Hierarchical Image Segmentation by Binary Split for Region-Based Image Coding (영역기반 영상부호화를 위한 이진 분열에 의한 계층적인 영상분할)

  • In this paper, a new morphological image segmentation algorithm of hierarchical structure by binary split is proposed. It splits a region with the lowest quality into two regions using only two markers having the highest contrast. Therefore, it improves the quality of image with limited regions and reduces contour information which is not sensitive to human visual system, when compared with the conventional algorithm. It is appropriate to PSTN, LAN, and mobile networks, of which the available transmission bandwidth is very limited, because the number of regions can be controlled. And the proposed algorithm shows very simple structure because it doesn't need post processing to eliminate small regions and reduces much computation by using only structuring element of small size at simplification step of each hierarchical structure when compared with the conventional algorithm.

  • This research focuses on the case studies for operating scheme of technology venture incubation centers located at science parks, technology parks, and foreign universities. Technology venture incubation centers in foreign countries commonly vitalize local economy, create job markets, and promote new venture industry. There is a distinct difference in many ways between foreign and domestic incubation centers. Foreign countries consider the position of incubation centers at national policy level. They characterize the operation of incubation centers into technology fields. They install the networks cooperating with experts and promote the management. Tenant companies moved in incubation centers enhance the degree of completion through industry-university cooperation. Universities and research centers utilize the results of R&D to make the business, accelerate to venture establishment with technical skills, and foster technology entrepreneurs by spin-offs. Through case studies we propose implications helpful to manage domestic technology incubation centers and management methods to be successful centers.

The Difference Analysis between Maturity Stages of Venture Firms by Classification Techniques of Big Data (빅데이터 분류 기법에 따른 벤처 기업의 성장 단계별 차이 분석)

  • The purpose of this study is to identify the maturity stages of venture firms through classification analysis, which is widely used as a big data technique. Venture companies should develop a competitive advantage in the market. And the maturity stage of a company can be classified into five stages. I will analyze a difference in the growth stage of venture firms between the survey response and the statistical classification methods. The firm growth level distinguished five stages and was divided into the period of start-up and declines. A classification method of big data uses popularly k-mean cluster analysis, hierarchical cluster analysis, artificial neural network, and decision tree analysis. I used variables that asset increase, capital increase, sales increase, operating profit increase, R&D investment increase, operation period and retirement number. The research results, each big data analysis technique showed a large difference of samples sized in the group. In particular, the decision tree and neural networks' methods were classified as three groups rather than five groups. The groups size of all classification analysis was all different by the big data analysis methods. Furthermore, according to the variables' selection and the sample size may be dissimilar results. Also, each classed group showed a number of competitive differences. The research implication is that an analysts need to interpret statistics through management theory in order to interpret classification of big data results correctly. In addition, the choice of classification analysis should be determined by considering not only management theory but also practical experience. Finally, the growth of venture firms needs to be examined by time-series analysis and closely monitored by individual firms. And, future research will need to include significant variables of the company's maturity stages.

Analysis of Research Subject Network in the Field of Oncogene (암유전자 연구주제 네트워크 분석)

  • Purpose: Health technology research & development is an important area to leading future. This study examined the current trends for 'oncogene' based on the research subject network to deduce a research front. Method: Papers were extracted from PubMed database using MeSH term for studies on 'oncogenes' and further categorized as papers published by Korean. Keywords were collected from all of articles. Research subject network was generated by keywords. Research subject network was analyzed by weighted degree centrality based social network analysis and transition of research subjects was analyzed by the time series. Results: On 'oncogenes', 'Genes, ras', 'Apoptosis', 'Signal Transduction' had a high degree centrality and currently 'Antineoplastic Agents', 'Prognosis', and 'Tumor Markers, Biological' were widely conducted. Conclusion: Consistency of research trend pattern was found by analyzing oncogene network with compromised to international vs. domestic trends. Analyzing keyword networks in various subject area, those will allow us to predict the research progress and propose evidence of research & developmental strategy.

  • In network based on multi-interface, there are needed channel assignment strategy that reduce interference and improve bandwidth efficiency by assigning each interface to available channels in order to utilize effectively multiple wireless interfaces on each node. MCS protocol had been proposed, which improve capacity and throughput of network by using hybrid assignment. MCS uses as the criterion to assign channel the number of node that use the same channel in contention area. but there have an problem that this information exactly does not reflect actually offered channel load. in this paper, we proposes CAMCS protocol to assign channel by that the channel busy degree to indicate the occupancy rate of channel by nodes as well as the number of nodes that use the same channel in inference area is used as criterion for estimation channel load, and conform performance improvement effect by simulation.

  • This research focused on the strategy consulting of the 'Pankyo Technovalley' for the formation of the innovation clusters The study was performed based on both theoretical study and related qualitative study approaches. Particularly, 'scenario planning' as a foresight method was used for the strategy formulation of the innovation clusters. The major determinants for the success of the formation of the innovation clusters can be summarized as follows; the enhancement of the service of the host institution of clusters, the alignment of the national cluster policy with the strategy of the host institution and the networks of the clusters. In terms of the needs of times, this study regarding the strategy for the formation of the innovation clusters is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

  • This paper aims to suggest a policy for biological resource based on a comprehensive understanding on biological resources. Biological resources are different from traditionally recognized viable organisms (Biodiversity) in ecosystems. Biological resources are culturable and replicable resources of living organisms such as tissues, cells and genes. Moreover, biological resources include human-derived biological materials. Biological resources is not simply a matter of science and technology. Biological resources should be dealt with as national resources. There are many international issues regarding biological resources, such as intellectual property rights (IPRs), safety on handling and distribution, material transfer agreements (MTAs) for mutual benefits and biological standards. Ethical debates are also being raised because biological resources are related with human-derived biological materials. Every nation has tendency to adopt its government policies to strengthen its sovereignty on biological resources and international cooperation. In addition, international linkages are essential for providing enhanced worldwide accessibility to biological resources. Japan has shown several international initiatives in the field of biological resources. Korea has just begun to design appropriate policies for the use and R&D of biological resources. Therefore, this paper suggests the following needs: 1) policy at the national level beyond the interests of researchers, 2) inter-ministerial coordination across government ministries, 3) expansion of scope and size of each BRC (Biological Resource Centers), and 4) building networks and systems such as national information center, representative centers by field, and each BRC.

Preparation and Characterization of Pitch-based Carbon Paper for Low Energy and High Efficiency Surface Heating Elements (저전력 및 고효율 면상발열체를 위한 피치기반 탄소종이 제조 및 특성)

  • In this work, phenolic resins containing conductive carbon fillers, such as, petroleum coke, carbon black, and graphite, were used to improve the surface heating elements by impregnating a pitch-based carbon paper. The influence of conductive carbon fillers on physicochemical properties of the carbon paper was investigated through electrical resistance measurement and thermal analysis. As a result, the surface resistance and interfacial contact resistivity of the carbon paper were decreased linearly by impregnating the carbon fillers with phenol resins. The increase of carbon filler contents led to the improvement of electrical and thermal conductivity of the carbon paper. Also, the heating characteristics of the surface heating element were examined through the applied voltage of 1~5 V. With the applied voltage, it was confirmed that the surface heating element exhibited a maximum heating characteristic of about $125.01^{\circ}C$(5 V). These results were attributed to the formation of electrical networks by filled micropore between the carbon fibers, which led to the improvement of electrical and thermal properties of the carbon paper.

  • Scale-up of ICT startups is not easy because of limited capabilities, lack of resources, and immature networks for the business. Therefore, this research selected a representative startup succeeded in scale-up and applied the ERIS model in analyzing their scale-up process in the initial stages of scale-up. Analysis of qualitative data collected revealed that the entrepreneurs' experience, convergence of knowledge between diverse industries, participation in public-sector-led R&D, management of communication channels between customers and businesses, and utilization of project-oriented campaigns are found to be critical success factors in scaling up ICT startups. Academically, this study validates the utility of ERIS model in analyzing the scale-up process. For practitioners, this study will be used as a reference for strategic development in seucring the competitiveness of the initial market of ICT startups and scale-up.

  • The accurate wing flexure model is required to improve the transfer alignment performance of guided weapon system mounted on a wing of fighter aircraft or armed helicopter. In order to solve this problem, mechanical or stochastical modeling methods have been studying, but modeling accuracy is too low to be applied to weapon systems. The deep learning techniques that have been studying recently are suitable for nonlinear. However, operating fighter aircraft for deep-learning modeling to secure a large amount of data is practically difficult. In this paper, it was used to generate amount of flexure data samples that are similar to the actual flexure data. And it was confirmed that generated data is similar to the actual data by utilizing "measures of similarity" which measures how much alike the two data objects are.
