  • 현재 국가과학기술지식정보서비스는 15개 부처 청과의 연계를 통해 과제, 인력, 장비 기자재, 성과 등 국가R&D사업정보를 한 곳에서 서비스한다. 그러나 실시간 정보 수집율이 저조함에 따라 당해연도 과제정보에 대한 서비스가 다소 제한적으로 제공된다. 본 연구에서는 현재의 국가R&D정보 수집체계에 대한 현황을 분석하고, 이를 토대로 실시간 수집율 제고를 위한 정보연계확대 및 개선방안을 제안한다. 또한 본 논문에서 제시한 실시간 연계체계 확대 방안에 따른 기대효과를 논의한다.

Study on the Effects of R&D Activities on the Exports of Korean Economy (R&D투자가 한국경제 수출에 미치는 영향 분석)

  • The country with a relative abundance of human capital conducts relatively more R&D in the steady state than its partner. This country acquires the know-how to produce a relatively wider range of innovative goods. High technology comprises a large share of the national economy in the human-capital rich country and real output growth is faster. This prediction would seem to accord weakly with empirical observation of Korean economy.

  • 본 연구는 연구 개발 전문가를 대상으로 개인과 조직간의 상호 효율성을 증가시키는 적합 관계를 개념적으로 탐구하였다. 개인-조직간 적합은 연구자들에 따라서 다양한 정의가 존재한다. 이들 다양한 정의는 적합의 관점을 구체적으로 규명함으로써 개인-조직간 적합 메카니즘을 분명히 파악할 수 있다. 개인-조직간 적합 관점은 보충적/보완적 측면, 욕구-공급/능력-수요 측면, 주관적/객관적 측면이 존재한다. 국내 연구소의 인력관리제도(선발/채용제도, 교육훈련제도, 연구전문직제도, 평가제도, 보상제도)에 대한 현황을 기존 문헌과 인터뷰를 통하여 조사하였다. 세 가지 개인-조직 적합 관점에서 국내 연구소의 인력관리제도를 분석하여 실무적인 시사점과 기본적인 실행방안을 도출하였다. 끝으로 이러한 개념적 고찰에 근거하여 추후 연구방향을 제시하였다.

An Analysis for the Causality between Regional Knowledge Production Activity and Regional Economic Growth (지식창출활동과 지역경제성장 간의 인과관계 분석)

  • The purpose of this study is to analyze the causality among GRDP, patent, investment of R &D, and researcher among 16 Metropolitan cities and provinces in Korea. Using the annual data ranged from 1998 to 2008, the causality test for time-series data such as unit roots test and Granger causality test were performed. We estimate the Panel-Var of the four variables to find out the various Granger causal relations for two groups which are classified by the patent productivity. The panel data causality results reveal that there are bidirectional causality relations among four variables for the more patent-productivity group. The patent has bi-directional effects on GRDP and R&D. The patent cause GRDP and vice versa, patent cause R&D and vice versa. Patent not only has strong direct impact on GRDP and R&D but also has affected by the increase of GRDP and R&D through the interactive feedback mechanism. However, the causality patterns are somewhat different between the more patent-productive region and the less patent-productive region. There exists one directional causality between the R&D and GRDP for the less patent-productivity group. Such result may imply that the type of regional innovation policy should be differentiated between two groups. Regional economic policy efforts should be placed on increasing the knowledge productivity and on strengthening the regional competitiveness through the regional innovative infrastructure.

The Factors Affecting Technology Commercialization of Government Research Institutes: The Case of Research Institute Spin-offs (출연(연)의 기술사업화에 미치는 요인 분석 -연구소기업을 중심으로-)

  • The term research institute spin-offs refers to new firms created by public research institutes. These spin-offs are different from other start-ups in two respects: on the one hand, they should be located in the Special Research and Development Zones and, on the other hand, these firms are supposed to commercialize the results of public R&D activities. These spin-off firms show higher rates of survival and job creation than general new firms, which means that their contribution to economic growth is not negligible. The present study analyzes the factors affecting research institute spin-offs using a random effect panel logit model and negative binomial model. From previous studies, four elements are identified as playing an important role in the commercialization of public R&D through spin-offs, namely their organizational character, research capability, technological character, and geographical location. The empirical results demonstrate that government research institutes with more researchers and patents are more likely to create new firms. In addition, the location of the institutes significantly affects the probability of their creating spin-offs and their number. When the technological stage and TLO size are considered, however, it turns out that the number of researchers and technological stage play important roles in the spin-offs.

  • The governmental R&D projects have put a great emphasis on returns on R&D investment through development of market- and customer-oriented technologies and their commercialization. A successful commercialization of the technology developed from a R&D project relies on development of the technology intriguing customers, establishment of effective commercialization strategies throughout the stages of R&D planning and development, and interactive communication between the technology developer and a private company that will do a business with the technology. The business modeling helps accomplish the requirements for the successful commercialization. The past literature about technology commercialization does not provide a systematic procedure in developing a business model for the governmental R&D project. In this study, we proposed a systematic procedure developing a business model integrating peculiar characteristics of governmental R&D and viewpoints of technology developers and professionals of technology commercialization. It can be a useful guideline for developing a business model for the governmental R&D project.

  • This study investigates empirically the job satisfaction and turnover awareness of the R&D manpower working in company research laboratory. Through the analysis of 106 questionnaires and individual depth interview with R&D manpower who is evaluated as cove researcher in research lab., this study obtains the practical informations on the understandings of their workplace and the extend of turnover awareness etc. The result shows that the many researchers have turnover-minded to improve job stability and develop their career. They think themselves as a cove competent person, but their performances aye not recognised by the organization as they expected level. And the result indicates that many of them haven't find their visions in the workplace.

  • In this paper, I propose the modular support of IT small companies that assigns specialist on each module and create the module corresponding to R&D processes to small companies in order to support technical difficulties arising in a R&D process of IT small companies. The number of applied target companies is 149 IT small companies and altogether 45 specialist who had supported 10 modules. As a result of observing for two years, I identified that the system helps the technical difficulties.

Influence of R&D Employees' Social Network and Self-Esteem on Organizational Commitment and Career Orientation (R&D 인력의 사회적 네트워크와 자아존중감이 조직몰입과 경력지향성에 미치는 영향)

  • The effective management of R&D employees is critical for a small or medium sized firm's sustainable growth. R&D employees have professional skills and choose expertise-oriented or management-oriented careers in the process of organizational socialization. This study synthetically verifies the direct and indirect effects of R&D employees' social network and self-esteem on their career orientation by organizational commitment based on social network theory and social recognition theory. The research model has been analyzed through structural equation modeling using survey responses from 220 R&D employees at small- and medium-sized firms in Korea. The analysis results show that internal network activities have direct and indirect impacts on organizational commitment and career orientation, but external network activities do not have significant effects on self-esteem, organizational commitment, or career orientation. There is no consensus in prior studies on whether expert orientation and management orientation are distinct concepts. In this study, these two types of orientation are verified as distinct concepts. It is also found that R&D employees' internal network activities are significant factors for a company's growth. A company should implement an educational system of roles and duties using which individuals can pursue career progression. In addition, it is necessary to provide career development programs such as job rotation, mentoring, and career counseling.

  • R&D Personnel information is constructed locally based on the needs of each institute and therefore is distributed over different databases. It does not support inter operability which makes it difficult to access and update that leads to the problem of ineffective usage. In this study, we have categorized the lower level information that forms the domestic S&T Personnel and defined the relationship between each type of information to suggest a standard for the data elements that guarantee the access to specific information in order to support inter operability. We have analyzed the human resource information database of domestic and foreign research institutes for the data modeling. We have also made reference to the standard metadata and database of other types that can be linked with the human resource information in designing the data elements. ISO/IEC 11179, the international standard for the metadata registry(MDR), was adopted to apply the object, attribute and expression to be described to the name of the data element.
