In the era of super-aged societies, research and development (R&D) projects related to aging are very important agenda for establishing the direction of future R&D planning and technological competitiveness in the country. In order to respond promptly to this agenda, it is essential to establish a national-level convergence R&D policy. In this study, we utilized the global R&D funding project data from major nations (US, Europe, Japan), and then standardized them with the same fields. To analyze the current status of global R&D related to aging, we performed cluster analysis based on the co-occurrence matrix to explore convergence R&D areas in the US, Europe, and Japan related to aging. In addition, comparative analysis by country suggested that different points on the interdisciplinary area and the convergence of aging-related R&D by each country. These results provide fundamental understandings for the status of convergence in aging-related global R&D, the current technology trends, and establish the direction and strategy of R&D policy.

본 연구는 우수한 R&D성과의 창출을 유인하기 위하여 정부 R&D기획의 범위를 확장할 필요가 있음을 보이고자 하였다. 현재 정부 R&D기획은 과제발굴에 초점이 맞춰져 있다. 연구팀의 구성, 공동연구, 지식유입 전략 등 R&D수행에 대한 개략적인 가이드가 없으며 연구책임자의 재량에 따라 전략이 수립되고 있다. 본 연구에서는 에너지 자원 생산기반 기술분야 특허의 서지정보를 활용하여 우수한 R&D성과를 유인할 수 있는 R&D수행과 관련한 전략을 제시하고자 하였다. 한편, 기술수명주기에 대한 개념을 도입하여 R&D수행과 관련한 전략 수립이 기술개발단계별로 차별화 되어야 함을 동시에 보이고자 하였다.

In this paper, we propose matrix analysis methods for analyzing national R&D information creation. In order to analyze R&D information creation at national level, it is necessary to analyze whether information is created systematically for each technical category and for each information type. In this paper, ‘uniformity’and ‘concentration’criterions are proposed to check national R&D information creation and we provide formulas to measure the criterions. The criterions are applied to domestic information creation in information and communication domain to show the utilization of the proposed method.

스마트폰 이용자가 지속적으로 증가하면서 공공정보에 대한 관심이 높아지고 있다. 국가R&D사업 관련 정보를 종합적으로 서비스 중인 국가과학기술지식정보서비스(NTIS)도 국가연구개발 조사 분석 원시자료 등 국가R&D 데이터 제공 요구가 지속적으로 증가하고 있다. 본 논문에서는 선진국의 공공정보 제공 현황과 국내 현황을 살펴보고, 국가R&D정보 공개 개방 확대 전략 및 국가R&D정보 공유 확대를 위한 모바일 서비스 개선 방안을 제안한다.

국가 R&D사업은 적절한 예산 규모 산정이 어렵기 때문에 참고 가능한 해당 사업의 성과 및 평가정보가 적시에 지원될 경우 판단의 오류를 최소화 할 수 있을 것으로 기대할 수 있다. 그러나 현실적으로는 국가 R&D사업에 대한 성과평가 결과가 의도한 대로 충분히 활용되지 못하고 있는 실정인데, 그 이유로는 크게 두 가지 문제점을 들 수 있다. 첫째, 국가 R&D사업의 성과 및 평가 정보와 관련 예산정보가 적시에 연계 활용되지 못하고 있다. 둘째, 이를 지원하는 시스템간의 연계가 구현되어 있지 않다. 따라서 본 연구에서는 국가 R&D사업의 현황 분석을 신정부 출범 이전과 이후의 제도적, 시스템적 관점에서 고찰하였고 이를 통하여 국가 R&D성과평가와 예산 정보가 연계 가능하도록 개선 프로세스를 제안하고자 하였다.

Investment in research and development (R&D) is critical in the information technology (IT) firms, where newer and better technology is a quintessential goal that directly affects innovation and competitive advantage. This study investigates how R&D investment influences firm performance and value, and how the effect of R&D investment differs between IT hardware and software firms. We also analyze the relationship between firm age and R&D investment in order to identify learning effects on continuous R&D investment. The empirical investigation in this study, based on longitudinal archival data from 2001 to 2010, found a significant effect of R&D investment on firm performance in IT firms. Further, this study demonstrates causal relationship between firm age, and verifies that learning effects are present in R&D investment. Moreover, the results are found to differ between IT hardware and IT software firms.

The SW-centered battlefield management information system R&D project takes a long period of 5-10 years or more by applying a complex and rigid batch acquisition strategy. In order to solve this problem, it is necessary to institutionalize a rapid and flexible battlefield management information system R&D project management procedure applying agile development methodology, and a government project management organization and contract management method to support it In this study, we analyzed the case of applying the Agile development method centered on Scrum to the US SW-centered weapon system R&D project and the characteristics and problems of the battlefield management information system R&D project in Korea, and suggested improvement measures as follows. First, the battlefield management information system R&D model applies the hybrid development method, and the system requirements analysis and system structure design use the existing waterfall development procedure, and the agile method is applied from the SW requirements analysis to the system integration stage. Second, flexible adjustment of performance, schedule, and cost by organizing an Agile IPT in which military (requirements) - DAPA (project management) - developer - functional specialized organizations (test and evaluation, quality, government research institutes, etc.) participate. Third, improving the Basic Order Agreement so that it can be applied to agile R&D.

본 연구는 국내 환경·에너지 공학 분야 연구기관을 대상으로 다양한 유형의 연구소 현황을 조사하고, 최근에 이루어진 연구결과의 데이터베이스 구축 등의 정보화 여부와 환경·에너지 R&D 정보 활용여부와 자원공유를 위한 연구기관들간의 협력적 네트워크 활용의 실태를 진단했다. 정보화와 정보 활용을 방해하는 역기능 요인 분석결과를 중심으로 21세기 핵심 R&D 정보활용과 보다 전문적이고 수준 높은 연구환경을 고무시킬 수 있는 방안을 제시했다.

이 연구는 한국전력주식회사의 전력연구원을 사례로 하여, R&D 기관이 정보시스템을 구축하고자 할 때 고려해야할 정보환경적 요소들을 분석한 후, 파악된 정보환경적 요소들이 효율적인 R&D 정보시스템 구축을 위해 구체적으로 어떻게 반영되어야 하는지를 시스템연구 방법을 이용하여 논의한다.

본 논문의 목적은 정보 시스템 개발 단계에서 3종(논문, 보고서, 과제)콘텐츠를 융 복합하여 정보 필터링과 시각화에 기반하여 연구자들이 이용하기 편한 국가R&D정보 내비게이션 시스템을 개발하는 것이다. 이전 단계인 정보 서비스 기획 단계에서 조사된 사용자 니즈 분석과 정보 시각화 요소를 반영하여 본 논문에서는 화면 프로토타입을 작성한 후 3종 콘텐츠에 대해 온톨로지와 RDF를 구축하고 정보 필터링과 시맨틱 검색 기술을 적용하여 정보 시스템을 개발한다. 정보 필터링을 위한 척도를 지수화하기 위해 본 논문에서는 R&D내비게이션 인덱스를 제안하여 구현하고,R&D 콘텐츠를 정보 시각화를 통해 종합적으로 검색할 수 있는 국가R&D정보 내비게이션 시스템을 개발하고, 개발된 시스템에 대해 100명을 대상으로 디자인 선호도 조사를 실시하고 실제 사용자 10명을 대상으로 사용성을 테스트한다. 디자인 선호도 결과도 85%가 긍정적으로 나타났고 사용성 테스트 결과 종합적으로 87.2점으로 시인성은 좋으나 향후 개인화 기능 개발이 더 필요하다고 조사되었다. 본 논문에서 제안되고 구현된 논문의 R&D 내비게이션 지수가 정량적 객관성을 제시하고 향후 다른 콘텐츠의 정보 필터링 지수 개발로 이어지길 기대한다.
