NTIS (National Science & Technology Information Service) Data (디스플레이 분야)와 소재산업R&D 사례분석을 통한 소재기술 경쟁력 향상에 관한 연구 (Study on Enhancement of Material Technology Competitiveness through NTIS (National Science & Technology Information Service) Data (Display Field) and Material Industry R & D Case Analysis)

  • Recently, Korea has been making efforts at the government level to overcome the national crisis that Japan's dependency on technology in the semiconductor and display materials sectors has also escaped due to export regulations on three materials carried out by Japan. Therefore, based on the data of the National Science & Technology Information Service (NTIS) operated by the government, we analyze the trend of R & D investment in the display field, thereby improving R & D to improve material technology competitiveness in the future. Let's examine the implications of investment. A total of 5 years of new research and development investment in the field of display was invested as basic research fund for 25%, 15% for applied research, and 53% for development research. In terms of development cost and development period, the basic research showed that the amount of money and the development period were shorter than that of applied research. In other words, the basic research accounted for 25% of the R & D investment and the average R & D period was only 3.2 years. As we can see from the recent development of H fiber carbon fiber, which was recently developed and entered full-scale production, we were able to succeed because of the benefits of government support for 10 years while giving the same material title differently. In order to escape from Japan's technological dependence on semiconductor and display materials in Korea, As such, basic research in the field of materials is only possible when long-term research is conducted.

  • The purpose of this research is to find a better knowledge service R&D management process. There are four basic characteristics in service : intangibility, inseparability, inconsistency, and no inventory. These intrinsic characteristics require us to change the traditional manufacturing sector based R&D management process. It is necessary to develop an effective knowledge service R&D management model to improve the competitiveness of the service industry and Korean economy. A model case knowledge service R&D has been performed to find a better R&D management model. The whole cycle of R&D process, such as planning, selection, performing, and evaluation has been reviewed by real experience. Several important aspects of R&D process are compared between manufacturing R&D and service R&D. A knowledge service R&D management framework has been suggested. The results of this research can be used for building a better service R&D management process.

Influence of R&D intensity on Innovation Performance in the Korean Pharmaceutical Industry: Focusing on the Moderating Effects of R&D Collaboration

  • This paper examined the effect of innovation networks comprising research and development (R&D) collaboration on innovation performance of Korean pharmaceutical firms. As co-assigned patents and co-affiliated publications are common technical outcomes of successful R&D collaboration in the pharmaceutical industry, social network analysis technique was applied for analyzing innovation networks through patent and publication data. Results of Social network analysis indicated that a small set of highly innovative firms in the Korean pharmaceutical industry were actively involved in patenting and publishing. And the analysis of structural equation model found the followings: (1) R&D intensity significantly affected patenting, publication and new drug development, (2) the activity of patenting and publishing was positively related with the innovation performance measured by new drug development, and (3) R&D collaboration in terms of degree centrality of co-patent network played significant moderating roles on the relationships among R&D intensity, patenting, and new drug development. These findings are expected to be helpful to researchers as well as policy-makers to devise innovation-promoting policies in the Korean pharmaceutical industry. Discussions and limitations of the study are provided in the last part.

한국 무기체계 개발 실적을 고려한 연구개발 비용추정관계식 개발 (Developing an R&D CER Using Historical Defense Weapon System Data in Korea)

  • Currently, cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as key decision points. Parametric cost estimating models have been used extensively to obtain appropriate cost estimates in early acquisition phase. However, they have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed in the U.S.A. environment. In order to obtain a good R&D cost estimate, developing our own CERs (Cost Estimation Relationships) using historical R&D data is essential. Nevertheless, there has been little research to develop our own CERs. In this research, we established a CER development process and found some cost drivers in the historical movement weapon system R&D data. The R&D CER is developed using the PCR(Principle Component Regression) method to remove multicollinearity among data and to overcome the restriction of the insufficient number of sample. At least, this research is meaningful as a first attempt in terms of defining the CER development process and obtaining our own R&D CER based on the historical data in Korean weapon system R&D environment.

  • 현재 국내의 정부 R&D 사업은 300여개에 이르고 있고, 이를 사업의 특성별로 16개 국가R&D 관련 부처 청의 15개 대표연구관리전문기관에서 각각 관리하고 있다. 이로 인하여 발생하는 국가 R&D에 대한 중복 투자와 체계적인 R&D연구과제 및 성과관리의 미흡으로 R&D 투자의 효율성에 대한 문제가 계속해서 제기되고 있다. 그러한 가운데 이러한 문제를 해결하기 위하여 교육과학기술부는 국가연구개발의 기획에서 성과활용에 이르기까지 연구개발의 효율화를 지원할 수 있는 국가 R&D 포털시스템으로써 국가과학기술종합정보시스템(NTIS)을 구축하고 있다. 본 논문에서는 NTIS시스템의 인력/과제/성과 정보의 통합 DB 구축 및 연계방식과 이를 통해 수집된 데이터의 품질관리를 위한 데이터 정제 프로세스를 고찰해 본다. 그 과정에서 발생할 수 있는 데이터 품질문제의 요인을 분석하여 NTIS의 데이터 품질향상을 위한 개선방안을 제시한다.

Between-Group Analysis를 활용한 지역 R&D사업의 기업지원 효과분석 (Between-Group Analysis for the Development of Performance Evaluation Framework of National R&D Programs)

  • 본 연구는 지역 R&D 성과평가를 위한 방법론으로서 비교그룹 간 분석을 적용하여 실증분석하고 있다. 분석방법론으로 기업 간 분석(between-group analysis)을 제시하고 있으며 핵심 아이디어는 두 가지 측면에서 설명될 수 있다. 첫째, R&D 사업의 효과분석을 위해서는 기간별 성과를 비교하며 분석하는 것이 당해 연도 성과만을 분석하며 비교하는 것보다 타당하다는 점이다. 둘째, 정부의 R&D 투자가 이루어지지 않은 비교집단을 선정하여 제3의 변수들의 효과를 통제한다는 점이다. 분석 결과 기업 간 분석이 의미 있게 나타났으며, 이는 수혜 기업의 성과만을 가지고 전후 비교하는 것보다 수혜를 받지 않는 대조군과의 전후 비교 평가를 통해 더 합리적이고 객관적인 성과평가를 달성할 수 있음을 시사한다.

구미 중소제조기업 연구개발 속도에 미치는 혁신영향 요인에 관한 연구 (A Study on the Factors Affecting Innovation Capability for R&D Speed on Small & Medium Manufacturing Enterprises in Gumi)

  • 본 연구는 중소기업의 연구개발 프로세스를 분석하여 국내 중소기업의 연구개발 프로세의 문제점을 진단하고, 혁신역량이 연구개발 속도와 기업 성과에 미치는 영향을 평가했다. 이러한 영향에 대한 평가는 혁신역량에 관한 요인의 융복합요인을 고려하여 분석하는 것으로 유형에 따른 발전방향성을 파악할 수 가 있다. 본 연구의 주요 목적은 혁신역량 및 경영환경에 따라 연구개발 속도에 미치는 영향을 확인하고, 연구의 신뢰성과 유효성 검증을 위해 내부 일관성을 나타내는 크론바흐 알파를 사용하였다. 본 연구는 연구개발 속도가 R&D활동에 어떠한 영향을 미치는지를 분석한 연구이고, 기업의 내부 역량에 관한 자원을 기반한 접근이 필요하다는 것을 목표로 한 연구로 학술적 가치를 갖는다. 각각의 요인에 대해 기업에 미치는 영향에 따라 기업개발역량 수준 유지를 통해 연구개발, 재무적 지표에 미치는 영향을 분석한 연구이며 기업의 전략 수립에 미치는 연구개발 역량 개발에 근거가 될 수 있는 실무적 가치가 있는 연구이다.

서울시 R&D 산업체의 시공간 클러스터 분석 (Space-time cluster research of R&D industry in Seoul, Korea)

  • 국제회계기준위원회(IASB)에서 규정한 R&D 산업은 다양한 분야에서 '연구'와 '개발'을 동시에 진행하는 3차 산업에 해당한다. R&D 산업과 관련한 기존 정성적 연구들은 공간군집 사례들을 기반으로 분류한 클러스터 유형 중 하나인 하이테크 혁신 클러스터로 취급하여 분석한다(Coe et al., 2007). 그러나 이는 다양한 R&D 산업의 공간군집 사례들을 일반화하는데 그쳤으며, 특히 클러스터 형성 과정에서 시간의 흐름을 고려하지 않은 R&D 클러스터가 시공간적으로 유의미한 것인지 알 수 없다. 이에 본 연구는 기존 공간적인 혹은 시간적인 측면만을 강조하는 클러스터 분석의 한계를 인식하고, 섬유 및 의복 제조업의 비교를 통해 R&D 시공간 클러스터를 탐색해본다. 연구방법으로는 시공간 클러스터의 발견 및 위치탐색을 위해 시공간 K-함수와 시공간 스캔통계를 이용하였다. 그 결과, R&D는 공간적 측면만 고려한 분석에서는 유의미한 클러스터가 발견되었지만, 공간적 분포와 시간적 흐름을 동시에 고려한 시공간 클러스터는 발견되지 않았다. 즉, 시간에 따른 R&D의 신설 과정은 이미 존재하는 R&D의 공간적 위치와 독립적인 것으로 나타났다. 반면 섬유 및 의복 제조업은 공간과 시공간 클러스터 모두 유의미한 클러스터를 발견했다.

산업체 부설연구소의 정보기능에 관한 연구 (A Study on the Information Gathering Function of Research and Development Laboratories Established within Industrial Firms)

  • This dissertation is presented in two major parts. The first part presented in Chapter 3 attempts to verify the major hypothesis of the present study that the research and development laboratories(hereafter referred to R&D laboratories), establishd withine industrial firms to develop new technologies needed for their own industrial activities, may have another but very important functions to bring information on the externally generated technologies to attention of their respective management decision makers, eventually resulting in the transfer of technology; and such information functions of the R&D laboratories may be better performed by well-organised laboratories than by poorly-organised ones. The second part presented in Chapters 4, 5, 6 and 7 discusses, after the preceding hypotheses has been verified, some desirable situations of the R&D laboratories in facilitating the flow of information on new technologies developed in the world into their industrial firms, centering on the organisational positions and the major fields of interest of the person in charge of the R&D centers, services of the library and technological information office supporting the R&D laboratories, and frequencies of direct contacts of research and development workers with experts in the world and of participation in various conferences, seminars, workshops, exhibitions, etc. Now that there is no recognised instrument and method available for direct measurement of volume of technological information transfered into a particular industrial firm, the number of technologies introduced into a given firm is employed in the present study as an analogous parametre indicating volume of technological information transfered into the firm during a particular period of time. A logical attempt to justify the use of the indirect paramentre is made in Chapter two. vidences needed to verify the hypotheses of the present study are collected through the various publications of the Korea Industrial Research Institutes and other agencies and institutions related to industrial research activities, and through responses to the questionnaire posted to a sample of the 66 R&D laboratories on 6 May 1987 and returned by 30 August of the same year. Some findings and conclusions made in the study are summarised as follows: (1) More information on externally developed technologies flows into the industrial firm with a R&D laboratory of its own than into the industrial firm without one, and naturally, more chances of transfer of technologies are given to the former than to the latter (see 3. 2) (2) After establishing an R&D laboratory, more technological information flows into the industrial firm than before establishing one (see 3. 3) (3) More technological information flows into the industrial firm with a well-organised R&D laboraory than into the firm with a poorly-organised one (see 3. 4) (4) More technological information flows into the ndustrial firm where the director of its R&D laboratory has status qualified to participate in the highest managerial decision making processes of the firm than into the industrial firm where the director does not have such status (see 4. 2) (5) More technological information flows into the industrial firm where the director of R&D laboratory does not hold other positions within the firm than into the industrial firm where the director holds other positions (see 4.3) (6) There is evidence showing that quantities of technological information transfered into industriali firms vary with the case that the major background of the director of the R&D laboratory is the same as the main field of R&D activities of his or her laboratery, the case that the director's background is partly related to the field of R&D activities of the laboratory, and the case that the director's major background is different from the field of R&D activities of the laboratory (see 4.4) (7) More technological information flows into the industrial firm with the director of its R&D laboratory appointed from among professional research and development workers than into the industrial firm with the director of its R&D laboratory appointed from among general managers (see 4.5) (8) More technological information flows into the industrial firm with its R&D laboratory which has established a library service unit within its own jurisdiction than into the industrial firm with its R&D laboratory which has established a library service unit within its own jurisdiction than into the industrial firm with its R&D laboratory which uses a library within the firm but outside the laboratory (see 5. 1) (9) More echnological information flows into the industrial firm with a technological information office of its own than into the industrial firm without such an office (see 5. 2) (10) More technological information flows into the industrial firm with a large research and development staff in its R&D laboratory than into the industrial firm with a small staff in its R&D laboratory (see 5. 2) (11) More technological information flows into the industrial firm with its R&D laboratory whose staff members more frequently contact experts in the conferences, seminars, symposiums, and workshops held in foreign countries and novelties in the world's major exhibitions than into the industrial firm with its R&D laboratory whose staff members less frequently contact such experts and novelties (see 6. 2 ; 6. 3)

기후기술 인재양성사업의 효과성 연구 (A Study on Effects of Climate Technology Workforce Development Program)

  • 오늘날 기후변화대응을 위한 기술패권 경쟁이 고조되는 가운데 기술 역량을 보유한 기후기술 분야 전문 인재를 양성하기 위한 사업들이 추진되고 있다. 지속가능한 인재양성 사업의 추진을 위해서는 사업 모니터링 및 성과평가가 필수적으로 병행되어야 함에도 불구하고 현재까지 기후기술 분야 인재양성 사업의 성과평가 관련 연구가 부족한 실정이다. 이에 본 연구는 기후변화대응 기술 분야 중 수소 및 정책 분야 인재양성 사업을 통해 수혜 학생들의 R&D 역량과 경력개발 의지를 향상시켰는지 분석하였다. 기후기술 인재양성 사업의 수혜 학생들을 대상으로 설문 조사와 포커스 그룹 인터뷰를 실시한 결과, 학생들 개인별로는 R&D 역량이 향상되었고, 경력개발 자신감이 높아진 것으로 보였다. 대학별로 분석한 결과 동일하게 R&D 역량이 향상되었고, 기술가치 인식이 개선된 것으로 나타났다. 본 연구결과를 통해 학생들이 기후기술 분야의 R&D 역량들은 발굴되었지만 기후기술 분야 경력개발로 이어지기 위해서는 추가 개선이 필요하다는 시사점을 제공하였다.
