  • Econometric forecast models based on past time-series data have been applied to a wide variety of applications due to their advantages in short-term point estimating. These models are particularly used in predicting the impact of governmental research and development (R&D) programs because program managers should assert their feasibility due to R&D program's huge amount of budget. The construction governmental R&D programs, however, separately make an investment by dividing total budget into five sub-business area. It make R&D program managers difficult to understand how R&D programs affect the whole system including economy because they are restricted with regard to many dependent and dynamic variables. In this regard, system dynamics (SD) model provides an analytic solution for complex, nonlinear, and dynamic systems such as the impacts of R&D programs by focusing on interactions among variables and understanding their structures. This research, therefore, developed SD model to capture the different impacts of five construction R&D sub-business by considering different characteristics of sub-business area. To overcome the SD's disadvantages in point estimating, this research also proposed the method for constructing quantitative forecasting model using qualitative data. Understanding the different characteristics of each construction R&D sub-business can support R&D program managers to demonstrate their feasibility of capital investment.

  • By the voltage threshold (Vt) close-curve measurement method, the changes in the discharge characteristics such as a firing voltage and IR emission among the three electrodes were examined relative to the low or high panel temperature ranging from -10 to $80^{\circ}$. The variation in the panel temperature was found significantly influence the surface discharge between the MgO surfaces rather than the plate gap discharge between the MgO and phosphor layers. Based on this experimental observation, a modified reset waveform that alleviates the surface discharge during a ramp-up and -down period was deeloped. By adopting the proposed reset waveform, a stable address discharge could be obtained irrespective of the panel temperature variation.

  • Performance management is very popular in business area and seems to be an exciting topic. Despite significant research efforts and myriads of performance metrics, performance management today as a rigorous approach is still in an immature state and metrics are often selected based on intuitive and heuristic approach. In a R&D sector, the difficulty to select the proper performance metrics is even more increasing due to the natural characteristics of R&D such as unique or domain-specific problems. In this paper, we present a way of presenting R&D performance framework using ontology language. Based on this, the specific metrics can be derived by reusing or inheriting the context in the framework. The proposed ontological framework is formalized using OWL(Ontology Web Language) and metrics selection rules satisfying the characteristics of R&D are represented in SWRL(Semantic Web Rule Language). Actual metrics selection procedure is carried out using JESS rule engine, a plug-in to Prot$\acute{e}$g$\acute{e}$, and illustrated with an example, incorporating a prevalent R&D performance model : TVP(Technology Value Pyramid).

  • This paper is concerned on design of organic flow deposition system and development of the deposition process for pentacene thin film by OFD and on electrical characteristics of pentacene films deposited by it. OFD will overcome vacuum thermal evaporator's limits and it will provide a large-scale mass, uniform and good electrical performance.

  • This paper relates to the study of load characteristics applicable to wind turbine generators induced by earthquakes. An artificial design earthquake wave generated through the target spectrum and the envelope function of Richter Magnitude Scale (ML) 7.0 as in ASCE4-98 was created. A simulation of earthquake loads were performed according to the design load cases (DLC) 9.5~9.7 of GL guidelines. Additionally, simulation of seismic loads experienced by Wind Turbines installed in the Gyeongju region were carried out utilizing artificial earthquakes of ML 5.8 simulating the real earthquakes during the Gyeongju Earthquakes of Sept. 2016.

  • Specimem of silicone rubber used to make the weathersheds for High-Voltage composite insulator were aged in laboratory. The aging characteristics of silicone rubber have been assessed by compairing their hydrophobicity and electrical properties, before and after aging with weather ometer. Results show that their initial and time dependant characteristics are good.
