The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime MinisterJanuary 2001, commits an additional ${\$}$3 billion over five years to encourage and support innovation. The Australian Government aims toworld competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around ${\$}$400mi11ion a year. This cost is expected to rise to over hall a billion by 2005-06 (commonwealth or Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

Government spending on research and development increased continuously is much more important to decision-making methodology for rational investment. Rely on a group of minority experts in the application of a general methodology, a tipping effect occur in specific technology field or difficult balanced procedure and objective control to maintain. This paper presents a qualitative-quantitative methodology to avoid such risks by utilizing Technology-Tree pertaining to energy R&D planning of the government Energy Technology Development program. Especially Energy Technology Development program "energy storage system" is applied to the analysis of Technology-Tree, mapping and analysis of existing government-supported projects during the recent 5 years, is derived essential missing elements of the technology value chain. This study suggests that significant evidence is utilized for improving efficiency of government R&D budget considering the importance of technology, domestic research-based and so forth, could be used to implement the R&D project planning.
한가지 유형의 엔진 여러 개를 번들로 묶어서 발사체 제품군을 개발하는 전략은 SpaceX와 그들의 재사용 발사체 Falcon 9과 Falcon Heavy에 의해 입증되었다. 이 연구에서 우리는 35톤급 메탄 다단 연소 사이클 엔진을 이용한 잠재적인 발사체 제품군을 제시하였으며, 다양한 우주 임무에서 그것들의 유용성과 성능을 평가하였다. 예를 들어, Falcon 9의 한국형 버전은 소모성 모드에시 500 km SSO에 약 4.7톤의 탑재체를 투입할 수 있는 반면에, 해상에 착륙하는 모드에서는 약 2.16톤의 탑재량으로 줄어들게 된다. Falcon Heavy의 한국형 버전은 나로우주센터에서 발사되었을 때, 4.4톤을 GTO에 투입할 수 있으며, 이는 이 공통부스터코어 구성이 높은 경사각에도 불구하고 천리안 2호 위성을 투입할 수 있는 것으로 나타났다. 개발 후, 이 메탄 엔진이 소형위성 발사체에 추력공급 용도로도 사용도 가능하다.
The study aimed to analyze the functional differences in 3D virtual garment programs and compare body scan data with the corresponding 3D virtual models. We selected 3D virtual garment programs, formed virtual models in a representative size for high-school male cyclists, and analyzed them using the Design-X program. The results were as follows. In the 3D virtual garment programs, the anthropometric items for virtual model forming differed significantly from the standard anthropometric items suggested by Size Korea. Comparing the lower body scan data and virtual models formed by the 3D virtual garment programs, the biggest difference was in the shapes of the waist and hips, i.e., the flatness values of the waist and hips were different for each program in the cross-section view. In the lower body, a data-input-based program was needed for changing the exact measurement position of the waist circumference and hips' shape in detail. If a 3D virtual garment program provides functions for the virtual model's joint angle input and free motion transformation, it is expected to be widely used in the sportswear industry.
정부는 각 부처와 기관들이 제출한 국가연구개발사업계획의 타당성을 사전에 검증하고 그 예산 반영 여부를 결정하기 위하여 예비타당성조사를 실시하고 있다. 그러나 사업에 따라 R&D투자에 대한 기여율이 상이함에도 편익추정에 있어서 전 산업의 평균 R&D기여율을 일괄적으로 원용하고 있는 실정이다. 이는 결국 경제적 타당성 분석의 결과를 왜곡시킬 가능성이 높다. 따라서 본 연구에서는 여러 업종들 중 정보통신기술을 대표로 R&D투자가 정보통신기술산업의 성장에 얼마나 기여하는지를 성장회계방법을 통하여 실증적으로 살펴보았으며, 그 결과를 바탕으로 기존 R&D기여율과 비교해봄으로써 사업별 R&D기여율의 차등적용 가능성을 타진해 보았다. 본 연구결과에서 정보통신기술의 R&D기여율은 48.2%인 것으로 나타났으며, 이는 기존 기여율과 큰 차이가 난다고 할 수 있다. 이러한 결과로 보건대, 사업별 특성을 감안한 차등적인 R&D기여율의 도입을 조심스럽게 고려해볼 필요가 있을 것이다.
Research activities on the fields of marine biotechnology becomes active not only in developing countries but also in Asian countries. Among those countries China recently initiate the national marine biotechnology R&D program. Since 1996, marine biotechnology has been approved to be a subject of the National High Technology Research and Development Program of China as 863 program. In the first five years from 1996 to 2000 and successively in the second five years from 2001 to 2005, Marine Biotechnology R&D 863 program has been funded by Chinese government with 97.5 million RMB and then more than 200 million RMB, respectively. Under this program there are mainly six R&D subjects of marine biotechnology; 1. Breeding engineering, 2. Control of the disease, 3. Production system and culture facilities, 4. Marine drug and bioproducts, 5. Functional genes and genomics, 6. Breeding of the saltresistant plants. In this paper the research activities and results of 863 program were introduced, and from chinese cases we could leam how we plan and perform the marine biotechnology program of Korea in future.

The purpose of this study is to check whether the satisfaction of the R&D (Research & Development) project directly affects the R&D performance, and to find out whether the satisfaction with regional connectivity and the satisfaction with the R&D operation management significantly mediate the relationship that the satisfaction with the R&D project has on the R&D performance. In order to verify the research hypothesis on this, a total of 51 companies located in Jeollanam-do that actually conducted R&D research projects were surveyed and analyzed. In order to conduct an empirical study based on the collected questionnaire, a survey questionnaire related to the variables of the study model was composed based on a sample of 51 questionnaires. We used the SPSS program to verify the hypotheses in this study, and the hypotheses were verified by analyzing the validity, reliability, correlation, and deflection. As a result, there was a positive (+) significant relationship between R&D project satisfaction and R&D performance. In addition, it was found that the relationship between R&D project satisfaction and R&D performance was significantly mediated by the satisfaction with R&D regional connectivity and satisfaction with R&D project operation management.
Based on the characteristics of 'Korean electric power industry R&D programs', this study proposes a new performance evaluation framework where electric power industry related R&D projects are scrutinized. The abovementioned R&D programs have their own goals and especially they emphasize the effectiveness as well as the efficiency of each subordinate R&D project. Hence, in this framework, a performance evaluation procedure is established and then a mathematical model is developed according to the procedure. The model calculates performance evaluation indices for a set of R&D projects integrating the effectiveness with the efficiency of each R&D project. In a case study with an empirical dataset, statistical significance is tested on the integrated performance evaluation indices of R&D projects regarding organizational types and program categories considered.
국가연구개발사업의 보다 나은 연구성과 도출을 위해서는 양적인 지원규모의 확대와 우수한 연구인력의 확보뿐만 아니라 연구자가 연구에 몰입할 수 있는 연구환경의 조성도 중요한 요소라고 생각된다. 특히 우리나라의 경우 연구비 집행과정에서 발생하는 행정업무 부담이 연구자의 연구몰입에 많은 어려움을 초래하고 있는 것이 현실이기 때문에, 정부는 대학 교수들의 연구비 회계관리에 대한 부담을 덜어줌으로써 연구의 효율성을 극대화하기 위해서 연구비 중앙관리제도를 시행하고 있다. 본 연구는 정부지원 연구비와 대학의 연구성과간의 관계에서 연구비 중앙관리제도의 조절효과(Moderating Effects)를 분석하였다. 분석결과 각 대학의 연구비 중앙관리 수준이 높을수록 연구비가 연구성과(KCI등재 건수, SCI등재 건수, 특허출원 건수)에 미치는 영향력이 더 커지는 것으로 나타났다. 이 연구의 결과는 기존 연구의 관점을 확대하였을 뿐만 아니라 정부정책의 실제적인 효과를 분석하였다는데 의의가 있다.
