본 연구의 목적은 R&D 혁신역량의 구성요소가 기업성과에 미치는 영향을 분석하고자 하는데 있다. 그리고 지역산업에 있어서 전략산업의 비중을 감안하여 전략산업과 비전략산업 간에 비교분석을 하고자 하였다. 주요 분석결과를 요약하면 다음과 같다. 첫째, 전략산업과 비전략산업 간의 차이분석 결과를 보면 CEO 기술혁신의지를 제외한 모든 R&D 혁신역량 부문에 있어서 전략산업이 유의적으로 높게 나타났다. 기업성과에 있어서는 비유의적이지만 전략산업의 기업성과가 높게 나타났다. 둘째, 전략산업 간 차이분석을 한 결과를 보면 기업성과에 있어서 유의적인 차이를 보였다. 총자산순이익률의 경우 메카트로닉스와 전자정보기기산업이 가장높게 나타났고, 매출액성장률에서는 전자정보기기산업이 가장 높았다. R&D투입에 있어서 연구개발투자인력은 전자정보기기산업이 그리고 석 박사연구인력은 생물산업이 가장 높았고 모두 1% 유의수준에서 전략산업 간에 유의적인 차이를 보였다. R&D과정에 있어서는 기술혁신전략을 제외한 나머지 부분에서 전략산업 간 유의적인 차이가 있는 것으로 나타났고, 대부분에서 전기정보기기산업이 가장 높게 나타났다. R&D산출인 지적재산권 보유 정도에 있어서도 전자정보기기산업이 6.75건으로 가장 높았다. 셋째, 모든 산업에 있어서 R&D 혁신역량이 기업성과에 동일하게 영향을 미치지는 않고 있다는 점이다. 그리고 일반적으로 R&D투입이 기업성과에 양(+)의 영향을 미친다는 것과는 달리 석 박사연구인력과 같이 연구개발인력의 질이 더 유의적으로 영향을 미치는 것으로 나타났다. 부분적이지만 R&D성과 보다는 R&D과정이 더 기업성과에 영향을 미칠 수 있는 R&D 혁신역량이라는 점을 함께 발견할 수 있었다.

본 연구는 지역산업 경쟁력 제고를 위한 육성정책의 핵심인 지역산업 R&D의 육성전략 및 성과에 대한 실증분석을 통해 문제점을 도출하고 R&D 투자 효율성을 증대하기 위한 연구이다. 우리나라 지역산업은 2000년대에 접어들어 국가균형발전정책과 더불어 본격적으로 전개되기 시작하여 산업통상자원부를 중심으로 한 다양한 지역산업 육성정책이 추진되었으며 현재는 비수도권 14개 시도의 산업경제를 선도하는 핵심 사업으로 자리매김하고 있다. 지역산업 육성정책 중 핵심 프로그램인 R&D지원의 경우 규모가 지속적으로 확대되고 있으며 산업경쟁력 확보를 목적으로 범 부처 청 및 광역지자체별로 자체적인 지원사업들에 대한 지원을 더욱 강화하고 있다. 본 연구에서는 지역산업정책 중 가장 큰 비중을 차지하고 있는 핵심사업인 지역산업 R&D에 대한 국가 R&D정책, 부처 청 및 지역자체의 R&D정책, R&D전략, 사업 추진현황, 성과 등에 대해 특정지역(전북)의 실증분석을 통해 문제점을 도출하고 성과창출 확대를 위한 개선방안을 제안하고자 한다. 또한 제안된 개선방안을 통해 부처 청 단위의 국가 R&D, 지자체 R&D 등에서 산발적으로 지원되고 있는 R&D의 중복성 최소화 및 지원주체별 협력방안을 제시하여 지역산업 R&D투자의 전략성과 효율성을 강화함으로써 궁극적으로 지역의 산업육성 성과창출을 극대화하는데 기여할 것으로 기대된다.

본 연구는 글로벌 경제체제 하에서의 차세대 국가경쟁력기반인 광역경제권역 내에서의 지방 R&D 지원체계의 효율화에 대한 연구이다. 최근 OECD 주요 선진국들은 국가경쟁력 강화차원에서 지역의 경제권역을 확대해 가면서 확대된 경제권역에 새로운 권한과 기능을 부여하는 방식을 채택하고 있다. 또한 지역의 R&D의 역량을 강화하여 국가경쟁력의 기반인 지역의 경쟁력을 강화하기 위한 노력을 경주하고 있다. 본 연구는 이러한 상황하에서 우리나라의 지역 R&D의 경쟁력을 강화하기 위한 지역 R&D 추진체계에 대한 현황분석과 사례분석을 통하여 향후 우리나라의 지역 R&D 발전을 위한 방안을 도출하였다.

국가 R&D 과제관리 분야 관련기관들은 최근 다양한 산업기술정보, 연구동향정보의 수집과 분석, 새로운 정보시스템의 개발을 필요로 한다. 또한, 보유정보의 유효성 확대와 수요자 중심의 다양한 정보서비스 개발 등 효율적인 정보제공을 위하여 지속적인 투자 및 발전을 도모하고 있다. 본 연구에서는 지역의 균형발전을 위하여 추진 중인 지역 R&D를 통합 관리하고자 추진 중인 지역산업정보망 구축현황을 분석하고 지역산업 사업관리(개발지원 및 성과관리) 방법을 제시하고 실행함으로써 보다 효율적인 정보관리체계를 운영할 수 있도록 기여하는데 그 목적이 있다.

This study analyzed the efficiency and influence factors according to the main research institute type of R&D Program for the local community problem-solving. This study applied data envelopment analysis (DEA) method and Tobit regression analysis by using 20 institutions that participated in R&D Program. The results are summarized as follows. First, Analysis results according to the research institute type of R&D project, Efficient DMUs showed more regional innovation institutions than social economy enterprises. But regional innovation institutions were the lowest in the CCR and BCC model. However, efficiency dose not differ between regional innovation institutions and social economy enterprises. Second, as a result of the analysis relation between efficiency and allocation characteristics of R&D input, the participation of regional innovation organizations as participating organizations has a negative effect on efficiency. It was found that the higher the proportion of government subsidies and the higher the employment rate of the vulnerable, which is a social achievement, the positive effect on efficiency. The implication of this study is that the participation of social economy enterprises as the main R&D institution and government R&D support can provide social economy enterprises with opportunities to accumulate R&D capabilities and experience successful commercialization.

광역경제권 선도산업은 지역 간 협력 및 연계를 통해 산업 경쟁력을 높이는 것을 정책 목표로 하고 있어 R&D의 경제적 파급효과에 대한 권역별 분석이 요구된다. 본 논문에서는 충청광역경제권 선도산업 중 'New IT' 분야의 '차세대무선통신 단말기 부품소재 글로벌 경쟁력 강화' 프로젝트에 대한 경제적 파급효과를 한국은행에서 발간한 지역산업연관표를 활용하여 분석한다.

본 연구는 대구 경북 모바일산업을 대상으로 기술혁신 특성을 파악하기 위해서 연구개발 인력 및 연구개발비 그리고 연구개발 네트워크를 가치사슬 부문별로 분석하였다. 그리고 이를 바탕으로 향후 지역 경쟁력 제고를 위한 모바일산업의 혁신역량 제고방안을 제시하였다. 대구 경북 모바일산업의 연구개발 인력 지원은 모바일 기기 및 콘텐츠 부문에 집중되어 있다. 뿐만 아니라 모바일 기기 부문의 일부 대기업을 제외한 대부분의 기업들이 규모가 작은 영세 중소업체이기 때문에 연구개발비 조달에 어려움을 겪고 있다. 또한 연구개발 네트워크는 모든 가치사슬 부문에서 기업 내부 중심의 폐쇄적인 특성을 보이며, 대학 및 연구 지원기관과의 연계는 미약하다. 따라서 대구 경북 모바일산업의 혁신역량을 제고하기 위해서는 인프라, 플랫폼 및 임베디드 SW 그리고 모바일 콘텐츠 부문과 같이 열악한 가치사슬 부문을 중심으로 선별적인 지원이 이루어져야 한다. 이와 더불어 모든 가치사슬 부문에 있어서는 산 학 연 관이 혁신 네트워크를 구축하고 강화할 수 있는 지속적인 만남의 장(場)을 마련할 필요가 있다.

Health industry, a knowledge based high value-added industry, is being considered as a strategic area for the 21C and many advanced countries are making every endeavors for the promotion of health industry along with information technology, new materials, and mechatronics. Korean health industry, however, has been excluded from the governmental supports as well as bound by strict regulation so far, and there is a significant gap in technology compared with advanced countries. In 21C, technology is the main factor of national competitiveness and that is why the role of R&D institutes are so important in the high level of competition to cope with the technology protection policies of advanced countries. In this article, with Directory of Korean R&D Institutes published by Korea Industry Technology Association, I reviewed the trends of R&D institute of health industry. Main findings of the research can be summarized as follows. The portion of health industry R&D institute is 3.6% of total R&D institute but the amount of R&D investment is over than 5% This means health industry are knowledge based and R&D intensified industry, meanwhile the variations of same industry R&D institutes of health industry is huge in R&D investments and other activities. Regional distributions of health industry institutes show some kind of different patterns in each industry areas. Medical devices and Medical informatics's preference of metropolitan region are distinguished with other industry areas. Many of the institutes are located in same site of it's company rather than operating separate building for R&D specific uses. It is better for transforming ideas to products and close cooperation of research body with product lines, but it is a handicap for networking and communicating with other research institutions too. It takes 18.4yrs for bearing R&D institute on the average. For a long times 'copy products' or 'me too products' policies were easy way to maintain business entities. But recently, it is recognized that research activities are essential component of sustaining it's own business firms. This means technology itself is leading power of corporation itself in the high level of competition.

Continued R&D investment by the government and corporate support played a major role as the background of the rapid growth of the Republic of Korea. In 2017 of the Republic of Korea, the R&D support size of the government accounted for 19.7 trillion won, accounting for 4.7% of the government budget. Government R&D budgets are increasing by 2.5% each year. In this paper, we analyzed the outcomes of the Busan regional company support project conducted in the 2 years. For the time series analysis, we gathered company support amount by year, sales after company support, employment. We used IBM SPSS(Statistical Package for the Social Sciences) statistics 18 for correlation analysis.
