An Analysis on the Value Chain and the Value System of the Korean Wind Power Industry (한국 풍력산업의 가치사슬 및 가치시스템 분석)

  • This study analyzes whether the value-added structure of Korean wind power industry exhibits a virtuous cycle through the value chain(VC) within wind power firms and the value system(VS) among the wind power industries, using a regression analysis based on a survey about Korean wind power companies. According to the VC, the government's R&D support is analyzed to have contributed to an increase in the R&D investments of the wind power companies. An increase in corporates' R&D investments has led to an increase in corporates' R&D outputs, and in turn, induced a remarkable increase in the amounts of production. But an increase in production has not led to a decrease in the costs of production, not resulting in an increase in profit rates per sales amount. In addition, while an increase in profit rates is analyzed to have contributed to an increase in production, this did not induce further investments in corporate's R&D. The virtuous cycle of the value chain in Korean wind power firms is, therefore, analyzed to be weak. Next, the VS is analyzed by dividing the whole chain into the system group including rotor blades, gear boxes, and power generators, and the structure group, such as towers. Two groups are analyzed to have mutually positive effects in the processes of the government's support for corporates' R&D, corporates' investment in R&D, R&D outputs, and profit rates per sales amount. Such mutual positive effects are, however, not found in the processes of the amounts of production and the costs of production. These results demonstrates that the value system of Korean wind power industry is not completed. This study has a policy implication to need further efforts to create the virtuous cycle in the VC and VS of Korean wind power industry.

A Study on R&D Investment Decision Making Model by Using Small-Medium Enterprises Strategic Technology Roadmap (전략기술로드맵 기반의 중소기업 R&D 투자우선순위 결정모형에 관한 연구)

  • In recent years, in response to rapid technological change, technology planning activities are important for companies to cope with technological competition. However, Small and Medium Enterprises(SMEs) lack the resources and competence to establish their own technology roadmaps. Therefore, government-led roadmaps for SMEs have been proposed to support the R&D direction and R&D capabilities of SMEs. However, SMEs R&D policies are still not well linked with technology roadmaps and R&D programs. In other words, the size of R&D for SMEs is determined according to demand of SMEs regardless of strategic technology roadmap. In this study, we propose a investment prioritization model based on a technology road map to unify R&D investment policy. Using the decision model designed to prioritize strategic technology investments in the SME strategy roadmap, we conduct empirical analysis of strategic technologies in the advanced convergence and green manufacturing. AHP analysis was conducted after questionnaires on the importance of strategic technology and the importance of influential factors to 46 experts such as expert of research institutes and support organizations.

  • This paper presents the results of a meta-regression analysis on econometric evidence concerning the relationship between public funding of R&D and private R&D expenditure by reviewing literature and synthesizing existing results. The analysis on the effects of public financing on private investments in R&D has been the object of numerous studies, none of which having arrived at definite conclusion. A meta-analysis based upon a data-base including all relevant studies was carried out to examine whether the characteristics of the applied analysis influence the results. Three different empirical results are presented.

  • In this study, we made a critical review on the regulatory policies in financial sector of Korea, analysed their effects on the firm's innovation, and suggested some policy implications. Many innovation researchers and policy makers expected that such a liberal system of regulation would lead Korea's national innovation system to the quantum leap. Our analyses of financial regulations show, however, that changes of regulatory systems (deregulation for interest rate) in the last decade did not always promoted the firm's innovation. The firms now encounter Basel II, and since it could cause bipolarization between R&D performing firms, it is necessary to add complementary policy such as collateralization or netting. Finally, simple empirical anlysis shows that the trend of universal banking may affect R&D investment positively.

A Study of Technical Support Policy for Innovative SMEs (혁신형 중소기업을 위한 기술지원정책 연구)

  • Technological competitiveness of SMEs is an important factor of the country's industrial competitiveness. And technological competitiveness of SMEs in South Korea has been a long-term congestion. Through the study, we analyzed the correlation between SMEs technical support policy and technological competitiveness. As a result, the technological competitiveness of SMEs is positively related to R&D policy of funding, taxation and infrastructure. And on the other hand, R&D support policy positively effected the technological competitiveness of subcontractors, 5~49 people of small enterprises and innovation SMEs. We suggest that technology fund should be increased by expanding policy funds, investments and loans. Also, allocation of strategic R&D resources and supportive researching staffs are needed to strengthen high-growth innovative SMEs.

An Analysis on the Value Chain of Korean Bioenergy Industry (한국 바이오에너지산업의 가치사슬 구조 분석)

  • This study analyzes whether the value-added structure of Korean bioenergy industry exhibits a virtuous cycle through the value chain(VC) within bioenergy firms, using a regression analysis based on a survey to Korean bioenergy companies. As a result, in Korean bioenergy companies, the R&D outputs positively influence an increase in production, and a decrease in production costs positively influences an increase in profit rates per sales. However, the government's supports for R&D is analyzed neither to lead an increase in corporates' R&D investments, nor to contribute to an increase in their R&D outputs. In addition, it turns out that an increase in production does not contribute to a decrease in production costs. Besides, it is analyzed that an increase in profit rates per sales does not contribute to an increase in production or an increase in the R&D investments. The virtuous cycle of the value chain in Korean bioenergy firms is, therefore, estimated to be weak. This study has a policy implication to need further efforts to create the virtuous cycle in the VC of Korean bioenergy industry.

  • Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model's effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.

  • Asia is becoming a stronghold for innovation careers along with its resurgence in economic, political, and cultural arenas. This transformation happened on the backdrop of growing enrolments in higher education, increasing investments in scientific research & innovation, and innovation supportive policy measures by several Asian countries. Research and Development (R&D) and product customization centres of multinational corporations (MNCs) sited in emerging nations are also instrumental in this transformation.

  • This paper addresses the issue of increasing the effectiveness of national IT R&D planning through the adoption of the technology roadmapping process. As a needs-driven technology planning tool, technology roadmapping can help identify and select technology alternatives to meet a set of market needs. Thus, it allows increasingly limited R&D investments to be used more efficiently. From this point of view, the Ministry of Information and Communication is considering introducing technology roadmapping to support its annual technology planning activity, In this contribution we explain why and how the IT technology roadmap was developed and suggest some useful guidelines to technology roadmapping, on the basis of literature review, case survey and our experience, for organizations due to employ the roadmapping process in the future.
