Selection of the Strategic R&D Field Satisfying SMEs' Specific Needs by Technology Relevance/Cluster Analysis (기술연관분석을 통한 중소기업형 전략적 기술개발과제의 우선순위 도출)

  • With limited resources, proper allocation of the national R&D budget is very crucial matter for reinforcing the national competence, and the importance of selecting strategic R&D fields have been increasingly emphasized by technology policy-makers and CTOs. This paper deals with technology relevance/cluster analysis, which measures technological dependency and relevancy among technologies, and how it can be used for selecting the strategic R&D fields especially satisfying SMEs(small and medium enterprises)' specific needs. As a result of this study, technology-product tree composed of 7 major technology fields, 22 clusters, 41 groups, 335 core-need technologies and hundreds of related business items are produced that can be used for designing SMEs' R&D/business portfolio as well as R&D investment decision-making of the Ministry of Small and Medium Business Administration.

Multivariate conditional tail expectations (다변량 조건부 꼬리 기대값)

  • Value at Risk (VaR) for market risk management is a favorite method used by financial companies; however, there are some problems that cannot be explained for the amount of loss when a specific investment fails. Conditional Tail Expectation (CTE) is an alternative risk measure defined as the conditional expectation exceeded VaR. Multivariate loss rates are transformed into a univariate distribution in real financial markets in order to obtain CTE for some portfolio as well as to estimate CTE. We propose multivariate CTEs using multivariate quantile vectors. A relationship among multivariate CTEs is also derived by extending univariate CTEs. Multivariate CTEs are obtained from bivariate and trivariate normal distributions; in addition, relationships among multivariate CTEs are also explored. We then discuss the extensibility to high dimension as well as illustrate some examples. Multivariate CTEs (using variance-covariance matrix and multivariate quantile vector) are found to have smaller values than CTEs transformed to univariate. Therefore, it can be concluded that the proposed multivariate CTEs provides smaller estimates that represent less risk than others and that a drastic investment using this CTE is also possible when a diversified investment strategy includes many companies in a portfolio.

  • In this paper, we propose a technology mining framework for mobile communication industry. We develop a two phase approach of new technology identification and service enhancement. The new technology identification process consists of R&D issues analysis, technology theme design, and emerging technology sampling. On the other hand, existing service enhancement process has technology landscaping, keyword based search, and technological growth analysis. By implementing these two phase frameworks, we develop a technology portfolio for mobile communication industry.

  • This paper is concerned with developing a Multi-period Behavioral Model for the portfolio selection problem. The unique feature of the model is that it treats a number of factors and decision variables considered germane in decision making on an interrelated basis. The formulated problem has the structure of a Chance Constrained programming Model. Then empoloying arguments of Central Limit Theorem and normality assumption the stochastic model is reduced to that of a Non-Linear Programming Model. Finally, a number of interesting properties for the reduced model are established.

Study on Performance Evaluation of Academic Information Distribution Project in Scientific Technology Field (과학기술분야 학술정보 유통사업 성과평가에 관한 연구)

  • As country try expand R&D investment and enhance its efficiency to improve the national competitiveness, research is needed to conduct qualitative enhancement and derive progressive future strategy in relation to the academic information distribution project in scientific technology field. In this study, BSC-based performance indicators were applied to an institute that is the representative of domestic academic information distribution institutes in the field of scientific technology to evaluate project performance, and then to analyze portfolio of using such evaluation results. As for the items of evaluation for the performance indicators of academic information distribution project in the scientific technology field, 12 items that includes information resource quality, information service quality, user satisfaction and economically useful value of academic information from four(4) viewpoints such as information resource, information service, user and economic viewpoints. In the portfolio analysis, it was conducted by performance indicators and by elements of the individual performance indicators as well. Based on the results of performance evaluation and portfolio analysis, the improvement method by viewpoints on academic information distribution project of an institute was suggested.

  • Recently from the enterprise when about reduction the product of numerous type to develop does not produce simultaneously with Life Cycle shortening and JIT productions of the product, is confronting in the environment which will not become. In order to confront in like this environment, developing the good product importance but, the product researches what kind of direction and developing with core subject of technical innovation is recognized. For the development method and an investment direction of the product proposed PPM (Product Portfolio Management) algorithms from the research which sees from like this viewpoint. With PPM algorithms which are proposed, divided the product in 6 kind groups of standardization type, discrimination type, material cost investigation type, processing cost investigation type and sale promotion type and abolition type and presented tyresearch and development direction..Research approach portfolio investigation of existing research and consulting experience of research and development field with background, presented the analytical model of algorithm, is applied of the instance which composed.

The Study on the Adjustment Methods for Investment Strategies of Government R&D in Field of Drug Development: Focusing on R&D Investment Effects (신약개발 분야 정부 연구개발 투자전략 조정방안 연구: R&D 투자효과를 중심으로)

  • Government has accounted an R&D investment on drug development for the highest share among biotechnology sector. Since competitive investments between each agencies, issues on efficiency or effectiveness of the duplicate investments have been raised continuously. In this research, we investigated the effectiveness of the investment through analysis of portfolio on drug development R&D, journals, patents, and performance of the each process. As a result, reliable technology for current market demands could not compute productive outcome at the early process of the development. On the other hand, grants which support non-clinical process of the development has produced the high-quality patents for active utilization. Moreover, analysis of the performance of the process, which affects rate of success on the drug development, showed decreased efficiency compared to global average. Therefore, we proposed the strategies of reflecting the market demands and bridging between stages without interruption for maximizing the efficiency and effectiveness on investment of drug development R&D. Furthermore, strategies for concentrated support on each process should be prepared for the success of final drug development.

An Empirical Study on Technological Innovation Management Factors of SMEs (중소기업의 기술혁신 관리요소에 관한 실증연구)

  • Previous researches on technological innovation have several limitations such as lack of general mechanism for technological innovation(inputs, throughputs and outputs of technological innovation), large company oriented studies, and ignoring importance of technology management capabilities. So, this study suggested a new model using resource-based theory and system theory, and empirically applied that to SMEs. Structural equation model analysis by using 223 SMEs in Daegu region provided a support for most of hypotheses. Research results showed that all of factors on technological innovation were significantly and positively related with each other: inputs(R&D leadership, innovation strategy, R&D investment, R&D human resource management, external network), throughputs(portfolio management, project management, technology commercialization) and output(technological innovation). In case of technological innovation inputs, R&D leadership influenced on innovation strategy positively and significantly. And R&D leadership and innovation strategy had positive and significant effects on R&D investment, R&D human resource management and external network. R&D human resource management and external network exerted positive and significant influences on technological innovation throughputs such as portfolio management and project management. But R&D investment did not significant impacts on technological innovation throughputs. Among technological innovation throughputs, both portfolio management and project management had positive and significant effect on technology commercialization. In addition, technology commercialization acted positively and significantly technological innovation output. This study suggests necessary of efforts to implement innovation strategy and manage R&D human resource effectively based on CEO's innovativeness and entrepreneurship. Also, if SMEs want to develop technology and commercialize it, they have to cooperate with external technology resources and informations. Research results revealed that proper level of R&D investment, internal and external communication, information sharing, and learning and cooperative culture were very important for improvement of technological innovation performance in SMEs. Especially, this research suggested that if SMEs manage technological innovation process effectively based on resource-based and system approaches, then they can overcome their resource limitations and gain high technological innovation performance. Also, useful policy support for technological innovation of central or regional government by this research model is important factor for SMEs' technological innovation performance.

  • Sequentiality in decision making is an inherent characteristic of the R&D Process, Conceptual changes are noted during the Course of the Project which represent a continuous improvement in the quality of the data available during the various project stages. In this paper, Eight characteristic types of project evaluation models have been developed economic index models, portfolio models, decision theory models, risk analysis models, frontier models, scoring models, profile models and checklists. Each of these will be critically reviewed and appraised.
