An Analysis on the Economic Impact of National R&D Investment: Health care industry (국가 R&D 투자의 경제효과 분석: 보건의료산업을 중심으로)

  • Recently, the importance of the health care industry is increasing due to the rapid changes in the population structure caused by decreasing in fertility rate and aging population. Therefore expansion of government investment in R&D of the health care industry is needed as the demand of health care is increasing. This study attempts to examine the economic impacts of national research and development for the health care industry using an inter-industry analysis. Specifically, the study investigates production-inducing effect, value added inducing effect, and employment-inducing effect of the health care industry based on demand-driven model. These analyses pay particular and close attention to the health care industry by taking it as exogenous rather than endogenous. Here we present results. First, the production-inducing effect and value added inducing effect was high in common real estate and business services and finance and insurance sector. Second, employment-inducing effect of the health care industry showed the highest levels in wholesale and retail sector, followed by the real estate and business services, agriculture sector. Third, the actual 2009 health care industry-related national R&D investment embracing on the production-inducing effect and value added inducing effect. The health care industry R&D induces the production of 4,932 billion won and the value added of 2163 billion won.

Antioxidative and Cellular Protective Effects of Dolwoe (Gynostemma pentaphyllum Makino) Extracts against Oxidative Stress (돌외(Gynostemma pentaphyllum Makino) 추출물의 산화적 스트레스에 대한 항산화 및 세포보호효과)

  • In this study, we investigated the total phenolic and flavonoid contents, component analysis, antioxidative activity and cellular protective effects against oxidative stress on human skin cells in 50% ethanol extract, ethyl acetate fraction and aglycone fraction obtained from Gynostemma pentaphyllum (G. pentaphyllum) Makino. The DPPH (1,1-diphenyl-2-picrylhydrazyl) scavenging activites ($FSC_{50}$) of the 50% ethanol extracts, ethyl acetate fraction and aglycone fraction were 246.8, 147.2, $128.9{\mu}g/mL$, respectively. Reactive oxygen species (ROS) scavenging activities ($OSC_{50}$) of the 50% ethanol extract, ethyl acetate fraction and aglycone fraction on ROS generated in $Fe^{3+}-EDTA/H_2O_2$ system using the luminol-dependent chemiluminescence assay were 37.15, 10.74, $7.19{\mu}g/mL$, respectively. We investigated the cellular protective activity and the results showed that treatment of aglycone fraction ($0.05-0.39{\mu}g/mL$) protect human skin cells in a concentration-dependent manner when the skin cell damages were induced by treating them with $H_2O_2$. These results suggest that extract/fractions of G. pentaphyllum Makino may be applicable as natural antioxidants in cosmetics.

  • 본 연구에서는 최근에 빠르게 성장하고 있는 R&D 관련 산업의 국민경제적 위치와 타산업과의 연관관계를 파악함으로써, R&D 관련 산업의 중요성과 앞으로의 방향을 제시하기 위하여 최근 한국은행에서 발행한 2000년도와 2003년도의 산업연관분석자료를 이용하여, R&D 관련 산업구조와 정보통신산업과의 연관관계를 파악하였다. 연구결과 2000년도에 비하여 2003년도의 산업연관분석에 따를 경우에 R&D 관련 산업의 생산활동 증가는 정보통신산업의 생산 및 부가가치활동에 보다 낮은 영향을 미치는 것으로 나타났으며, 이는 정보통신산업에 대한 R&D 관련 산업의 영향력이 약간 낮아지는 산업구조를 보여주기 때문에 정보통신산업 안에서 R&D 정책과 정보통신산업 밖에서 실시하는 R&D 정책에 대한 고려 및 효과측정이 동시에 이루어져야 할 필요성을 제시하는 것으로, 보다 국가 전체적이고 체계적인 R&D 정책적 고려가 필요함을 보여 주었다.

  • Each nation of the world is intensively propelling the R&D investment to solve the financial crisis and worldwide economic recession occurred from last year. This means the world economic is under economic system based on the knowledge. So, The R&D is continuously propelled for possession of the technology through the R&D stock and which is core in the knowledge based economic system. In this world stream, our government is also increasing the R&D investment and checked the technology level through surveying the R&D stock and corn parison of each industry or world. The R&D investment of the railroad is continued but there is no data of the R&D stock. So, surveying the railroad R&D stock and comparing with korea industry is processed.

A study on Strategic Planning of Marine Biotechnology for Next Generation (차세대 해양생명공학사업 추진 전략수립 연구)

  • The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

R&D Performance Analysis on Convergence Technologies Using Patent Citation : Comparison of IT/ET Convergence with Others (특허인용정보를 활용한 R&D 융합기술의 성과분석 : IT와 에너지의 융합기술과 타 융합기술과의 비교)

  • To have global competitiveness in newly growing industry, good quality R&D's in convergence technology arerequired. Korean government also started to emphasize the importance of convergence technology as a new engine of growth for the future development. Since 2008, worldwide energy crisis and concerns on low carbon green growth made people focus on the convergence between information technology (IT) and energy technology (ET). However, the R&D performance comparison among the convergence technologies is not well explored so far. Therefore, this study uses Korea's patent citation database to measure the R&D performance of convergence technologies. We adopt technology development cycle, technology spillover analysis, and technology diffusion analysis to see the knowledge flow from R&D industry to others. We find that IT_ET convergence technology generally shows higher R&D performance than other convergence technologies. Contrary to public belief, convergence R&D by big companies has relatively low performance especially measures in technology spillover and technology diffusion. This implies that they might concentrate on delicate Fuel Cell Energy/Environment Technology (FEIT) or Nano Environment/Energy Information Technology (NEIT) rather than general energy information technologies. We also find that Korea's chemical industry may play a crucial role for the growth of other convergence technologies.

  • The Economic region, the strategy for regional development, is a global trend and has become the blue ocean. Korea has also moved forward with the concept of economic region as the strategy for regional development. So, The main purpose of this study is to find the strategies to improve the regional R&D competitive power and making regional R&D support system. As a goal of regional innovation and regional economic development, the business adds new jobs and new products, resulting in growth of the community.

Effects of Capital Structure and R&D Activities on Firm Performance : Evidence From the Entertainment Industry (자본구조와 R&D활동이 기업 성과에 미치는 영향 : 엔터테인먼트 산업을 중심으로)

  • One of the important issues in finance literature is how the capital structure influences firm performance. This paper aims to investigate this relationship by focusing specifically on the entertainment industry. Taking into account the growing importance of research and development (R&D) activities in the industrial revolution 4.0 era, an additional goal of this paper is to examine how the R&D intensity moderates the relationship between the capital structure and firm performance, particularly in the entertainment industry. We find that the relationship between the capital structure measured by debt ratio and the firm performance in the entertainment industry shows distinctive features from those obtained from entire industries. While the negative influence of the increase of debt ratio is strong and consistent with various proxies when using a sample with entire industries, we cannot find this distinctive influence among entertainment enterprises. The moderating effect of R&D investments on the negative influence of debt ratio on the firm value, observed in the sample with entire industries, is not found in the sample composed of entertainment companies. These findings suggest that the influence of the debt level on firm performance and the role of R&D investments in this relationship in the entertainment industry are perceived and evaluated differently by financial market participants.

The Detection of Promising R&D Fields m OLED Illumination Industry (OLED 조명산업 내 R&D 유망 분야 발굴)

  • This study performed a detecting research of promising R&D field utilizing intuitive methodology regarding OLED illumination industry. For this, 69 professionals of the illumination industry in Korea were composed as a panel to hold an in-depth interview and survey for 1 month. The study classified the OLED illumination industry as 4 fields of panel, material/component for panel, manufacturing equipment, and lighting system, and selected core technology for each field, and divided it into a total of 14 possible fields for R&D. As a result of evaluating the technological competitive power for each field, the field in Korea which received the highest technological competitive power was OLED panel, and contrarily, technological competitive power of material/component for OLED panel showed the lowest, which requires improvement Meanwhile, evaluating economical aspect, conformity to policy, and effectiveness of R&D in general, 7 promising R&D fields were selected. The 4 core technologies of OLED panel, which are, white, transparent, color change and flexible OLED manufacturing technology were evaluated as the most promising fields, and next, organic material for surface light source, material/component for substrate and equipment for forming large sized substrate were evaluated as promising fields.

Legality of R&D Subsidies and Its Policy Framework under the World Trading System: The Case of Civil Aircraft Disputes

  • Technology research and development (R&D) expenditures have increased as most countries recognize that technological innovation is a significant factor for continued economic growth. R&D subsidies by governmental entities were permitted in accordance with the Subsidy and Countervailing Measure (SCM) Agreement under the World Trade Organization (WTO) system. However, according to Article 31 of the SCM Agreement the provision for R&D subsidies have been terminated as of January 2000 and legal disputes over R&D subsidies are likely to increase. The aircraft industry has been the only industry where R&D subsidies have become an issue under the WTO. This paper examines international trade disputes within the aircraft industry in regards to measures by Canada and bilateral disputes between the U.S. and the European Communities (EC). In these cases, various R&D subsidies on civil aircraft are found to be inconsistent with WTO rules. This study summarizes the WTO decisions on various R&D subsidies disputed in the aircraft cases and examines the type of R&D subsidies found to be inconsistent (or consistent) with the WTO to provide guidelines for current and future R&D subsidy policies in high-tech industries. The Canada-Aircraft case indicates that R&D subsidies directly targeted towards near market R&D projects with a high export potential will likely be in violation of current WTO rules. Furthermore, findings from the EC-Aircraft and the U.S.-Aircraft cases suggest that the forms (or the methods) of R&D subsidy distribution were not a sufficient condition for the WTO ruling; instead, what ultimately mattered was whether and specifically to whom the benefits of the R&D subsidies are conferred by the government entities.
