Does R&D Mediate the Impact of ICT on Productivity through Knowledge Transfer?

  • The information and communication technology (ICT) value creation process is inherently unobservable. In addition to the direct effect of ICT on productivity, some information or knowledge can create value through other knowledge activities. In this paper, we study the impact of ICT on productivity through R&D. We tested the mediating effect of R&D between ICT and productivity using panel data from 47 US industries from 1987 to 2013 from the Bureau of Labor Statistics. The results show that R&D partially mediates ICT and productivity. That is, ICT directly increases productivity, and some of its effects can be realized through R&D. Recipients who acquire knowledge through ICT have to interpret codified ideas and apply them to practice. The increased absorptive capacity that can be developed through R&D improves interpretation ability, allowing employees to share more complex ideas. Thus, ICT helps people to effectively communicate, but some information and knowledge can be realized and applied through R&D knowledge activities. This is the first study empirically examining the process of ICT value creation through R&D. It also provides practical guidelines for knowledge management, such as making decisions about ICT and R&D investments that are better done concurrently rather than individually to maximize their impact on productivity.

  • 본 논문에서는 다양한 과학기술 분야의 연구자들이 R&D 수행에 있어서 필요한 인프라로서 클라우드 서비스를 활발히 이용하도록 하기 위해서 요구되는 정책적 기술적 개선 방안을 도출하였다. 이를 위해서 R&D를 위한 클라우드 서비스의 해외 사례를 조사하고, 국내 출연(연) 대학 등 연구현장의 다양한 분야의 연구자들로부터 클라우드 서비스에 대한 인식 조사 및 수요 분석을 실시하였다. 이러한 조사 분석 결과 과학기술 및 공학 ICT 등 다양한 분야의 연구에서 요구되는 수요를 충족할 수 있는 클라우드 서비스의 필요성을 도출하였으며, 보안 및 행정제도 등에 있어서도 개선점을 도출할 수 있었다. 연구를 통하여 우리는 국가 R&D를 수행하는 연구자들이 기존 클라우드 서비스에 대한 제약을 해소하고 더 나은 연구환경을 지원받도록 하기 위한 R&D 사이버인프라스트럭쳐로서의 클라우드 서비스를 제안하였다.

  • 국가과학기술지식정보서비스(NTIS)는 국가R&D 과제정보를 중심으로 참여인력, 성과(물), 참여기관 등의 정보를 연계하여 제공하고 있다. 각 과제정보는 한글 및 영문 키워드와 과학기술표준분류를 포함하고 있어, 과제정보를 중심으로 한 국가R&D정보 검색 및 분류에 활용하기 적합하다. 이러한 국가R&D정보를 서비스함에 있어 단순 검색을 벗어나 다양한 형태로 가공된 정보를 제공하기 위해서는 국가R&D 정보에 적합한 과학기술용어사전 구축이 필수적이다. 본 논문에서는 국가R&D 과제 키워드를 활용해 국가R&D정보에 적합한 과학기술용어사전을 구축하는 방안을 제안하고자 한다.

  • National R&D project management agencies have promoted continuous investment and development to provide efficient information such as collection and analysis of industry and technology information and research trend information, and development of user oriented information system. This research analyzes Region Industry Total Information System status to manage regional R&D and suggests methods for regional industry project management. This paper may contribute to the advancement of efficient information management system though research method.

Analysis of the Present Status and Future Prospects for Smart Agriculture Technologies in South Korea Using National R&D Project Data

  • Food security and its sovereignty have become among the most important key issues due to changes in the international situation. Regarding these issues, many countries now give attention to smart agriculture, which would increase production efficiency through a data-based system. The Korean government also has attempted to promote smart agriculture by 1) implementing the agri-food ICT (information and communications technology) policy, and 2) increasing the R&D budget by more than double in recent years. However, its endeavors only centered on large-scale farms which a number of domestic farmers rarely utilized in their farming. To promote smart agriculture more effectively, we diagnosed the government R&D trends of smart agriculture based on NTIS (National Science and Technology Information Service) data. We identified the research trends for each R&D period by analyzing three pieces of information: the regional information, research actor, and topic. Based on these findings, we could suggest systematic R&D directions and implications.

  • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

  • 각 부처에서 관리되고 있는 국가R&D정보는 범부처 공동활용을 위하여 국가과학기술지식정보서비스(NTIS) 체계를 통하여 유통된다. 그러나 부처별 연구관리전문기관에서 NTIS로의 단방향성 R&D정보 유통체계로 인하여 부처별 전문기관에서 관리되는 R&D정보와 NTIS에서 관리되는 R&D정보간 데이터 불일치 문제가 발생한다. 그러므로 본 논문에서는 국가R&D정보의 관리현황 및 문제점을 분석하고, NTIS와 부처간 국가R&D정보의 동기화를 위한 국가R&D정보 유통체계 개선 프로세스를 제안한다.

A Study of R&D Portfolio Model Expansion for Improving Practical Application (실무 적용성 제고를 위한 R&D Portfolio 모형 확장 연구)

  • The concept of portfolio is rarely understood and used in R&D management field. The conventional management technique in selecting R&D projects is scoring each projects and choosing projects based on the scores which are determined during evaluation. As a collection of good stocks is not necessarily a good stock portfolio, a collection of good R&D projects is not always a good R&D project portfolio. In this paper, framework and practical technique for constructing a R&D project portfolio are introduced. This technique can be easily applied in private and plublic R&D institutes.

  • 국가R&D사업의 추진결과와 활동현황에 대한 종합적이고 다각적인 분석을 위해 1999년도부터 매년 모든 국가R&D사업에 대해 주요 연구 성과인 논문, 특허, 기술료 등에 대한 국가R&D 조사분석 자료 수집이 실시되고 있다. 국가R&D 표준정보 수집을 위해 2003년도에 '국가연구개발사업 종합관리시스템(CORDI, 현재 SIMS)'이 구축되었고, 매년 국가R&D 조사분석 자료들의 수집 분석이 실시되고 있으나, 전자기록의 속성을 갖는 국가R&D 조사분석 자료, 특히 조사분석의 검증자료에 대한 장기적 보존을 위한 관련 연구는 전무한 상태이다. 따라서 본 연구는 국가R&D 조사분석의 검증자료에 대한 장기적 보존과 나아가서는 평가의 활용 및 정보 시스템간의 상호운용성을 높이기 위한 국가R&D 조사분석 검증자료의 보존 메타데이터 모델을 제안한다.

  • Only requiring research reports or publishing articles as the final obligation of R&D activities is not sufficient to utilize and reproduce the knowledge information. Since a lot of important data have been ignored and missed by the public or private research institutions, it is not easy to manage and utilize R&D outcomes and to develope knowledge-intensive business as we expect. It is important and rather urgent matter that we should reexamine the related regulations/ laws of Intellectual Property and observe the practical problems of data utilization in real settings. This study reviewed recent studies about domestic R&D institutions, current regulations related IP, and some conflicts with the copyright, and then summarized the problems/ solutions of utilizing R&D information as knowledge assets.
