Comparison of policy perceptions between national R&D projects and standing committees using topic modeling analysis : focusing on the ICT field (토픽모델링 분석을 활용한 국가연구개발사업과제와 국회 상임위원회 사이의 정책 인식 비교 : ICT 분야를 중심으로)

  • In this paper, numerical values are derived using topic modeling among data-based evaluation methodologies discussed by various research institutes. In addition, we will focus on the ICT field to see if there is a difference in policy perception between the national R&D project and standing committee. First, we create model for classifying ICT documents by learning R&D project data using HAN model. And we perform LDA topic modeling analysis on ICT documents classified by applying the model, compare the distribution with the topics derived from the R&D project data and proceedings of standing committees. Specifically, a total of 26 topics were derived. Also, R&D project data had professionally topics, and the standing committee-discuss relatively social and popular issues. As the difference in perception can be numerically confirmed, it can be used as a basic study on indicators that can be used for future policy or project evaluation.

Text-Mining Analysis of Korea Government R&D Trends in Construction Machinery Domains (텍스트 마이닝을 통한 건설기계분야 국내 정부 R&D 연구동향 분석)

  • To investigate the national science and technology policy direction in the field of construction machinery, an analysis was conducted on projects selected as national research and development (R&D) initiatives by the government. Assuming that the project titles contain key keywords, text mining was employed to substantiate this assumption. Project information data spanning nine years from 2014 to 2022 was collected through the National Science & Technology Information Service (NTIS). To observe changes over time, the years were divided into three-year sections. To analyze research trends efficiently, keywords were categorized into groups: 'equipment,' 'smart,' and 'eco-friendly.' Based on the collected data, keyword frequency analysis, N-gram analysis, and topic modeling were performed. The research findings indicate that domestic government R&D in the construction machinery field primarily focuses on smart-related research and development. Specifically, investments in monitoring systems and autonomous operation technologies are increasing. This study holds significance in analyzing objective research trends through the utilization of big data analysis techniques and is expected to contribute to future research and development planning, strategic formulation, and project management.

Key Success Factors for Collaborative Technology Development Projects: The Case of Small & Medium Firms in the Korean Electronics Parts Industry (공동기술개발 프로젝트의 성패요인: 우리나라 전자부품 중소기업 분석)

  • This study empirically examined different patterns of collaborative R&D project with their key success factors(KSFs), using data from 82 projects in the Korean electronic parts industry. The patterns of R&D collaboration were categorized into 4 types by two criteria development motive(technology Push/market pull) and Project initiator (focal firm/partner). The bivariate relationships revealed that project characteristics (technological complexity, market uncertainty), management characteristics (participation in project formulation), problem solving characteristics(problem solving performance of the focal firm, users active role in problem solving, active role of university or research institute in problem solving) and success rates appear to be different among four types of collaboration. Each type of collaborative R&D projects also had different KSFs. The KSFs of type 1 (technology Push and focal firm initiation), for instance, include the strategic importance of the project, focal firms share of cost, active role of university or research institute in problem solving, while those of type 4(market pull and customer initiation) cover reliability of partner relationship, a time at partners involvement, information sharing. The findings suggest that the different contingencies brought different patterns and KSFs of collaborative R&D project, since different information, resources, and partners roles were needed to successfully implement the projects according to development motive and project initiator Finally, managerial, policy, and theoretical implications for the collaborative R&D activities in the Korean electronics parts industry were discussed, based on empirical results of this study.

The Influence of Champion Leadership of R&D Project Leader on Project Viability and Team Efficacy (R&D 프로젝트 리더의 챔피언 리더십이 프로젝트 생존성 및 팀 효력에 미치는 영향)

  • This study draws on a sociopolitical perspective to investigate the possible impact of champion leadership by project leaders on project viability(resource supply and organizational support) and team members' team efficacy by analyzing the empirical data of 92 ongoing projects collected from 22 public and private R&D institutes in the electronics, telecommunication, machinery, and chemical industries. Results revealed that higher level of project championing by project leader tended to positively related to a high level of organizational support and resource supply. It was also found that teams members who experienced higher level of project championing by project leader tended to have higher team efficacy. Furthermore, project type and innovative climate moderate the champion leadership-project performance relationships. The results found in this study offer several theoretical and managerial implications. First, champion leadership by project leaders is quite helpful to get more moral support and legitimacy of the organization for the project, and thus for acquisition of more tangible and intangible resources required for successful implementation of the R&D project. Champion leadership by project leaders also impacts the morale and self-confidence of the team members. Project leaders gives a sense of purpose and meaning to project members by actively and enthusiastically promoting the project, and by expressing confidence in team members' capabilities to perform a given task. In addition, his or her soliciting assistance and additional resources can contribute the building the confidence of members that the project can be performed well. Second, the relationship between champion leadership and project performances is context-specific (i.e., project type and innovative climate). This study is one of the few to have tested the moderating effects between champion leadership and project performances with a empirical research design. This study extends the current knowledge on champion leadership in the innovation process by generalizing their importance in R&D projects to a new industrializing context, Korea, and further sheds light on the contingent relationship between champion leadership and project performances in the innovation process. Based on these findings, some areas for future research are discussed.

  • Although the investment scale and the qualitative performance of national research and development project in Korea have been increased, the practical use of the performance is still insignificant. Thus it becomes more important to understand and analyze factors that affect commercialization of national R&D project. Most of prior literatures have done with qualitative research rather than data-based analysis; however, mostly focusing on influential factors in between R&D inputs and outputs and it remains as limitation. The important key to avoid the limitation in this study is using data-based analysis of factors (such as research performance, types of research institution, scale of the government fund, project structure, competency in the researcher, and technical field) that affect commercialization with the case of the Competitiveness Enhancement in Material and Component Industries. As a result, patents performance, scale of the government fund, and technical field turned out to be influential factors of commercialization. On the other hand, research performance, types of research institution, project structure, and competency in the researcher did not show statistically significant results. To increase commercialization in project scheme, process, and assessment of national R&D project, including the Competitiveness Enhancement in Material and Component Industries project, it is required to design scientific research with better understanding of causal relationship.

Zombie Firms and Performance of R&D Support Programs for Small and Medium Enterprises (한계기업과 중소기업 R&D 지원 성과)

  • This study empirically analyzes the direct effects of government support for SMEs (project success) and indirect effects (sales growth) focusing on the differences between financially difficult firms (so-called 'zombie' firms) and 'normal' firms. If the zombie firm has a problem in technology development (success of the project) and the economic resilience capability (sales growth), then excluding them from the government's R&D support programs would enhance the overall efficiency of the programs. If not, government R&D could complement the market failure and play a positive role in revitalizing marginal firms. In this study, we collected data about 7,575 firms who participated in seven government R&D programs in 2013 and 2014. As a result of the logistic regression analysis, we did not find evidence that the likelihood of success for zombie firms was lower than that for the normal firms. However, the tendency of sales growth after the project was smaller for the zombie firms than for the normal firms. For zombie firms, we also found that firms that succeeded in the project were more likely to increase sales than those that failed.

  • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

  • Laboratory Research Notebook is the recorded data of the process and the result of research and also the most basic data. To record and manage R&D information systematically is a very basic method to secure R&D quality and becomes a foundation of performing a project successfully. Especially, as the laboratory environment is getting digitalized due to development of IT technology, most R&D information is recorded as electronic documents. Therefore, Laboratory Research Notebook is used to effectively manage R&D information recorded as electronic documents. This study would like to look at Laboratory Research Notebook which is used to manage R&D information systematically and then present a model which suits research environment.

Efficiency Analysis of Convergence Research R&D Projects by Government-funded Research Institutes: Based on Data Envelopment Analysis (정부출연연구기관의 융합연구 R&D 사업에 대한 효율성 분석: 자료포락분석(Data Envelopment Analysis)에 기초하여)

  • This study aims to make suggestions for more effective budget utilization and R&D project investment through verification of the efficiency of research results for the government's R&D projects. Efficiency was analyzed using Data Envelope Analysis(DEA) and 'Malmquist Index analysis' for the research results of convergence research projects organized by the National Science and Technology Research Association. The analysis targets were convergence research projects organized by the National Science and Technology Research Association and general entrusted research projects by government-funded research institutes, and dynamic analysis was conducted using DEA and Malmquist Index analysis. As a result of the analysis, the convergence research project showed high efficiency from the static perspective of DEA. On the other hand, from a dynamic perspective through the Malmquist Index analysis method, the efficiency of the general consignment project gradually declined, while the efficiency of the convergence research project improved every year. This suggests that convergence studies have higher results than general studies. Through the results of this study, we intend to present objective standards for performance evaluation of government R&D investment and provide objective implications for rational investment policies and research project planning of research personnel and research funds to improve efficiency for government-funded research institutes.
