During the last year, public expenditures which provided the central and local governments for boosting research and development (R&D) activities of the private sector has been constantly increasing. 17 percent of public total R&D expenditure supported to private sector and 9 percent of R&D expenditure in service sector were public R&D funding. However, studies evaluating the impact of public R&D subsidies are quite few. The aim of this study empirically investigate the average effects of public R&D subsidies on the innovation activities in private sector, specifically those engaged in Korean service firms by using Propensity Score Matching(PSM) method. The effect of R&D subsidies is derived from either qualitative and quantitative outcomes of innovation activities, which is defined as the difference between innovation outcome of the treatment group (receiving R&D subsidies) and that of the control group (non receiving R&D subsidies) after the matching method. As a result of empirical analysis, government R&D grants stimulate only firm-first innovation outcomes in service firms. It is represent that public R&D subsidies cannot be contributed to level of national innovation and the total amount of national innovation activities but can enhance firm competitiveness from increasing firm-first innovation activities.

In today's rapidly changing business environment, quality of responsiveness to customer requirements for short order cycles and on time delivery is becoming more important and considered as one of critical success factors in supply chain management. Yet despite its importance on reducing transportation cost and improving customer service, little attention has been given to the transportation planning system in Korea SI industry. In this paper, we present development of transportation planning system especially to deal with vehicle routing problem which has the goal to minimize the costs of daily transportation operation and to maximize customer delivery service. The system architecture with other enterprise application is presented and real-world constraints are well incorporated into the system by combining constraints programming and meta heuristics.

The aim of this study is to investigate the relative impact of the image of information service on customer's perceived value and satisfaction of R&D information. It also seeks to assess the moderating effect of service users' skills on the value of the service image on the customer. For this purpose, a field study was conducted on users of a public R&D information service called NTIS (National Technology Information Service) in Korea. The findings show that the information service image has a significant impact on customers' perceived value and satisfaction. In addition, customers' perceived value is found to be an important indicator in strengthening customer satisfaction. Findings also reveal that individual personal computer skills moderate the relationship between service image and information value. Further research is needed to strengthen the independent variable in view of the increasing pressure to improve public service quality and customer management.

National R&D information contains all information related to the R&D programs such as the output and equipment information resulting from the participant and project information. The reference linking service enables the user to freely look up output of a certain program, participant of a project, equipment information from the project or participant and all other information that originates from a R&D project without having to search for it. The reference linking service in the area of national R&D will enable the linking of heterogeneous information produced at different sources.

In order to go digital broadcasting in Korea, it is conducted various policies in the country which be expanded network, be increased digital broadcasting hours. And broadcasting stations in the country close down analog broadcasting until 2012. Moreover IPTV is a method of delivering broadcast television and on-demand, rich media content that uses an IP(Internet protocol network) as the medium. And an IP is regarded as a very favorable approach for the future "Medium for Digital TV". However It is not easy to replace the entire digital infrastructure. And there are some problems in the digital infrastructure for Digital TV(i.e. channel zapping delay). Moreover user require service. IPMG is to solve these problems. IPMG is digital converter that allows receive and transmit signal by using many kinds of medium for Digital TV. Moreover IPMG provides users a Network PVR service. In this paper we developing, manufacturing IPMG and analyze its performance.

As our society leads into information age, it becomes necessary to build a new national science & technology information system responded to new social technological change. Therefore, It is needed a picture of the new economic structure to introduce a new system, but our part of science & technology information service have not taken into account of it. This paper gives the national R&D electronic information service system of science & technology in this new change a guide to the coming structure, thus allowing it to better define and position its offerings in the context of one another. The premise of this paper is that new role of it will be based on the structure of new national science & technology information system In this research results, information society of the future is going to the direction of maximizing the economies of extent and connection. The intent of Science & Technology Integrated Information System is hold the information in common, to possess accumulation benefit of the information. In this system, science & technology information fulfill its function of a R&D part in national management system, therefore cooperation among enterprise, school and research institution is easily made through the process into more enhancing the total competition of national science & technology.

Experimental works were carried out to evaluate the service life of low pressure LPG regulators for domestic use. Experimental results showed that the operating pressure of regulators used for 7 years notably deviated from the standard value of the adjusting pressure and the lock-up pressure. Thus, it is estimated that low pressure LPG regulators have approximately 6 years of service life.

This study examines whether expenditures in information technology (IT) are associated with increases in the Tobin's q ratios a measure of organizational performance. It uses two groups of sample, Korean and American firms that disclose IT expenditures. For the all-firms group of each country, the association between IT expenditures and Tobin's q ratios is positive and statistically significant. But the association varies among industries. For Korean firms, IT expenditures appear to increase Tobin's q ratios for the machine and equipment manufacturing industry group (SIC3-2). IT expenditure ratio of this group as a percent of total sales is highest among the industry groups. For all service industry groups(SIC4&5), the estimated coefficient of IT expenditures is positive but statistically insignificant. For American firms IT expenditures in most of the manufacturing industry groups appear to increase only a little, if at all, for the Tobin's q ratios. But IT expenditures appear to have a greater impact on Tobin's q ratios for all service industries (SIC4-7). For three service industries tested (transportation and telecommunication- SIC4, financial- SIC6, consulting and other service industry- SIC7), the estimated coefficient of IT expenditures is positive and statistically significant. The evidence from both Korean and American firms suggests that IT expenditures in service industries provide a greater impact on an organizational performance than ones in manufacturing industry. To test whether service industries use a competitive strategy utilizing IT as a core competence, the samples ore divided into two groups, service and manufacturing industry. For Korean firms, both IT and R&D expenditures in manufacturing industry are associated with increases in Tobin's q ratios. But for service industry, the estimated coefficient of only IT expenditure is positive. For American firms, the estimated coefficients of both IT and advertising and R&D (ARD) expenditures in manufacturing industry are positive but the coefficient of only ARD is statistically significant. For service industry, the estimated coefficient of only IT expenditure is positive and statistically significant. The evidence may suggest that manufacturing industry uses both R&D and IT strategies to increase a competitive advantage but uses R&D strategy as a core competence. However, service industry uses IT strategy as a core competence to increase a competitive advatage.

The information management system for the national R&D reports on the level of each government department have been operated in order to have special affiliated organizations collect detailed information, construct databases for R&D reports, and operate their information system; thus, the current classification system for the R&D reports on the governmental level is insufficient. Also, each department requires to prepare a standardized electronic original text service system since mutually different electronic original text services have been provided. therefore, this paper sets up the following research goals and detailed research contents. The goals of this study are to establish methods to standardize the forms of national R&D reports and suggest the framework for XML-based national R&D reports services by analyzing the problems in the forms of previous national R&D reports services. As detailed research contents, first, Identify the current R&D electronic original reports services by each government department. Second, this paper analyzed primary overseas science technology information service systems related with national research and development reports and related database schemata. this paper proposed the XML-based national R&D reports service framework through analyzing the problems in the framework of the existing national R&D reports service system and also established and suggested the methods to provide database schema design and report portal services. Lastly, it is expected that this paper will have academic contribution to enhancing R&D investment efficiency by utilizing collaboratively the information and resources related with national R&D through establishing the general information management system for national-dimension R&D reports and also managing science technology information efficiently and developing a user-centered integrated information system.
