Correlation between Cutometer and Quantitative Evaluation Using Moire Topography in Age-related Skin Elasticity (Morie Topography를 이용한 피부 탄력 평가와 Cutometer 결과와의 상관성 연구)

  • As aging occurs, ow skin gets more wrinkles, becomes drier and loses its elasticity. Validating the evaluation of skin elasticity is especially important, because it is not as visible as other signs of aging such as wrinkles. Here, we identified the correlation between age and the Parameters given by Cutometer, and (we present) the parameters of that reflect the decreases in skin elasticity along with ages (Ur/Uf, Ua/Uf, Ur/Ue, Ua, $r=0.687{\sim}0.725$). Also we developed an evaluation method to quantify the difference of skin by viewing or touching. A five-grade standard of Moire topographic photo scale on face was prepared using sensory evaluation of 20 to 61 year - old women. Based on this photo standard, scoring was performed using (a) 5-grade system by three specialists to obtain the consensus score. Significant negative correlations between age and results of Cutometer $(r=-0.687{\sim}-0.725)$, Moire topography scores (r=-938) were found. Finally we have shown the significance of the correlation between the result of Cutometer and the score of Moire topography (r=0.711). Our studies using Moire topography on face have confirmed that instrumental measurements reflect the decrease in shin elasticity, which is perceived visually.

  • This study described the specification and configuration of developed fixed-base AHS (Automated Highway System) simulator fur the human factors researches, and its usability evaluation results after riding 120, 140, and 160kph automated driving speed. As the results, this study suggested the subjects' preferences and opinions about simulator and AHS configurations that would help to establish the AHS R&D plan and driver-vehicle/road interface design guidelines as the basic researches of the AHS human factors.

How to Improve R&D Pre-Feasibility Study System (연구개발 분야 예비타당성 제도의 개선방향)

  • Even though the pre-feasibility study was introduced in 1998, it mainly has focused on transportation social overhead capital(SOC) such as road and railroad. Last year, however, the government newly launched R&D project area for the pre-feasibility study. This paper tries to analyze the pre-feasibility study methodology and system that applied to R&D facility, cluster, and sized R&D infrastructure projects. In depth study of economic, policy, and AHP analysis, this paper shows that the preliminary feasibility study have some caveats and suggests a way of improvement for making up for limitation. Main suggestions are as follows; First, to improve the fit in R&D sector analysis, using consistent method is important. Second, technology analysis is essential for R&D evaluation. Third, technology experts should take part in AHP analysis.

  • When we introduce knowledge management system in our organization, first of all, we need to change the way of motivating the members so as to voluntarily activate knowledge sharing activity For this, it is very important to establish fair evaluation and adequate reward system about knowledge contribution. In this study, I hypothesized a desirable evaluation and reward model for knowledge contribution on the basis of analysis of documents and cases concerning them in domestic enterprises and R&D institutes that adopted knowledge management. Also, I took a survey to analyze the response of the members of KAERI (Korea Atomic Energy Research Institute) about the evaluation and reward for knowledge contribution. I expect that the analysis results of this study can be applied very usefully in R&B institutes that want to introduce knowledge management.

  • The requirement verification is the integral part of the weapon system R&D to reduce cost and schedule. And, a systems engineering is an interdisciplinary engineering management process that evolves and verifies an integrated, life-cycle balanced set of system solutions that satisfy customer needs. Therefore, this study analyzes the national defense need and acquisition management process, investigates the systems engineering verification activity. Through the requirement verification example in terms of technical evaluation this study presented the requirement verification approach in the weapon system R&D.

  • The government is mapping out R&D innovation measures aimed at improving the qualitative level of the performance of national R&D projects that are supported by grants or public funds. This paper proposes ways of making improvements in technology planning, project assessment, performance management, and results evaluation in order to boost the efficiency of the country's promotion of ICT R&D projects, as well as to upgrade the processes involved with its technological innovation system at each of the commercialization stages of its R&D projects. According to our experts' in-depth survey and interview, it has been found that technology planning is the most important phase in the full cycle-based technological innovation system and that the promotion of a combination of top-down and bottom-up approaches is the most reasonable. This paper also suggests it is necessary to secure a process for exploring technological opportunities as the preparatory phase for technology planning, and that it is desirable to reflect the technology demand map associated with the technology road map. Currently, R&D projects are divided into policy designation, designation contest, and free contest. To minimize the inefficiency associated with indiscriminate competition, this paper proposes the introduction of a general contest system in order to change the project assessment system into one based on the results of the competition in each category(e.g. firms, universities, research institutions, etc.).

Research on the Function and Economic Effect of Technology Opportunity Development System (기술기회발굴시스템의 기능 및 경제적 효과에 관한 연구)

  • This research focus on estimating the economic effects of TOD system development from the perspective of new market creation, R&D planning cost reduction and increase of R&D projects' commercialization success rates. The research is conducted through simulation and scenario analysis with assumptions about economic effect parameters. Scenario analysis shows that scenario 1 (the application ratio of the new TOD system to total Korean R&D programs' planning is 1.4%) results in total economic effects, 921.3 billion won in 2011 price with B/C ratio 6.15, that scenario 2 (the application ratio is 1.9%) results in total economic effects, 1,250.3 billion won in 2011 price with B/C ratio 8.34, and that scenario 3 (the application ratio is 0.9%) results in total economic effects, 592.2 billion won in 2011 price with B/C ratio 3.95. The research contributed to the prior evaluation of economic validity of "R&D on Technology Opportunity Development (TOD) system" and to cultivating the new methodology of economic benefit estimation in the area of R&D on system development.

A Study on the Efficiency Analysis of R&D General Management Cost for Domestic R&D Agency Institutes (국내 R&D 전문관리기관의 R&D 기획·평가·관리비의 효율성 분석에 관한 연구)

  • Purpose: This study is aimed to develope effective guidelines of R&D institute with regard to general management cost, by analyzing the management characteristics of 14 domestic R&D institutes general management costs. Methods: The bootstrapping method is applied to obtain the average general management cost of 14 R&D institute and the effective R&D institutes are presented by comparing the general management costs of R&D and the rate of inflation. Results: The results show that the average R&D general management cost of 14 R&D institutes is 3.32% and, in general, it turns out that the R&D general management costs do not reflect the inflation rate after a comparative analysis of the variation of the R&D general management costs. In addition, the results of cost-effective analysis show that only 5 R&D institutes are efficient in R&D activities. Conclusion: Applying a uniform standard of R&D general management costs although their management characteristics are different, can cause the impediment to the independence and transparency of R&D institutes. Therefore it is recommended a strict implementation with respect to the monitoring system of each R&D institute and the budget policy methods which are reflected management characteristics.

Disfunctional Factors of R&D Information Retrieval Utilization: the Case of Environmental Science Database & Networks (환경.에너지 과학 R&D 정보 역기능 요인 분석: 디지털 네트워크 정보검색(NIR) 환경 적응사례)

  • This study explored the Dis-Functional(DF) factors associated with the information and utilization of the R&D outcomes which has been left behind in the environmental & energy science research field. Of the total of 225 sample surveyed, exactly 66.2% responded to the questions about DF factors. The major factors that have been experienced by the respondents included the followings : the shortage of manpower and budget, inadequate network utilities of resource sharing, unstable policies of digitalization of R&D databases and of presenting a specimen copy(not only report itself but also experimental data), deficient knowledge resource system for the specialized sub-research areas, absence of the process of TLO and commercialization of R&D results, and underestimation of the significance of quality control (evaluation) of academic and research information. Some recommendations for utilization of the R&D outcomes were suggested according to the DF factors investigated.

  • The current environment of technological and competitive changes influences not only the business R&D environment but also government driven national R&D strategies. Open innovation has now become an important paradigm that is replacing the outdated paradigm of closed innovation. Many companies and nations have been increasing R&D investment because R&D has been considered a driving force for national and corporate competitive advantage. The purpose of this paper is to evaluate and compare the performance of R&D focused on open innovation according to scientific and technological outputs which is based on paper publications, patents and etc. Comparisons should not be only based on the quantity but also on the quality of the output. This paper shows that it is possible to develop DEA models that utilize the Analytical Hierarchical Process in order to transform the qualitative index into a quantitative index. Hence, the relative efficiency for R&D organizations is obtained based on both quantity and quality outputs and subsequently provides comprehensive and realistic methods for decision makers to identify levels of project efficiency.
