This paper presents summary results of direct interview survey of Korean industrial customers conducted to evaluate the direct and short duration interruption costs resulting from local random electrical supply interruptions. The cost is evaluated using the questionnaires authors designed, which are mainly on the experience or preparatory actions consumers Predicted they would take. Economic evaluation of reliability that traditionally takes into account duration and frequency of interruption does not accurately reflect the lost value or economic impacts of industrial customer, especially large size, caused by any kind of interruption. So, to imply the substantial difference in costs incurred by different customer group, the authors apply the international standards, i.e. IEC, IEEE, to the analysis on the interruption costs.

In order to assess the design value of engineering work from the point of view of LCC (Life Cycle Cost) in Korea, it is mandatory for all construction works that the total construction costs are over 10 billion won. The LCC includes initial construction costs, maintenance & operation costs, energy costs, end-of-life costs, and so on. Among these, the portion for maintenance & operation costs for a building is sizeable, as compared to the initial construction costs. Furthermore, the paradigm for construction industry has rapidly shifted from 2D to BIM, which includes design planning and data management. However, the study of BIM-based LCC analysis is not adequate today, even though all domestic construction projects ordered by the Public Procurement Service have to adopt BIM. Therefore, this study suggests a methodology of BIM-based LCC analysis that is particularly focused on repair and replacement (R&R) cost. For this purpose, we defined requirements of calculating R&R cost and extracted X from the relevant IFC data. Thereafter, we input them to the ontology of calculating the initial construction costs to obtain an objective output. Finally, in order to automatically calculate R&R cost, mapping with R&R criteria was performed. We expect that our methodology will contribute to more efficiently calculate R&R cost and, furthermore, that this methodology will be applicable to all range of total LCC. Thus, the proposed process of automatic BIM-based LCC analysis will contribute to making LCC analysis more fast and accurate than it is at present.
In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion overfive years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400-million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

Banking and borrowing under the ETS may affect the low carbon technology investment level. If the indirect implementation measures are allowed, firms can gradually adjust their carbon reduction costs between implementation periods based on their carbon reduction costs and emission price forecasts. This implies that banking and borrowing may reduce or increase the level of low carbon technology R&D investment. In an oligopoly market, the effects of the measures are quite different from the ones in a perfectly competitive market. This is because the indirect implementation measures can shift market competition in Cournot competition model. The effects of banking and borrowing on the carbon reduction R&D investments depend on emission reduction costs, marginal production costs, discount rate, initial free allocation, and the cost reduction effects of R&D investment.

This study aimed to analyze the structure of the value chain of the olive flounder aquaculture industry to increase the value of this industry. Based on the value chain theory, olive flounder aquaculture industry activities were classified as primary and support activities. The primary activities included seed production, fish production, producer distribution, consumer distribution, and consumption. The support activities were production infrastructure, organization and specialization, R&D, and government policy. A survey was conducted on the costs of seed and fish production in the primary activities to investigate the business structure, and the distribution structure was analyzed to examine distribution costs and margins. In the support activities, the recent trends in R&D and government policy were mainly examined, based on which, a measure to reduce costs and maximize profits was suggested. It is necessary to reduce costs across the production processes by improving seed quality and reducing labor, feed, and management costs, which are strongly associated with support activities. Therefore, lowering costs will be possible in the olive flounder aquaculture industry when R&D outcomes, such as species development, feed quality improvement, and aquaculture system development, are stably diffused and applied in tandem with government policy regarding the industry.
This study examine the firms fund R&D expenditures through cash and cash equivalents under financial distress in order to avoid huge adjustment costs that can be brought after R&D expenditures cut-down. Other study divided the firms' financial condition by only firms' year. This study identifies the firms' financial condition not only by a firm's year but also by firm size and Altman's Z-Score and K-Score. The results show that there are statistically negative relationship between R&D expenditures and cash and cash equivalents when firms are under financial distress. The results are same regardless of criteria of classification of firms' financial condition, which is consistent to the hypothesis. Young and small firms and firms with moderate possibility of bankruptcy fund R&D expenditures through cash and cash equivalent compared to the other firms. We can find the new evidence when we classify the firm by Z-Score and K-Score of Altman. The firms with high possibility of bankruptcy can not fund for R&D activities from cash, but only the firms with moderate possibility of bankruptcy fund R&D expenditures through cash and cash equivalent in the condition of financial distress. The evidence suggests that firms fund R&D expenditures by cash and cash equivalent when they are under financial distress. Findings provide an implication on the management of R&D expenditures and liquidity in the firms.
The purpose of this study is to analyze the effect of Prior Sales change on R&D Costs and each detail item, and to analyze what decision managers make when changing sales. In order to conduct a more in-depth analysis as well as a one-period model of Anderson et al. (2003), which was used in previous studies, the two-period model of Banker et al.(2014) And analyzed the detailed items. As a result of the analysis, it is possible to confirm cost stickiness behavior only in the depreciation cost and others due to the limit of the model in the one period model. For a more in-depth analysis, the analysis of two-period model showed that labor costs and other items showed cost stickiness behavior when prior sales increased, but total R&D costs showed a anti-cost stickiness behavior. When prior sales decline, consigned service costs showed a cost stickiness behavior. This study is meaningful because it analyzed the effect of prior sales change on R&D cost behavior which were not performed in previous studies. Furthermore, we expect to be able to conduct more detailed research by sales and industry in future studies.

Recently, the research and development of weapon systems have expanded from ILS centered on acquisition costs to LCS, including operating maintenance costs. Regulations define the provision and formula of operating maintenance costs, but this does not consider the characteristics of the design and operation/maintenance of real weapon systems based on engineering calculations. Therefore, this study suggests a simulation design method to complement these areas and produce more accurate operating maintenance costs. The research procedures are as follows. First, the provision and formula of operating maintenance costs were defined to make the simulation results applicable. Second, a simulation model was developed by reviewing design considerations so that the simulation results reflect reality more accurately. The design considerations include the PBS of weapon systems, operation schedules, specifications for operation/maintenance/warehouse facilities, and basic cost information (personnel expense and spare part/equipment cost). This study is expected to be effective in calculating the operating maintenance costs more easily and accurately.
