Government Policies and Promotion for Enhancing Bioenergy Adoption in Korea and USA

  • Bioenergy can be obtained from various forms of biomass such as agricultural, food processing, and municipal wastes. Recently, its importance is recognized more seriously because of its positive impacts on economic and stable energy supply and environmental sustainability. Despite its advantages, bioenergy has not been used as much as it was expected, nor has it been developed to the level of attractive commercialization in energy market. The main reasons for the sluggish progress have been analyzed by comparing the bioenergy policies in Korea and U.S.A. Both Korea and U.S. governments have recognized the importance of bioenergy and put in various efforts to promote the use of bioenergy. Both governments have legislated alternative energy promotion plans that support R&D, tax reduction, rewards, and low interest loans. However, it is suggested that the bioenergy policy and plan juxtapose the financial supports (R&D, tax exemption, low interest loan, education, etc.) with strong mandates and obligations. Although imposing strong mandates prerequisites the economically attractive and feasible technologies, it can motivate and speed up more effective technology development, in turn. In addition, the bioenergy R&D support must include studies on commercialization and marketing as well as process development. R&D on the socioeconomic effects of bioenergy should also be supported. Lastly, decision making processes for the bioenergy policy, and for alternative energy overall, must include environmental agencies for taking advantage of environmental benefits of bioenergy.

Effect of Metallic Particles on E-field Enhancement in Extra High Voltage Gas-insulated Transmission Lines

  • Gas-insulated transmission lines (GITL) are valued as technological solutions in hydro-power stations due to their enormous power handling capabilities. The performance of GITL is a function of the size of metallic particles inside the gas-insulated chamber. Electrostatic field (E-field) enhancement is a common phenomenon in gas-insulated lines due to these metallic particles. In this study, the E-field enhancement factor is calculated by considering metallic particles at various locations in the gas-insulated line/bus section, such as high-tension (HT) conductor, high-voltage shields, support insulator, and inner surface of grounded enclosure. For this purpose, a two-dimensional model based on finite element (FE) method is developed. The length of the metallic particle is in the range of 1 to 10 mm while the diameter is between 1 to 3 mm. E-field enhancement is also computed for various particle configurations of the gas-insulated system, with focus on dielectric coating made of epoxy on HT conductor and inner surface of grounded enclosure.

자유공모형 국가연구개발 과제의 특성 및 효과성 분석 : 중소기업 R&D를 중심으로 (The Performance of Grant-type Government R&D Project: Focusing on SME's R&D)

  • 최근 중소기업 혁신 지원 전략이 시장 중심의 혁신을 유도하는 방향으로 전환되면서 중소기업이 수행하는 정부 R&D의 세부과제 지원 유형 중 자유공모형 과제의 비중이 높아지고 있다. 본 연구는 이처럼 증가하고 있는 자유공모형 과제의 특성과 효과성에 대해 이론적으로 살펴보고 실증분석을 통해 어떤 조건에서 자유공모형 과제가 될 가능성이 높아지는지, 성과 측면에서는 어떠한 차이점이 있는지 알아보았다. 먼저 시장수요 중심으로의 국가 R&D전략 전환과 수요견인 혁신 관점에서 세부과제 지원 유형 중 자유공모형 과제의 특성과 의미에 대해 살펴보고, 자원기반 관점으로 자유공모형 과제가 성과측면에서 유리할 수 있다는 것을 이해하였다. 그 후 로짓분석과 성향점수매칭법 등 실증분석을 통해 자유공모형 과제가 될 확률이 높아지는 과제 특성과 수행기업의 특성을 밝히고, 자유공모형 과제가 연구비 1억원 당 더 많은 혁신 성과를 나타낸다는 결과를 얻었다.

이공계 대학 연구과제 특성 별 운영 형태 현황 (An analysis of operation status depending on the characteristics of R&D projects in Sciences and Engineering universities)

  • 본 연구는 이공계 대학 연구과제 특성(단계 및 성격)별 R&D 운영 현황을 파악하여 향후 대학 R&D 지원 체계와 연구정책에 시사점을 제공하고자 하였다. 이에 본 연구는 2021년 10월 4일부터 약 5주간 국내 이공계 대학 R&D 수령인을 대상으로 온라인 설문을 진행한 후, Apriori 알고리즘을 활용하여 445명의 유효데이터를 분석하였다. 그 결과, 기초(원천)단계 연구 10개(일반적인 연구 6개, 도전적인 연구 4개), 응용단계 연구 6개(일반적인 연구 5개, 도전적인 연구 1개) 등 총 16개의 연관규칙이 도출되었다. 또한, 이공계 대학 R&D는 연구과제의 특성과 무관하게 정부(발주처) 혹은 공공기관(연구비결정권) 등의 주도로 운영되는 공통점이 나타났으며, 특히 응용연구의 특징(단계 및 성격)과 높은 연관성이 있었다. 기초(원천)단계연구의 경우, 연구자에게 연구주제에 대한 자율성을 제공하였으나 3년 차라는 짧은 연구 기간과 3년 이상의 단위로 연구가 평가되는 특징이 있었다. 이러한 연구 결과는 이공계 대학 연구과제 특성에 따른 운영 형태를 다양한 변인 간의 연관성을 드러내는 실증적 근거로써 활용될 수 있다. 아울러, 본 연구는 향후 이공계 대학 R&D 운영 지원을 위한 정책적·재정적·운영적 지원의 개선 방향을 제시하였다.

국방 전장관리정보체계 연구개발사업의 애자일 적용 방안 연구 (A Study on the Agile Approach in Battlefield Management Information System R&D Project in Korea Military)

  • The SW-centered battlefield management information system R&D project takes a long period of 5-10 years or more by applying a complex and rigid batch acquisition strategy. In order to solve this problem, it is necessary to institutionalize a rapid and flexible battlefield management information system R&D project management procedure applying agile development methodology, and a government project management organization and contract management method to support it In this study, we analyzed the case of applying the Agile development method centered on Scrum to the US SW-centered weapon system R&D project and the characteristics and problems of the battlefield management information system R&D project in Korea, and suggested improvement measures as follows. First, the battlefield management information system R&D model applies the hybrid development method, and the system requirements analysis and system structure design use the existing waterfall development procedure, and the agile method is applied from the SW requirements analysis to the system integration stage. Second, flexible adjustment of performance, schedule, and cost by organizing an Agile IPT in which military (requirements) - DAPA (project management) - developer - functional specialized organizations (test and evaluation, quality, government research institutes, etc.) participate. Third, improving the Basic Order Agreement so that it can be applied to agile R&D.

기혼 중년 남성의 직업스트레스, 직업 안정성, 우울, 가족유대감, 주관적 건강상태, 사회적 지지가 삶의 질에 미치는 영향에 대한 융합적 연구 (A Converged Study about Influences of Job Stress, Job Security, Depression, Family Bond, Subjective Health Status, Social Support on Quality of Life in Married Middle-Aged Male)

  • 본 연구는 기혼 중년 남성의 직업 스트레스, 직업 안정성, 우울, 가족유대감, 주관적 건강상태, 사회적 지지가 삶의 질에 미치는 영향요인을 알아보고자 하는 서술적 조사연구이다. 대상자는 B광역시, D광역시, J시에 거주하는 40~59세 중년 남성 149명의 설문지를 통해 자료를 수집하였고 SPSS/WIN 18.0프로그램을 이용하여 분석하였다. 연구결과, 삶의 질과 직업 스트레스(r=-.544, p<.001)과는 보통의 역 상관관계, 우울(r=-.748, p<.001)과는 높은 역 상관관계, 직업 안정성(r=.566, p<.001), 주관적 건강상태(r=.537, p<.001)과는 보통의 순 상관관계, 가족유대감(r=.712, p<.001), 사회적 지지(r=.739, p<.001)과는 높은 순 상관관계를 나타냈다. 삶의 질에 영향을 미치는 요인은 우울, 사회적 지지, 가족유대감, 주관적 건강상태, 현 직종의 근무년수, 규칙적인 운동여부 순으로, 전체 설명력은 75.1%로 나타났다. 따라서, 질적인 중년기 삶을 영위하기 위해 우울은 낮추고 사회적 지지 체계의 확충 및 가족유대감과 주관적 건강상태 증진, 현 직종에서의 근무년수를 높이기 위한 방안이 필요하다.

Stock Excess Return, R&D intensity and Market Concentration: A Study of IT Firms in India

  • This paper empirically investigates the role of R&D intensity on market concentration of firms using four key market valuation variables, namely (1) market share, (2) labor intensity, (3) firm age and, (4) firm's market value. The empirical tests use database at firm level for the Indian IT sector from 1999 to 2013 from the CMIE Prowess database. The results of the regression analyses partially support our hypothesis that R&D intensity positively influences firm's market value measure by the H-index. The test results are consistent with the hypotheses that R&D spending is more valuable for firms with larger market shares, higher labor intensity, and firms that are diversified.

  • Compression ring is a part of LNG storage tank. The main function of the compression ring is connected the roof plate with concrete side wall. End of its one side is embedded in the side concrete wall and the other's connected with the roof plate by welding. It is designed to support stably for all the loads such as self weight of steel roof, inner pressure and concrete weight. We fulfill the FEM analysis to analysis the compression ring behavior during construction. Also we studied the effect of the change of design variables. On the basis of the results, we could introduce a more reasonable design method for compression ring.

중소기업의 기술개발 전략에 대한 연구 (A Study on a Strategy of Technology Development of SME in Korea)

  • SME is a major company to keep employment in Korea and highly depends on large company as vendor. R&D is critical to keep its position under the global competition. Government makes a policy to support SME R&D investement. We reviewed SMBA(Small and Medium Business Administration) policy for SME R&D and try to find alternatives. One of the alternatives is to increase a budget for large and SME co-development program.

An Empirical Study on the Success Factors of Inter-Firm Alliances for New Product Development: With a Focus on the SMEs in Korea

  • The purpose of this study is to identify the major determinants of performance of the R&D alliances, with an aim toward raising the success rate in cooperative relationships. In particular, this study assesses whether the success factors of purchasing relationship identified in the literature apply equally to SMEs in Korea. The results of this study indicate that inter-firm cooperation, experienced cooperation, and efficiency of government support have positive impacts on the purchase rate of new products. On the other hand, R&D intensity and resources of competencies of the firm do not influence it. Additionally, market attractiveness does not moderate the effects of the five independent variables on the purchase. The extracted determinants according to the results of surveys give valuable and practical hints to the SMEs when they make a decision on their R&D alliances with large enterprises.
