According to the evolution of knowledge based economy, the expansion of significance of high-tech and technical innovation, in recent, many of local government of Korea have concern on the establishment and promotion of new growth power such as technopolis, science park, and innovative clusters for regional development. This study focuses on the establishment strategy for R&D special district in Gwangju area. Gwangju area have many potentials in several dimensions; comfortable physical environment, new agglomeration of photonics and household electric industry, the existence of excellent research related manpower, the strong networking with universities, laboratories, and firms. In addition, the establishment of R&D special district in Gwangju area will be provide positive effects in the increase of competitiveness of state, balanced development between regions, revitalization and development of southwestern area, and establishment of innovative clusters for regional development. However, in order to promote and establish the R&D special district of Gwangju area, central and local governments have to concern with some improvements such as the construction of R&D related infrastructure, the strengthening of research activities of research institutes, the building of cluster of strategic industries of Gwangju area, the supporting system for the revitalization of R&D special district.
Purpose - Recently, the fourth industrial revolution is rapidly progressing, and the central government-led innovation system is not able to flexibly cope with changes in science and the economy and society. To solve these problems, it is necessary for local governments, which can easily identify and flexibly respond to local sites, to become self-centered and ready to respond more quickly to massive changes. Through this research, this study investigated the awareness of the elements of Jeonnam Province's capabilities in the field of science and technology policy, the importance of R&D, and how network cooperation among the base institutions might affect performance. Research design, data, and methodology - In fact, the data used in this study only 115 people were polled, excluding five who did not respond to the necessary variables. The methods of the survey were sampled, and the means of the survey were investigated via a self-contained electronic file (e-mail). Statistical analysis, including hypothesis verification, was performed by SPSS 19. The regression analysis was used. Results - All factors significantly affect performance by dividing them into five sub-fields: R&D strategic establishment, R&D demand survey, R&D planning, R&D evaluation, and R&D project management. These results suggest the importance and need for local scientific technology policy capabilities. Besides, it was confirmed that the relationship between regional science and technology policy capabilities and performance was moderated by the recognition of the importance of science technology and network cooperation among the core organizations. Conclusions - As a result, independent variables regarding the capabilities of each scientific technology policy were found to be statistically significant and have a significant effect on performance. Second, the regression analysis has shown the moderation effects of R&D importance awareness between the capabilities of science and technology policies and their performance. On the other hand, a regression analysis showing that the capabilities of science and technology policies and network cooperation between the base regions were not significant, indicating that there is no effect of moderation of network cooperation between the base regions between the capabilities of science and technology policies and performance.
The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.
With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For government-supported research institutes, it will be important to watch and analyze the changes in the government's primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating 'creative economy' and the 'safety and integration society', the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.
The BSC which was proposed by Kaplan and Norton, is being used as a general performance measurement tool in various firms and industries. BSC approach links strategic objectives with specific operation indices and it can efficiently evaluate the attainment of the goals of the firm. This study is a BSC based case of the government R&D institute which is staffed with knowledge experts in the research areas. In order to bring a major change to a public research organization and shape a strategy focused organization, it is essential to understand the proper methodology of the whole construction process of BSC from the mission of the institute through the establishment of vision and strategic direction, KPI building, and a strategy map set, to the implementation of the BSC monitoring system. By investigating the application process, in this research we intend to provides useful implications in the BSC construction process of public research agencies.
It is important to identify the mid and long-term strategic technologies and evaluate technology level for the establishment of national R&D policy to upgrade technology level in Korea. This paper summarizes the result of technology level evaluation for 99 key technologies of 'National Technology Road Map', which consists of 5 visions, of Korea. The technology level, the technological gap between Korea and world-top country, the role of government to upgrade technology level, etc. were investigated by the survey (total 1,067 respondents) and the interview with experts related to key technologies. The average technology level of Korea was $65.1\%$ of that of world-top country and average technological gap was 5.8 years. The technology level of vision I 'Building an Information-Knowledge-Intelligence Society' was $71.6\%$ and highest among 5 visions. The highest technology level among 99 key technologies was $85.6\%$ for 'Digital Broadcasting Technology' and the lowest was $20\%$ for 'weather Control Technology'. The major reasons of technological gap were investigated as the lack of R&D personnel ($23.8\%$), the shortage of R&D funds ($17.8\%$), and the insufficiency of basic research ($15.4\%$), in sequence. The average technology level of USA was evaluated to highest in the world. It was presented that the technological power of China increased rapidly in the expert interview. The result of technology level evaluation would be primary information for various national S&T planning, such as S&T basic plan, S&T foresight, technology road map, etc.

To secure national future competitiveness, the Korean government announced the 『National Ultra-High Performance Computing (HPC) Innovation Strategy (2021.5.28.)』 and set three innovation strategy goals throughout establishing an innovation ecosystem. This study presented a heterogenous data-based strategic support framework that allowed to understand both the current status of domestic & foreign R&D areas and domestic industrial economy areas in terms of strategic fields related to ultra-high performance computing, and the empirical research was conducted in the life science and public health area. The HPC innovation ecosystem platform based on the connection of heterogeneous data (domestic R&D project-technology-industry-overseas R&D project) presented in this study provided useful and essential information that allowed establishing a specific action plan for the national HPC innovation strategy and contributing to vitalizing the innovation ecosystem. Since the evidence-based policy assumes that a more reasonable consensus is reached through a non-biased decision- making process among stakeholders, the proposed platform may contribute to enhancing policy momentum by increasing legitimacy and trust of planning of the national HPC strategy.
Artificial intelligence (AI) has rapidly diffused across industries and societies as nations' essential strategic technology. In innovative technology, such as AI, a startup leads to technological innovation and significantly impacts the expansion of relevant industries. Thus, this study examined the trend of AI startup venture capital (VC) investments globally, focusing on ① noteworthy VC investment statuses (the number and size of the investment, company establishment, and corporate collection), ② the characteristics of each key nation's investments, and ③ the characteristics of each submarket's investments. Among the 11 countries, the results showed that Korea ranked near the bottom for absolute quantitative measures, including the number and size of investments, company establishment, and corporate collection. However, Korea has built a foundation of catching up with what AI-leading countries have established, considering Korea's high growth rate in the number and size of investments and a recent mega-round. This study has practical implications in that it determined the AI startup VC investment status of Korea's rival countries, not only G2 (US and China). The results can be used in policy-making. Furthermore, identifying the AI industry's submarkets and analyzing each market's VC investment status could be used to establish strategies for the AI industry and R&D.
The objective of this study was to set priority for future core technologies in agricultural and environmental science using analytic hierarchy process(AHP). Forty-six technologies were derived by specialist meetings. Evaluation criteria, for setting the priority were decided as 'technology', 'marketability', and 'public'. Eighteen specialists in agricultural and environmental science answered to the questionnaire for AHP. As the results, 'technology' was decided as the most important evaluation criterion. The 'Feasibility' in 'technology' criterion, 'Market Growth' in 'marketability' criterion, and 'Impact to other industry' in 'public' criterion were decided as sub-criteria in each criterion. The most important technology was 'Risk assessment of toxic heavy metals and establishment of accreditation criteria for environmentally friendly agricultural products.
The purpose of this study is to present the specific ways of successful localization by analyzing the success and failures case for localization within the framework of the strategic models through a theoretical background and strategic models of localization. The strategic models of localization are divided by management aspects such as the localization of product and sourcing, the localization of human resources, the localization of marketing, the localization of R&D, harmony with a local community and delegation of authority between headquarters and local subsidiaries. The results, by comparing and analyzing the success and failures case for localization of individual companies operating in India, indicate that in terms of localization of product and sourcing, there are successful companies which procure a components locally and produce a suitable model which local consumers prefer and the failed companies which can not meet local consumers' needs. In case of localization of human resources, most companies recognize the importance of this portion and make use of superior human resource aggressively through a related education. In case of localization of marketing, It is found that the successful companies perform pre-market research & management and build a effective marketing skills & after service network and select local business partner which has a technical skills and carry out a business activities, customer support, complaint handling with their own organization. In terms of localization of R&D, the successful major companies establish and operate R&D center to promote a suitable model for local customers. In part of harmony with a local community, it shows that companies which made a successful localization understand the cultural environment and contribute to the community through CSR. In aspect of delegation of authority between headquarters and local subsidiaries, it is found that most of Korean companies are very weak for this part. there is a tendency to be determined by the head office rather than local subsidiaries. Implication of this thesis is that Korean enterprises in India should carry forward localization of products and components, foster of local human resource who recognize management and system of company and take part in voluntary market strategy decision, wholly owned subsidiary, establishment and operation of R & D center, understanding of local culture and system, corporate social responsibility, autonomy in management.
