system based on the KS Q ISO 2859-1 sampling method. Through various experimental designs, key performance indicators such as non-detection rate and sample proportion were derived, providing foundational data for the new inspection policy. Conclusion : Using big data from radio station inspections, we evaluated current inspection systems and quantitatively compared a new system across diverse scenarios. Our simulation model effectively verified the feasibility and efficiency of the proposed framework. For practical implementation, essential factors such as lot size, inspection cycle, and AQL standards need precise definition and consideration. Enhancing radio station inspections requires a policy-driven approach that factors in socio-economic impacts and solicits feedback from industry participants. Future study should also explore various perspectives related to legislative, institutional, and operational aspects of inspection organizations.

Analysis of a Promotional Plan for Effective Use of Radio Waves in Japan (일본의 전파유효이용을 위한 추진계획 분석)

  • Recently, the Ministry of Internal Affairs and Communications of Japan has reported on a plan for the "effective use of radio waves" to be promoted in the 2020s. This includes promotion of the effective use of public frequencies, reviews of frequency allocation and transition systems, and spectrum usage fee system. Based on the proposals in this study, concrete systems for revising related laws, such as the Radio Law, will be designed and implemented. In addition, the government will jointly conduct research and development as well as verification tests in cooperation with industry, academia, and government. A plan to improve the system for the effective use of radio waves will then be devised. This study examines the policy directions of the frequency utilization system that Japan plans to use for radio waves in the 2020s. The policy directions are analyzed selectively while considering the radio waves utilization system in Korea, and implications for domestic applications are derived. Based on the research from this study, analyzing the radio policies of advanced countries, including those of England and the United States, and utilizing them to establish an effective use plan of radio waves in Korea are deemed necessary.

Throughput Maximization for Cognitive Radio Users with Energy Constraints in an Underlay Paradigm

  • In a cognitive radio network (CRN), cognitive radio users (CUs) should be powered by a small battery for their operations. The operations of the CU often include spectrum sensing and data transmission. The spectrum sensing process may help the CU avoid a collision with the primary user (PU) and may save the energy that is wasted in transmitting data when the PU is present. However, in a time-slotted manner, the sensing process consumes energy and reduces the time for transmitting data, which degrades the achieved throughput of the CRN. Subsequently, the sensing process does not always offer an advantage in regards to throughput to the CRN. In this paper, we propose a scheme to find an optimal policy (i.e., perform spectrum sensing before transmitting data or transmit data without the sensing process) for maximizing the achieved throughput of the CRN. In the proposed scheme, the data collection period is considered as the main factor effecting on the optimal policy. Simulation results show the advantages of the optimal policy.

Policy-based Dynamic Channel Selection Architecture for Cognitive Radio Network (무선인지 기술 기반의 정책에 따른 동적 채널 선택 구조)

  • Recently, FCC(Federal Communications Commission) has considered for that unlicensed device leases licensed devices' channel to overcome shortage of communication channels. Therefore, IEEE 802.22 WRAN(Wireless Regional Area Networks) working group progresses CR (Cognitive Radio) technique that is able to sense and adopt void channels that are not being occupied by the licensed devices. Channel selection is of the utmost importance because it can affect the whole system performance in CR network. Thus, we propose a policy-based dynamic channel selection architecture for cognitive radio network to achieve an efficient communication. We propose three kinds of method for channel selection; the first one is weighted channel selection, the second one is sequential channel selection, and the last one is combined channel selection. We can obtain the optimum channel list and allocates channels dynamically using the proposed protocol.
