Adaptive ${\alpha}-{\beta}$ Tracker for TWS Radar System

  • An adaptive ${\alpha}-{\beta}$ tracker is proposed for tracking maneuvering targets with a track-while-scan radar system. The tracker gain is updated on-line corresponding to the adjusted process noise variance which is obtained via time averaging of the process over a sliding window. The adjusted process noise variance is used to compute the maneuverability index for the tracker gain based on the steady-state Kalman filter equation for each epoch. It is shown via simulation that the proposed approach provides robust and accurate position estimates during the target maneuver while the performance of the conventional ${\alpha}-{\beta}$ tracker is shown much degraded.

  • This paper deals with obstacle avoidance for unmanned vehicle using stereo system. The "DARPA Grand Challenge 2005" shows that the robot can move autonomously under given waypoint. RADAR, IMS (Inertial Measurement System), GPS, camera are used for autonomous navigation. In this paper, we focus on stereo system for autonomous navigation. Our approach is based on Singh et. al. [5]'s approach that is successfully used in an unmanned vehicle and a planetary robot. We propose an improved algorithm for obstacle avoidance by modifying the cost function of Singh et. al. [5]. Proposed algorithm gives more sharp contrast in choosing local path for obstacle avoidance and it is verified in experimental results.

  • Precipitation is an important component for hydrological and water control study. In general, AWS data provides more accurate but low dense information for precipitation while radar data gives less accurate but high dense information. The objective of this study is to construct adjusted precipitation field based on hierarchical spatial model combining radar data and AWS data. Here, we consider a Bayesian hierarchical model with spatial structure for hourly accumulated precipitation. In addition, we also consider a redistribution of hourly precipitation to 2.5 minute precipitation. Through real data analysis, it has been shown that the proposed approach provides more reasonable precipitation field.

Accuracy Evaluation of Composite Hybrid Surface Rainfall (HSR) Using KMA Weather Radar Network (기상청 기상레이더 관측망을 이용한 합성 하이브리드 고도면 강우량(HSR)의 정확도 검증)

  • This study presents a new nationwide quantitative precipitation estimation (QPE) based on the hybrid surface rainfall (HSR) technique using the weather radar network of Korea Meteorological Administration (KMA). This new nationwide HSR is characterized by the synthesis of reflectivity at the hybrid surface that is not affected by ground clutter, beam blockage, non-meteorological echoes, and bright band. The nationwide HSR is classified into static (STATIC) and dynamic HSR (DYNAMIC) mosaic depending on employing a quality control process, which is based on the fuzzy logic approach for single-polarization radar and the spatial texture technique for dual-polarization radar. The STATIC and DYNAMIC were evaluated by comparing with official and operational radar rainfall mosaic (MOSAIC) of KMA for 10 rainfall events from May to October 2014. The correlation coefficients within the block region of STATIC, DYNAMIC and MOSAIC are 0.52, 0.78, and 0.69, respectively, and their mean relative errors are 34.08, 30.08, and 40.71%.

  • This paper proposes a new approach to unsupervised classification of remotely sensed images. Fusion of optic images (Landsat TM) and radar data (SAR) has beer used to increase the accuracy of classification. Number of clusters is estimated using generalized Dunns measure. Performance of the proposed method is best observed comparing the classified images with classified aerial images.

  • Recently increase in the number of aircraft caused the air traffic congestion and flight delays. If timely action to reform the air traffic system is not taken, these may result in added economic impact. As a result, the air traffic management should be changed in an innovative manner to modernize the existing air traffic control environment. This paper reviews the trends of airspace reforms such as integration of terminal control areas and flexible use of airspace introduced by foreign countries and compares their merits and demerits in order to provide a judgement to adopt the concept in domestic airspace in the future.

Apply a Model of CQI to the Hospital

  • The paper aims to apply a model of continuous quality improvement (CQI) to Taiwan provincial Pin Ton hospital. Tools of quality control were used both total quality management (TQM) and quality control circle (QCC) in order to approach the objective of ${\ulcorner}$higher quality, higher efficiency, lower cost${\lrcorner}$. During two years, this hospital has organized thirteen QC circles that were classified three categories according to that objective: four circles work for higher quality; the other four circles work for higher efficiency; five circles for lower cost. After implementation, several results were found from two viewpoints. From viewpoint of tangibility, one of the most outcomes is to reduce labor cost from 56 persons to 28 persons of temporary employees. From viewpoint of intangibility, the result was evaluated using radar chart to compare the difference after improvement. This paper is going to report the process of CQI for the hospital management because it is a new issue in Taiwan since 1997

  • The air traffic control service in the domestic airports and approach control centers is provided using data from flight plan and a variety of surveillance sensors such as SSR, ADS-B and MLAT, etc. The physical connection methods and data types of the sensors are various, as so using these data directly may cause a lot of cost in development and maintenance of air traffic control equipment. As a method for solving such a problem, we propose a system that can convert the data from the heterogeneous sensors to the unified format which can be processed by the air traffic control devices. In this paper, the analysis results for the physical characteristics and data formats of the typical surveillance sensors are described. Also, the system design and the system implementation result for the multi-sensor interface system to interoperate the sensors are explained in detail.

  • The air traffic situation variables were emphasized in this research to review the awareness level of job performance of military air traffic controllers in application of air traffic situation variables such as detection of aircraft identification, type of aircraft, position ,speed, altitude, determination of separation between departing and arriving in-trail aircraft, physical airport conditions, adverse weather conditions, NAVAID outage and ATC facilities' operational status. In this respect, This study was conducted under the auspice of ATC facility operating agencies and devoting air force air traffic controller's participation by answering the questionnaires from nine radar approach control facilities and other air traffic control towers.

Accuracy Evaluation of DEM generated from Satellite Images Using Automated Geo-positioning Approach

  • S The need for an automated geo-positioning approach for near real-time results and to boost cost-effectiveness has become increasingly urgent. Following this trend, a new approach to automatically compensate for the bias of the rational function model (RFM) was proposed. The core idea of this approach is to remove the bias of RFM only using tie points, which are corrected by matching with the digital elevation model (DEM) without any additional ground control points (GCPs). However, there has to be a additional evaluation according to the quality of DEM because DEM is used as a core element in this approach. To address this issue, this paper compared the quality effects of DEM in the conduct of the this approach using the Shuttle Radar Topographic Mission (SRTM) DEM with the spatial resolution of 90m. and the National Geographic Information Institute (NGII) DEM with the spatial resolution of 5m. One KOMPSAT-2 stereo-pair image acquired at Busan, Korea was used as experimental data. The accuracy was compared to 29 check points acquired by GPS surveying. After bias-compensation using the two DEMs, the Root Mean Square (RMS) errors were less than 6 m in all coordinate components. When SRTM DEM was used, the RMSE vector was about 11.2m. On the other hand, when NGII DEM was used, the RMSE vector was about 7.8 m. The experimental results showed that automated geo-positioning approach can be accomplished more effectively by using NGII DEM with higher resolution than SRTM DEM.
