Industrial clusters are geographical concentrations of interconnected companies, specialised suppliers, service providers, firms in related industries, and associated institutions (for example, universities, standard agencies, and trade associations) that combine to create new products and/or services in specific lines of business. At present, the concept of industrial cluster becomes very popular worldwide, policy makers at national, regional and local levels and business people in both forerunner and latecomer countries are keen to implement the cluster concept as an economic development model. Though understanding of clusters and related promoting policies varies from one place to another, the underlying benefits of clusters from collective learning and knowledge spillovers between participating actors strongly attract the attention of these people. In Thailand, a latecomer country in terms of technological catching up, the cluster concept has been used as a means to rectify weakness and fragmentation of its innovation systems. The present Thai government aspires to apply the concept to promote both high-tech manufacturing clusters, services clusters and community-based clusters at the grass-root level. This paper analyses three very different clusters in terms of technological sophistication and business objectives, i.e., hard disk drive, software and chili paste. It portrays their significant actors, the extent of interaction among them and the evolution of the clusters. Though are very dissimilar, common characteristics attributed to qualified success are found. Main driving forces of the three clusters are cluster intermediaries. Forms of these organizations are different from a government research and technology organization (RTO), an industrial association, to a self-organised community-based organization. However, they perform similar functions of stimulating information and knowledge sharing, and building trust among participating firms/individuals in the clusters. Literature in the cluster studies argues that government policies need to be cluster specific. In this case, the best way to design and implement cluster-specific policies is through working closely with intermediaries and strengthening their institutional especially in linking member firms/individuals to other actors in clusters such as universities, government R&D institutes, and financial institutions.

The Policy Development Team of the Korea Aerospace Research Institute investigates the status of Korean space sector in 2007 including industry, research institutes and universities through the survey executed third time after first in 2005. In this paper the statistics of sales, budget, man power, export and import of 77 organizations is presented and the status of Korean space sector is analyzed. The total sales of space related industry in 2007 are 887.255 billion won which is increased by 26% relative to that of previous year. The total budget of research institutes and the total R&D fund of universities are 367.301 billion won and 8.441 billion won respectively. In 2007, total personnel of space sector is 2,705, as 1621 personnel in industry, 717 personnel in research institutes, 367 personnel in universities. The total number of personnel is increased by 14% in 2007 compared to the previous year.

The purpose of this study is to analyze the characteristics of the innovation system of a theme park, and to suggest the development strategies of a theme park through looking at Everland in Yongin, Korea. Everland had relatively the strong networks with in-house, customers, and suppliers, while it had the weak networks with competitors and universities. The innovation information network is constructed among in-house innovation actors; while, the level of interactive learning is low. So the innovation barriers exist; namely, the insufficiency of information exchange, the lack of roles of intermediate organizations, and the gap of R&D and practices. The cooperation and trust should be accumulated to overcome the barriers of innovations. Therefore, Everland should strengthen the networks with in-house innovation actors, and diffuse the cooperation and trust outwards. To maximize the synergies, Everland should construct the networks of innovation actors in a region (Regional Innovation System). To construct Regional Innovation System, first, Everland should construct the close and horizontal cooperation relationship with related firms, and intensify the innovation capacity through learning by interacting. Second, Everland should diffuse the principle of win-win through cooperation and competition.

In spite of the importance of a fishing industry, neither any terminology defined in details nor academic systems to educate the workers in the fishery were established in the fisheries social education. The fisheries social education was considered to be the practical area around the actual fields. Therefore, on-site education was very important. Accordingly, this study collected and analyzed theoretical basis of a social education and data on the rural adult education and examined the actual status of the fishing industry in Korea and fisheries extension services enterprise and fisheries developmental enterprise corresponding to the actual fisheries social education conducted in Korea. On the basis of these frames, this study summarized the direction for the progress of fisheries social education that has not been studied until now for the purpose of suggesting the future directions of the fisheries social education as follows; The recognition on the importance of fisheries social education and fundamental researches in the fisheries social education should be extended. The practical development of fisheries social education should be realized. Fisheries extension services enterprise should be evolved by fishermen. The abilities of instructors in the fisheries social education should be improved. The academic factors in the fisheries social education should be emphasized. Inter-disciplinary and multi-disciplinary approaches should be adopted. Various programs should be developed for the progress of the fisheries social education. The exclusive department in charge of the fisheries social education should be established. The information system for the fisheries social education should be secured. The industry, academic organizations and the organs should make cooperation. The fisheries social education should be provided by general social education institutions for the progress. The fisheries development should be deployed on the basis of environmental preservation. It is necessary to deploy the new fishing village movement like the Saemaul movement to the fisheries. The administrative and financial supports for the fisheries social education should be expanded. It is essential to cultivate the future fishermen for the international competitiveness.

Most research organizations, universities and enterprises manage the transaction informations (customer informations, account informations, transaction results and so on), which is a fundamental item in the part of buying and research capital expenditure for the execution of R&D project or relative works. But because they don't only manage transaction information systematically but also don't put to practical use as sharing knowledge, many researchers duplicate their operations and it is shown a drop in efficiency. Also there are many problems because useful informations are unapproachable in the side of research management. In this paper, we propose the database design, application plan and service method for joint utilize of transaction information. And we prove the proposed method by service which is operated within intranet system. The transaction information shared by the proposed method will be useful knowledge and a major factor of efficiency improvement in research management field.

This research focused on the strategy formulation for the development of the innovation cluster in Gyeonggi Province - 'Pankyo & Gwanggyo Technovalley'. The study was performed based on both theoretical study and quantitative & qualitative study approaches. Particularly, questionnaire survey was used for the diagnosis of the developmental stages of the innovation clusters. The major determinants for the development of the innovation cluster in Gyeonggi Province can be summarized as follows; the establishment of S&T based host institution, the gradual enlargement of the role of host institution and the enhancement of the network capability of innovation clusters. In terms of the needs of times, this study regarding the strategy for the development of the innovation clusters is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.
Background: Significant technological development and changes happened in the tractor industries. Contrariwise, the test procedures of the major standard development organizations (SDO's) remained unchanged or with a little modification over the years, demanding new tractor test standards or improvement of existing ones for tractor performance, safety, and comfort. Purpose: This study focuses on reviewing the research trends regarding performance, safety and comfort evaluation of agricultural tractors. Based on this review, few recommendations were proposed to revise or improve the current test standards. Review: Tractor power take-off power test using the DC electric dynamometer reduced human error in the testing process and increased the accuracy of the test results. GPS signals were used to determine acceleration and converted into torque. High capacity double extended octagonal ring dynamometer has been designed to measure drawbar forces. Numerical optimization methodology has been used to design three-point hitch. Numerous technologies, driving strategies, and transmission characteristics are being considered for reducing emissions of gaseous and particulate pollutants. Engine emission control technology standards need to be revised to meet the exhaust regulations for agricultural tractors. Finite Element Analysis (FEA) program has been used to design Roll-Over Protective Structures (ROPS). Program and methodology has been presented for testing tractor brake systems. Whole-body vibration emission levels have been found to be very dependent upon the nature of field operation performed, and the test track techniques required development/adaptation to improve their suitability during standardized assessment. Emphasizes should be given to improve visibility and thermal environment inside the cab for tractor operator. Tractors need to be evaluated under electromagnetic compatibility test conditions due to large growing of electronic devices. Research trends reviewed in this paper can be considered for possible revision or improvement of tractor performance, safety, and comfort test standards.

PL (Product Liability) refers to the legal responsibility of a manufacturer or seller for bodily injuries or property losses caused by product defects. Therefore, it is important for companies to construct a product liability response system that strategically manage and effectively adapt to product liability. A PL response system refers to companywide operations of PL prevention (PLP) measures, product safety (PS) measures, and PL defense (PLD) measures appropriate for a company's scale and environment. To establish an enterprise product liability response system, each essential component of corporations should be systematically operated and maintained considering the scale and characteristics of the corporations. Essential components of PL response system is Strategy, Organization, Training, Technology, Investment, and Awareness. Role of essential components is that companies need specific strategies to secure product safety and protect customers from product defects, and appropriate organizations must be composed for effective operation of such strategies. The objective of this paper seeks to examine the relationships among the essential components of the product liability response system and PL performance. PL performance consists of positive performance and negative performance. In particular, positive performance include increased efforts in product or process innovation such as strengthening research and development (R&D) to produce safer products without defects. In order to carry out this research we obtained 98 questionnaire of manufacturing company. A summary of the analyses is as follows: First, the awareness and technology among essential components affect significantly to the positive performance. Second, the awareness and strategy among essential components negative affect to the negative performance.

The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.

Accordingly we must learn to accommodate those differences of 'culture' around us and to harmonize conflicting laws. This recognition of our reality should in no way be confused with pessimism. In fact if one accepts this perspective of the world ,the study of law seems enriched and becomes academically more challenging. Recently, in the United States, interest in alternative settlement mechanism has increased greatly, which leads me to wonder why such a phenomenon has taken place. In the first place, I'm amazed at the extent to which conciliation or mediation-or the new word, I guess, is alternative dispute resolution, which by now has its own acronym, "A.D.R,"-have gained attention here recently. When 35 years ago, there was virtually no interest in conciliation in this country at the time. What interest there was, was no in the law schools. But looking at the situation now, we have a spate of publications on the subject; we have organizations that are established for no other reason than to promote alternative dispute settlement. We have courses in the law schools. The American Association of Law Schools and the American Bar Association also have active programs. So we have to ask ourselves why. The difference between now and 35 years are striking. On the other hand, I think the interest of the public in ADR has probably been greatly enhanced by the politics of the so-called "poverty programs." I think that many of these assistance programs for the poor-and I do think the "poor" have become a rather expansive political movement beyond simply taking care of the most marginal people of society-have generated money to explore this kind of dispute resolution.
