Analysis on Factors that affect Fire Safety R&D Performance - Focused on the Field-oriented Support of Fire Fighting Technology R&D Program - (소방안전 R&D 성과에 영향을 미치는 요인 분석 - 현장중심형 소방활동지원 기술개발사업을 중심으로 -)

  • The disaster and safety R&D budget has continued to increase since 2008, but the fire safety R&D budget is a small part. Therefore, successful outcomes that could lead to the economic growth of the fire safety industry have not been achieved. This paper suggests a fire safety R&D budget expansion, reinforcement of R&D capacity, and performance growing plan by analyzing the factors that affect the performance of a fire safety R&D project. Empirical analysis was performed through one-way ANOVA and regression analysis using the statistical program, SPSS statistics 21.0. As a result, this study suggests that the continuous expansion of R&D funds and the securing of excellent trained research manpower will be necessary to obtain qualitatively superior patents and papers.

The Impact of the Absorptive Capacity and IT Usage on Firms' Innovation (기업의 흡수역량과 정보기술 활용도가 혁신에 미치는 영향)

  • This study is to analyze the impact of the absorptive capacity and information technology (IT) on firms' innovation. The absorptive capacity is measured by R&D investment intensity, R&D manpower concentration, and the firm's size. We try to see the interaction effects between the absorptive capacity and IT usage on firms' innovation. We also look into the differences of the impacts between manufacturing industry and service industry as well as IT industry and service industry. We found that IT and R&D intensity have stronger interaction effect on innovation in manufacturing industry than in service industry, which shows that IT plays a more important role in the accumulation of knowledge in R&D activity in manufacturing industry. Contrarily, in service industry, IT and R&D manpower concentration has significant interaction effects on innovation. This means that the role of IT in service industry is sharing knowledge and experiences among employees in service industry. The interaction effect between firm's size and IT has positive impact on innovation in manufacturing industry, while it has negative impact on innovation in service industry. Finally, we found that the interaction effect is statistically significant in non-IT industry, while it is not statistically significant in IT industry.

An Analysis on the Determinants of Technological Level in Korean Waste-to-Energy Firms (한국 폐자원에너지기업의 기술수준 영향요인 분석)

  • This study analyzes the technological level of Korean waste-to-energy(WTE) firms and its determinants by using a multiple logistic regression analysis based on a survey. As the results of analysis, the technological level of Korean WTE firms has been positively influenced by the firm size, R&D expenditures, R&D manpower, but negatively influenced by the competition in domestic market. Also there is no significant effect of the economy of scale. The policy implications of this study are as follows; First, the system in which stakeholders coevolve should be set up to prevent excessive market competition from having a bad effect on the technological level of Korean WTE firms. Second, it is needed to make an effort to achieve the economy of scale by increasing an output and decreasing cost in WTE firms.

The Difference of Cognitive Styles between Research & Management Staff on R & D Management (연구개발관리에 관한 연구직과 행정직의 인지차이 연구)

  • The two groups of research and management staff working in the government-supported research institutes are shown different in their cognitive styles on R&D management. Identifying the differences and understanding the reasons why such differences exist are th prerequisites for working out an effective R&D management. The investigation was made with emphasis on the cognitive styles regarding the core elements of R&D managements such as R&D process, manpower, budget and information required for R&D activities. The cognitive styles on R&D management shown distinct between the two groups suggest in turn that narrowing down the diference could provide the way to more effective R&D management.

  • This study analyzes the technological level of Korean bioenergy firms and its determinants by using a multiple logistic regression analysis based on a survey. As the result of analysis, the technological level of Korean bioenergy firms has been positively influenced by the firm size, R&D investments and R&D manpower, but negatively influenced by the competition in domestic market and economy of scale. The policy implications of this study are related to achieve the economy of scale and coevolve between demand and supply-firms for the improvement of the technological level of Korean bioenergy firms.

  • The purpose of this study is to analyze the relationship of MOT and NPD performance in medium-sized manufacturing firms. To accomplish the purpose of the study, working hypotheses were established based on the literatures about the impacts of MOT factors on the NPD performance. The sample of this study is as follows : 12 electrical and electronics companies, 18 machine and engineering companies, 16 parts and materials companies. In order to verify hypotheses, the data were collected from team leader and manager of research center, R&D, and production department of these companies and the leader of R&D project team who all had experience in project or were participating in it in latest 3 years. The results of study were summarized as follows : First, in analysis on the reality of MOT factors in sample firms, will of top management level on the MOT was comparatively high but relatedness of business strategy and technology strategy, open R&D system, systematic time scheduling, management of R&D manpower, and developing and adapting PLM system were common level. Second, to improve NPD performance in medium-sized manufacturing firms, will of top management level on the MOT, relatedness of business strategy and technology strategy, open R&D system, systematic time scheduling, management of R&D manpower, and developing and adapting PLM system were intensively required.

기업의 R&D 구조변화와 정부정책 방향에 대한 소고

  • R&D expenditure of Korean firms has been increasing drastically since 1980 and occupied 84% of total R&D expenditure in 1994. After 1994, however, the growth rate of industry R&D expenditure has dropped below single digit. R&D concentration rate of upper 20 companies declined from 61.9% in 1999 to 49.8% in 2001. The technology trade balance has diverged by 2.8 billion dollars in 2000 compared to around 0.3 billion dollars in 1985. We find several reasons on declining the industry R&D growth rate in Korea. First, we carefully say there might be an crowding out effect in increasing government R&D investment from Granger causality test between industry R&D and government R&D. Second, the decreasing benefit of tax credit since 1992 on industry R&D expenditure has caused the decrease of industry R&D growth rate. Third, the type of R&D cost becomes to similar to matured countries type of cost, which means the portion of capital expenditure has been decreased since late of 1980s. Therefore, industry R&D growth rate gets to saturation point. We draw several policy implications from the changing structure of business R&D of Korean company. Firstly, to stimulate industry R&D investment Korean government needs to strengthen tax credit policy. Secondly, to induce foreign direct investment Korean government needs to establish technology infrastructures and high quality of manpower. To utilize foreign technology resources Korean government need to introduce global R&D program executed by foreign scientist as an Project Leader.

A Study on the Forecasting Model for Patent Using R&D Inputs (R&D투입요소를 이용한 특허예측모형에 관한 연구)

  • Patents often serve as leading indicators of technological change. This patenting activity reflected R&D (Research & Development) of new technology. The purpose of this study is to set up a forecasting model that anticipate the number of domestic patent applications and the number of patents granted relating to R&D inputs (R&D expenditure, R&D manpower) at the level of three industrial sectors in Korea : electrical-electronic, machinery, chemical etc. In this study, forecasting models were used trend extrapolation and a set of regressions. Both Theil's inequality coefficient and MAE(Mean Absolute Error) were utilized to test the precision of predicted value. The patent data and the R&D data were based on Indicators of Industrial Technology data throught 1980 to 1996. The major results obtained in this study are as follows (1) The regression model is more useful for forecasting the trends of the number of patent applications and patents granted than the trend extrapolation method. (2) The variance of Theil's inequality is smaller in patent applications than in patent granted.

  • Scientific and technological performances (e.g., patents and publications) made through R&D play a pivotal role for national economic growth. National governments encourage academia-industry cooperation and thereby pursue continuous development of science technology and innovation. Increasing R&D-related investments and manpower are crucial for national industrial development, but evidence of poor performance in business performance, efficiency, and effectiveness has recently been found in Korea. This study evaluates performance efficiency of the 6T sector (Information Technology, Bio Technology, Nano Technology, Space Technology, Environment Technology, Culture Technology), which is considered a high-potential promising industry for the next generation growth and currently occupies two thirds of the national R&D projects. The study measures the relative efficiency of R&D in a comparative perspective by employing the Data Envelopment Analysis (DEA) method. The result reveals overall low efficiency in basic R&D (0.2112), applied R&D (0.2083), development R&D (0.2638), and others (0.0641), confirming that economic performance and efficiency were relatively poor compared to production efficiency. Efficient R&D needs policy makers to create strategies that can increase overall efficiency by improving productivity performance and quality while increasing economic performance.
