기업간 공동연구개발의 성공과 위험요인 : 기존 연구의 분석 및 모형의 제안

  • The rapid development and diversification of technology require that firms should adjust and cope with a high degree of uncertainty regarding independent efforts in technology development. An alternative to these strategic responses is the R&D or technological collaborations among firms. There have been many researches on the reasons for and effects of these collaborative relationships; however, research examining the risks involved in the process of collaboration is lacking. The researches into essential prerequisites for successful technological collaborations have remained more or less premature despite of the increasing demand for interfirm R&D collaborations. In other words, the existing literature has mainly focused on the choice of collaborations, but has paid little attention to the processes of collaborations. This study tries to identify and integrate both success and risk factors affecting the decision making of whether collaborations are attempted or not and R&D collaboration processes. Finally, a model of interfirm collaborations is suggested and also practical implications for the firms which consider R&D collaboration with other firms are provided.

  • Military aircraft R&D projects require large-scale investment in cost and time, and involve a complex coordination process in decision-making. The R&D project manager should determine the development management priorities as accurately as possible and focus on R&D capabilities, thereby reducing the risks of the aircraft R&D project. To this end, this study aims to reduce R&D risk by prioritizing cost, schedule, and performance, which are basic management factors used in R&D project management in defense project management regulations. Analytic Hierarchy Process (AHP) is applied using a questionnaire for managers in charge of aviation R&D under the Defense Acquisition Program Administration. As a primary result, the importance of the factors that the aircraft R&D project manager should consider was derived in the order of performance, cost, and schedule, and the priorities of performance and cost in the lower layer were also identified. In addition, in order to provide practical risk management measures to aircraft R&D project managers, the results of analyzing 28 cases of US National Transportation Safety Board accidents were compared and analyzed with the AHP analysis results, and management measures suitable for the situation were specified.

  • Preliminary feasibility study(PFS) was introduced in 1999 by financial authority to encourage a cautious approach to new large-scale public investment project. As it applied cost-benefit analysis as prime measure for decision-making, various issues have been arisen concerning feasibility analysis on R&D programs. This work is intended to suggest standard approaches to be established in PFS on R&D program as follows: 1. The issue questions can be induced in a standard way by 15 representative questions and their correlation with evaluation criteria. 2. The analyzing strategy can be standardized by establishing standards for classification of R&D effects and R&D logic analysis.

Measuring the Dynamic Efficiency of Government Research Institutes in R&D and Commercialization by DEA Window Analysis (DEA 윈도우 분석을 이용한 정부출연연구기관의 연구개발 사업화 동태적 효율성 분석)

  • Government-funded research institutes (GRIs) have played a pivotal role in national R&D in Korea. To achieve desired goals of GRIs with the limited R&D budget, their performance along with time needs to be measured and compared so that appropriate R&D policies can be formulated and implemented. This study measures the dynamic performance of GRIs from the efficiency perspective using the window model of data envelopment analysis (DEA). DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs, and the DEA window model can capture the dynamic changes in efficiency of DMUs during multiple periods. The relative efficiency of GRIs is measured from the two perspectives: R&D and R&BD. Patents, papers, technology transfers are selected as outputs for R&D while compensated technology transfers and technology royalty are employed as outputs for R&BD. This study measures and compares the two types of performance of 20 Korean GRIs under the control of National Research Council of Science and Technology during the period of six years from 2008 to 2013. The results are expected to provide fruitful implications for national R&D policy making.

  • It is difficult to develop objective evaluation techniques for the productivity in an R&D organization because there exists such as time lag between inputs and outputs, difficulties of measuring the influencing factors and results of a research and of comparing R&Ds with other objects towards innovation, and problems in identifying analysis elements. Particularly, governmental research institutes, pursuing publicity, have more difficulties in evaluating research achievement than the private ones. In evaluating the productivity of R&D organizations, this study aims at practically using the quantitative evaluation techniques by applying them to the public as well as private institutes. This will be finally contributing to decision making for effective management of R&D organization.

  • This study is an exploratory investigation on how national R&D investments decisions are made in Korea. For developing system dynamic model, we are interested in locating three structural dilemma, occurring with the Korean NIS. In so doing, we intend to devise the ways of ameliorating problems within the NIS investment decision-making process by providing policy implications. We identify delays and side effects during transition periods between different stages of technology innovation by perceiving the switching pattern dynamically, in which form of technologies shifts from one to another stage like paradigm shift, when the R&D investment reaches a certain stock. It is also suggested that the development of strategies is necessary in order to enhance efficiency of technological development process.

Tacit Knowledge in Government-led R&D Project Selection

  • This paper explains that tacit knowledge is a critical component for the success of government-led R&D project selection, where rapid and accurate decision making need to be made under lack of information circumstances. It also explores ways to fully exploit the tacit knowledge of experts participating in the Korean government's R&D project selection process. Some of these include: (1) strategic attention from the top officials, (2) forming self-organizing teams, (3) establishing a horizontal and risk-taking culture, (4) encouraging a sense of responsibility in creating and sharing tacit knowledge, and (5) providing a seamless monitoring system and training.

  • Technology Management and R&D(Research and Development) have been one of the most difficult divisions for measurement and evaluation. In spite of these difficulties, the concern and importance of R&D has been dramatically increased. However, it is actually very difficult to manage more efficiently and effectively than any other departments of production, finance, marketing and so on. As criticizing the shortcomings of the traditional evaluation system in making decisions for corporate management which has only been focused on financial indices, so Kaplan & Norton has suggested the Balanced Scorecard (BSC) which can be managed Critical Success Factors(CSF) in accordance with corporate's strategy. The Analytic Network Process(ANP), though based on the Analytic Hierarchy Process, allows the decision makers to leap beyond the traditional hierarchy to the interdependent environment of network modeling. Basing on BSC, this study has developed the evaluation system for R&D which has used ANP transforming quantitative and qualitative indices to the quantifying scales in evaluating R&D.

  • Decision-making is to extract information that can be executed in the future, it refers to the process of discovering a new data model that is induced in the data. In other words, it is to find out the information to peel off to find the vein to catch the relationship between the hidden patterns in data. The information found here, is a process of finding the relationship between the useful patterns by applying modeling techniques and sophisticated statistical analysis of the data. It is called data mining which is a key technology for marketing database. Therefore, research for cluster analysis of the current is performed actively, which is capable of extracting information on the basis of the large data set without a clear criterion. The EM and K-means methods are used a lot in particular, how the result values of evaluating are come out in experiments, which are depending on the size of the data by the type of distance-based and probability-based data analysis.

  • In order to improve national competitiveness through technological research and development, the government puts in R&D budget every year and manages to improve the R&D results. Accordingly, various R&D project management methods have applied for successful advancement of technology and product. TRL is a measurement system developed by NASA to assess the maturity of technology since the 1970s. To apply medical device, the characteristics such as regulation, clinical trials are considered as a significant influence. In this study, we would like to derive PMI(performance measures index) for medical device R&D projects by using TRL and stage-gate model. As a result of this study, it is possible to use the PMI for decision making and evaluation in the R&D projects and believed that the objectivity can be ensured by the approval or certification of regulatory authority.
