PURPOSES : This paper presents how to determine priorities of RWIS installation on national highways within the limited budget. METHODS : Analytical hierarchy process was employed to develop the entire methodology. In addition to this, various data such as vulnerable roadway section for snow removal, RWIS, AWS, AADT, and traffic accident were properly collected and analyzed for the future analysis. Then, GIS analysis was performed to find out the final candidate vulnerable roadway section for snow removal. In the end, expert survey was conducted to estimate weights for evaluation criteria. RESULTS : Results showed that metropolitan area has the most high priority, and Gangwon area, ChungCheung, and Honam in order. CONCLUSIONS : The main contribution of this paper is to suggest a logical methodology to prioritize RWIS installation within the limited budget, and thus snow removal operation during the winter season can improve in terms of getting more valuable information.
This study proposes a novel performance measure, which is referred to as Hazardous Spacing Index (HSI), to be used for evaluating safety of traffic stream on freeways. The basic principle of the proposed methodology is to investigate whether drivers would have sufficient stopping sight distance (SSD) under limited visibility conditions to eliminate rear-end crash potentials at every time step. Both Road Weather Information Systems (RWIS) and Vehicle Detection Systems (VDS) data were used to derive visibility distance (VD) and SSD, respectively. Moreover, the K-Nearest Neighbors (KNN) method was adopted to predict both VD and SSD in estimating predictive HSIs, which would be used to trigger advanced warning information to encourage safer driving. The outcome of this study is also expected to be used for monitoring freeway traffic stream in terms of safety.

Intelligent transportation systems allow us to have valuable opportunities for collecting reliable wide-area coverage traffic and weather data. Significant efforts have been made in many countries to apply these data. This study identifies the critical points for classifying rain intensity by analyzing the relationship between rainfall and the amount of speed reduction. Then, traffic prediction performance by rain intensity level is evaluated using relative errors. The results show that critical points are 0.4mm/5min and 0.8mm/5min for classifying rain intensity (slight, moderate, and heavy rain). The best prediction performance is observable when previous five-block speed data is used as inputs under normal weather conditions. On the other hand, previous two or three-block speed data is used as inputs under rainy weather conditions. The outcomes of this study support the development of more reliable traffic information for providing advanced traffic information service.

Intelligent Transport System(ITS) has been studied in various systems, such as road environment information offering, vehicle short-range wireless/wire communication, vehicle collision preventing and pedestrian safety offering systems. Related to this, the USN technology based on the sensing accuracy for motorists and pedestrians safety, the information reliability, the maintenance and convenience for Sensor Network is highlighted. This study uses various sensors to construct USN to the road, and connect it to the developed RSU so it collects the real-time road environment information and offers it to OBU and Traffic Control Surveillance Center with Road Weather Information System. RSU collects roadside information for driver's safety and analyzes it to offer IP and beacon service according to the service priority to OBU & upper layer terminal. In the upper layer terminal it is developed the IP based Settop Box application program to offer the urban traffic information & road environment, and environment sensor error, etc. Finally, RWIS develops the real-time collection of roadside information to complement the driver's safety to the intelligent traffic system, and presents various service modes with technology convergence.

The purpose of this paper is to classify the traffic condition in freeway by the impacts of road weather. The factor analysis showed that weather factors, which are considered as influential, are identified as weather condition (rain or clear), temperature and sight distance with RWIS and VDS data in Seohae bridge used. The result of ANOVA shows that weather is dividedinto clear and rainy; temperature into below and equal or above $5^{\circ}C$ and sight distance into below or equal or above 10km. Based on those factors, the freeway traffic condition has been classified as five different types. The flow-speed model for each traffic conditions was proposed, which was not significant due to the lack of smaple data. Although not sufficient, the methodology to categorize traffic situation model presented in this paper may shed light on the idea for the future and can be used for proper traffic management for each weather condition.
A road surface temperature prediction model (UM-Road) using input data of the Unified Model (UM) output and road physical properties is developed and verified with the use of the observed data at road weather information system. The UM outputs of air temperature, relative humidity, wind speed, downward shortwave radiation, net longwave radiation, precipitation and the road properties such as slope angles, albedo, thermal conductivity, heat capacity at maximum 7 depth are used. The net radiation is computed by a surface radiation energy balance, the ground heat flux at surface is estimated by a surface energy balance based on the Monin-Obukhov similarity, the ground heat transfer process is applied to predict the road surface temperature. If the observed road surface temperature exists, the simulated road surface temperature is corrected by mean bias during the last 24 hours. The developed UM-Road is verified using the observed data at road side for the period from 21 to 31 March 2013. It is found that the UM-Road simulates the diurnal trend and peak values of road surface temperature very well and the 50% (90%) of temperature difference lies within ${\pm}1.5^{\circ}C$ (${\pm}2.5^{\circ}C$) except for precipitation case.

The purpose of this study is to identify and analyze drivers' attitude related to usage of traffic information and traffic management service. A sample survey on Seohaeanseon Expressway(15), Gyeongbu Experssway(1), Youngdong Expressway(50) was conducted to analyze drivers' attitude ; sample size is 304 with 95% of confidence level and ${\pm}3.6%$ of sampling error. The analysis lists of drivers' attitude are usage of traffic information, awareness about information dissemination devices, and awareness about traffic control information related to LCS or RWIS. The results of this study is that drivers want pre-trip information, voice-based Hi-pass OBU, and fast incident management. According to the IPA, KEC's main consideration is a traffic flow improvement.

Recently, interest in safety has been increasing in every area, especially in the field of transportation. The accurate evaluation of the stability of road facilities is needed to improve the level of safety in the field of transportation and the application of new technologies is required to reduce the number of natural disasters. In this study, the wind data were compared and analyzed according to the type of measurement, and an evaluation of the stability of road signs using the wind data was conducted. In addition, a stability plan to secure road signs was elaborated and its effect on the wind load was analyzed. It was found that the wind data measured by a mobile atmospheric observing system (MAOS) was 2.43 times bigger than that measured by the Korea meteorological administration (KMA) and road weather information system (RWIS). In terms of their stability, the road signs were susceptible to failure caused by gusty winds and it was found necessary to ensure their stability. In the future, it will be possible to evaluate the stability of road facilities using road line weather data and the application of wind load reduction technologies is expected to improve road safety.
