A Study on the Information Modeling of Defense R&D Process Using IDEF Methodology (IDEF 방법론을 이용한 국방 연구개발 프로세스의 정보모델링 연구)

  • IDEF(Integrated Definition) method, a standard methodology of CALS process modelling, was applied to the weapon system R&D process to provide information modelling by analysing about goal, input, output and constraints in the R&D process. The information to be managed in R&D institutes was identified by using SmartER which is the automation program of IDEF1/1X and obtained information modelling for TO-BE model. The work process of weapon system R&D consists of the concept study phase, the exploration development phase, the system development phase, the prototype manufacturing phase, and the report writing of R&D results phase. The information modelling of weapon system R&D is the R&D work process with information sharing by means of IWSDB Since IDEF is suitable for large scale system development like weapon system R&D, further studies on IDEF would be required to achieve the goal of defense CALS.

R&D Performance Analysis on Convergence Technologies Using Patent Citation : Comparison of IT/ET Convergence with Others (특허인용정보를 활용한 R&D 융합기술의 성과분석 : IT와 에너지의 융합기술과 타 융합기술과의 비교)

  • To have global competitiveness in newly growing industry, good quality R&D's in convergence technology arerequired. Korean government also started to emphasize the importance of convergence technology as a new engine of growth for the future development. Since 2008, worldwide energy crisis and concerns on low carbon green growth made people focus on the convergence between information technology (IT) and energy technology (ET). However, the R&D performance comparison among the convergence technologies is not well explored so far. Therefore, this study uses Korea's patent citation database to measure the R&D performance of convergence technologies. We adopt technology development cycle, technology spillover analysis, and technology diffusion analysis to see the knowledge flow from R&D industry to others. We find that IT_ET convergence technology generally shows higher R&D performance than other convergence technologies. Contrary to public belief, convergence R&D by big companies has relatively low performance especially measures in technology spillover and technology diffusion. This implies that they might concentrate on delicate Fuel Cell Energy/Environment Technology (FEIT) or Nano Environment/Energy Information Technology (NEIT) rather than general energy information technologies. We also find that Korea's chemical industry may play a crucial role for the growth of other convergence technologies.

  • A coronavirus disease 2019 (COVID-19) is a new global health problem. The Korean government is pursuing to gain its future growth engines and promoting short-term economic stimulation by investing in research and development (R&D) to improve national technological capabilities that can respond to the spread of the global epidemic. It is required to need knowledge information to establish the direction of future national planning thru understanding the status quo of R&D investment in terms of research fields. Four corona-related R&D fields were drawn on the basis of analyzing major nations' R&D funding data (USA, EU etc.) and two differentiated R&D fields were added through comparative analysis with domestic R&D projects. Domestic and foreign research organization-the research title-the scale of the research funding-the project period were presented in terms of the suggested 6(7 details) R&D research fields. Meanwhile R&D projects that have featured in the convergence of interdisciplinary were provided. This study proved the excellence of coronavirus detection and on-site diagnostic capabilities that are currently globally highlighted by deriving differentiated research fields from the domestic competitive advantage fields related to corona viruses and also suggested intensive investment research fields.

  • Laboratory Research Notebook is the recorded data of the process and the result of research and also the most basic data. To record and manage R&D information systematically is a very basic method to secure R&D quality and becomes a foundation of performing a project successfully. Especially, as the laboratory environment is getting digitalized due to development of IT technology, most R&D information is recorded as electronic documents. Therefore, Laboratory Research Notebook is used to effectively manage R&D information recorded as electronic documents. This study would like to look at Laboratory Research Notebook which is used to manage R&D information systematically and then present a model which suits research environment.

  • 주요 선진국에서는 전통적 생산요소인 노동이나 자본에 비하여 기술 진보가 경제성장에 더 큰 기여를 하고 있다고 판단하고, 기술개발을 위한 R&D 투자를 적극적으로 추진하고 있다. 본 연구에서는 IT부문 R&D 투자액이 IT부문 수출 실적에 미치는 효과를 분석하는 한편, 회귀분석 결과를 활용하여 2020년 우리나라 정부가 목표로 하고 있는 수출 1조 달러 달성을 위하여 IT 부문에서 어느 정도의 R&D 투자가 이루어져야 하는 지를 분석한다.

  • 본 논문에서는 화학분야 특허 문서에 존재하는 도표(TABLE) 데이터를 인공지능 기술을 활용하여 자동으로 추출하고 정형화된 형태로 가공하는 방법을 제안한다. 특허 문서에서 도표 데이터는 실시예에서 실험결과나 비교결과를 간결하고 가시적으로 표현하기 위하여 주로 사용되나, 셀의 속성을 정의하는 헤더부분과 수치가 표현되는 값 부분의 경계가 모호하여 구조화하는데 어려움이 있다. 본 논문에서 제안하는 방법은 소량의 학습데이터를 구축하고 기계학습을 통해 도표에 존재하는 셀의 속성을 예측하고, 예측된 속성을 토대로 조성과 물성 정보를 자동으로 구분하여 추출하는 방법을 제시한다. 제시된 방법을 활용하여 화학 분야 조성물 특허의 도표데이터에 시뮬레이션 결과 각 항목별 98.17%의 속성 예측 정확도를 나타내었으며 기존 규칙기반 연구보다 작업난이도, 예측정확도에서 우수한 성과를 보인다.

  • A currently domestic governmental R&D business is early to 100. And this is each managed individually in 15 professional organizations of research and management by characteristics of a business. For this Reason, A redundant investment issue regarding national R&D occurs, and an issue regarding efficiency of R&D investment by insufficiency of systematic R&D research project and result management is continuously raised. Ministry of Education Science and Technology establishing National Science & Technology Information Service(NTIS) in order to solve these issues. NTIS is the national R&D Portal System which can support efficiency of research and development to result utilization in planning of national research and development. In this paper We consider integrated DB constructions and Information Linking of R&D Participants/Projects/Results information in a NTIS system for data quality Improvement. and then We analyze the cause of the data quality problem, and we propose the improvement plan for data quality elevation of NTIS system.

  • The national R&D information from the previous year is collected annually for the evaluation and analysis process and is used for policy making and other related purpose. A total of 83 types of information, including the researcher information and the outcome information, was collected through the evaluation and analysis system. The demand for a real-time interaction of the national R&D information has increased with the use of NTIS as well as the need for increase in the number of information collected. The need to centralize the input system has also risen with the use of the system that utilizes the collected information in various other ways than just the information evaluation and analysis. There is an overall need to make the collection process of the national R&D information more effective. In this study, the method for collecting the evaluation and analysis information online is compared with the real-time collection method of the national R&D information before explaining the considerations that need to be made to effectively link the legacy systems owned by the project management institutes with NTIS.

  • 연구기획 단계부터 사업화에 대한 고려를 위해서 기존의 연구 성과에 대한 조사 분석을 포함하는 해당 연구 주제에 대하여 기술동향, 시장분석, 정책 등 다양한 정보를 종합적이고 전략적으로 활용할 수 있는 정보 서비스 환경에 대한 필요가 급증하고 있으며, 국가연구 생산성 제고를 위해 후속심화 연구를 위한 연구 성과의 효율적인 공유 및 재사용을 지원하는 표준화 기반의 정보공유인프라 구축 및 운영이 필요하다. 이를 위해 국가R&D정보와 NDSL 정보를 연계하고, 이를 활용하여 연구자의 R&D활동관련 문제해결을 지원하는 서비스 체계를 구축할 필요가 있다. 이를 위해, NDSL-NTIS 연계 및 융 복합 서비스를 개발하고 이를 뒷받침하기 위해 연계체계 구축, 분석기반 개선, 개념기반 체계 구축, 연계활용을 지원하는 메타데이터 관리기능 개선을 수행하는 것을 목표로 국가R&D정보 네비게이션 서비스를 개발하였다.

  • The business environment changing very fast with technology advance and convergence makes the role of R&D become more and more important to firms' success. By analyzing the 683 firm-level data of small and medium venture firms with the ordinary least squares regression, this study sheds new light on the following four points. First, small and medium venture firms' exterior R&D collaboration network heterogeneity positively impacts their import substitution from technology development. Second, the existence of the corporate R&D center moderates the positive impact of small and venture firms' exterior R&D collaboration network heterogeneity on their import substitution from technology development. Third, small and venture firms' exterior R&D information network heterogeneity positively impacts their import substitution from technology development. Fourth, The existence of the corporate R&D center moderates the positive influence of small and venture firms' exterior R&D information network heterogeneity on their import substitution from technology development.
