지속적인 성장을 위하여 정부는 R&D투자 규모를 지속적으로 늘리고 있으며, 동시에 R&D 성과의 산업화 연계 등 성과활용 관점의 관리와 인프라를 강화하고 있다. 그러나 사후적인 성과관리보다는 우수한 결과가 도출될 수 있는 사전적인 R&D기획이 더욱 중요하다. 본 연구는 우수한 R&D성과의 창출을 위한 R&D기획에 대한 시사점을 제시하고자, 신재생에너지 분야 중 연료전지와 태양전지 분야 특허를 대상으로 가산자료 모형을 활용하여 특허의 질적 수준 결정요인을 비교 분석 하였다. 분석결과 기술별로 결정요인은 서로 상이하게 나타나 R&D기획이 기술별로 구별되어야 함을 보였고, 결과를 바탕으로 우수한 R&D성과를 도출할 수 있는 연료전지, 태양전지 분야의 R&D기획 방향을 제시하였다.

재난안전 R&D는 2008년 이후 지속적인 예산 증가 추세에도 불구하고 소방안전 R&D 예산은 극히 일부에 불과하여 소방산업의 경제성장을 견인할 만한 성과가 도출되지 못하고 있다. 이에 본 연구는 소방안전 R&D인 현장중심형 소방활동지원 기술개발사업을 대상으로 질적 성과에 영향을 미치는 요인이 무엇인지를 분석함으로써 향후 소방안전 R&D의 예산 확대, 연구개발 역량 강화 및 성과 양산 방안에 대한 시사점을 주는데 목적이 있다. 통계 프로그램(SPSS statistics 21.0)을 사용하여 일원배치 분산분석과 회귀분석을 통한 실증분석을 실시하였으며 결과적으로 본 연구를 통해 질적으로 우수한 특허와 논문 성과를 창출하기 위해서는 지속적인 투자 확대와 우수한 연구인력이 필요함을 시사한다.

본 연구는 농업 R&D의 추세를 살펴보고자 텍스트마이닝 기법을 활용하여 농업 R&D에 해당하는 키워드를 분석하였다. 분석자료는 NTIS의 국가연구개발사업 과제정보를 활용하였으며, 2003년부터 2018년까지의 농업 R&D의 주요 키워드를 연도별 및 연구개발단계별로 구분하였다. 텍스트마이닝을 위해 키워드의 TF-IDF를 계산하여 점수별로 순위를 매기었으며, 유사한 키워드별로 그룹화하여 해석하였다. 주요 분석 결과는 다음과 같다. 첫 번째, 신기술의 도입과 외부 환경에 변화에 따른 농업 R&D 트렌드가 변화해가고 있다. 시간이 흐를수록 새로운 키워드가 대두되고 있으며, 기초연구 단계에서는 '기후변화'가, 응용연구 단계에서는 'ICT'와 '스마트팜'이, 개발연구 단계에서는 '수출' 키워드가 주되게 등장하고 있다. 두 번째, 연구개발 단계에서 시차를 가지고 키워드 변화가 나타나고 있다. 기초연구-응용연구-개발연구 순으로 주요 키워드가 변화하고 있으며, 대표적으로 '기후변화'와 '신품종' 키워드가 연구개발단계별로 연계되어 있었다. 세번째, 농업 R&D의 대표적인 키워드는 '벼' 키워드로 나타났다. 그러나 '녹색 및 기후변화 대응'과 '가공 및 유통기술' 같이 국내외 농업 환경 변화에 따라 연구의 방향성과 목적이 변화하고 있었다.

본 연구의 목적은 지분 집중도와 R&D 투자가 중국 상장기업 수익 증가에 미치는 영향을 분석하는 데에 있다. 이를 위해 본 연구는 WIND 데이터베이스를 이용해 중국 2,366개 상장기업의 14,196개의 표본을 추출해 Python으로 실증 분석법은 활용하였다. 분석한 결과는 다음과 같다. 첫째, 지분 집중도가 중국 상장기업의 수익 증가에 양(+)의 영향을 미치고 있는 것으로 나타났다. 둘째, 지분 집중도가 중국 상장기업의 R&D 투자에 양(+)의 영향을 미치고 있는 것으로 나타났다. 셋째, R&D 투자가 중국 상장기업의 수익 증가에 양(+)의 영향을 미치고 있는 것으로 나타났다. 넷째, R&D 투자가 중국 상장기업의 수익 증가에 미치는 영향은 시차 효과를 미친다. 다섯째, R&D 투자는 지분 집중도와 중국 상장기업 수익 증가에서 부분 매개 효과를 미치는 것으로 나타났다. 이러한 분석 결과를 바탕으로 본 연구에서는 중국 상장기업의 지분 집중도 최적화 및 R&D 투자 향상을 통한 기업의 수익 증대를 촉진하는 대책을 제시하였다.

The purpose of this study was to compare the caries activity and cariogenic factors in children in different residence areas. The subjects of the study were 268 kindergarten children who were selected from the downtown area(D), apartment area(A), suburban area(S), and rural area(R) in and around the city of Iksan, Korea. Caries activity was measured as past caries experience (dft index and dfs index) and salivary reductase activity (Resazurin Disc Test scores). Cariogenic factors were investigated by a questionnaire. This paper is a summary of how we constructed a national R&D investment model. Although a national R&D investment is an important decision making for the government as well as industries, currently there were little efforts on making a model reflecting governmental decision making on the individual size of national R&D. We constructed a simple national R&D model through discussion with 3 researchers who have rich experience of governmental investment of national R&D. In this paper, we tried to show how our simple R&D model can reflect the perception on the R&D efficiency that changes as the industry reach to its saturation level.

Technological, policy and economic factors are both important variables in maximizing the results of a national R&D program and key indicators in evaluating an R&D program's eligibility for financial support. Economic analysis, in particular, is used when selecting R&D programs, setting priorities, and estimating economic effects. This paper examines a series of methodological issues related to the economic analysis of national R&D programs within the framework of the current preliminary feasibility evaluation system, and proposes alternative approaches to each of the issues discussed. The issues include the definition of R&D valuation and establishment of valuation factors; estimation of sales attributable to R&D investment; assessment of the total economic value of R&D as intellectual assets; estimation of R&D benefits and assumption of related to sales; and the application of discount rates based on the weighted average cost of capital. Finally, this study presents directions for future research on analytical procedures and methods of improving the reliability of the results of economic analysis within the national technology planning system.
